Every Louisiana citizen deserves equal access to the justice system. 2006-07 LBF Annual Report President’s Message We began in the early spring of 2006 traveling the state to examine the needs of our grantees, many suffering severe consequences from Hurricanes Katrina and Rita. Our goals were to target new support to strengthen and build permanent stability for our grantees; to identify and tackle priority needs; and to develop a grassroots system to fulfill our mission. We wanted to establish a local Bar Foundation presence statewide while energizing our organization. After tireless hours of work by our devoted volunteers and staff, I am pleased to announce that three new funding programs were developed.

John W. “Jock” Scott The Building Capital Development Grant Program awards grants, on a matching basis, up to $25,000 annually for five years to current LBF grantees with 2006-07 the purpose of establishing office ownership as well as facility renovations and Committee improvements. In 2007 awards were made to Metropolitan Center for Women Chairs and Children for renovations to their facilities and to the Lafayette Parish Bar Foundation for the purchase of a new building. Annual Gala James C. Gulotta, Jr. Our new Community Partnership Panel Grant Program created eight Patricia A. Krebs statewide regional chapters of the Foundation which enable our members to Budget/Investment work directly with local non-profit organizations to identify and fund needs. Marc T. Amy This network is fostering collaboration, responding to arising community needs, and developing new leadership and talent to enrich the future of the Development Foundation. Each twelve member Community Partnership Panel has an annual Ben R. Miller, Jr. grant budget of $15,000 for local needs. Education Prof. Kathryn V. Lorio The third program that was created this year is the Loan Repayment Assistance Program (LRAP). LRAP provides one-year loans up to $5,000 to Executive new or current public interest attorneys with law school debt employed by LBF John W. Scott grantees. In 2007, twenty-nine LRAP grants were awarded totaling $84,842. Governance This program allows our grantees to have new resources for legal talent by David F. Bienvenu encouraging dedicated lawyers to make public interest law their career. Grants I am honored and privileged to have served as President of the Louisiana Bar Marc T. Amy Foundation and to have had the benefit of working with the many wonderful Iolta Administration/ judges, lawyers, and professors who have dedicated their time and talent to the Banking Foundation, its mission and activities. I am particularly grateful for the Herschel E. Richard, Jr. opportunity to have worked on several projects with Chief Justice Pascal F. Calogero, Jr. as well as other Supreme Court Justices. I am deeply grateful to Judicial Liaison Tina Crawford White my fellow officers Elwood F. Cahill, Jr. and Judge Marc T. Administration of Justice (AOJ) programs work to Law-related education programs teach legal rights, improve administration of justice and access to responsibilities, and the role of the citizen by bringing justice in Louisiana. Foundation Projects The Access to Justice Program is a cooperative venture of the Louisiana Bar Foundation, the Louisiana State Bar Association, and the Louisiana legal services programs to assist legal services providers in their efforts to provide legal help to the poor.

The Distinguished Lecture Series is a project of the LBF’s Judicial Liaison Committee. This project promotes study and research in the field of law and brings together the practicing bar and judiciary.

The Interest on Lawyer Trust Accounts (IOLTA) Program is a unique partnership with the banking community that enhances the Foundation’s ability to meet Louisiana’s growing need for free civil legal services to the poor.

IOLTA Honor Roll -- As of June 30, 2007, 112 banks qualified for the LBF IOLTA Honor Roll by waiving all fees and service charges on client trust accounts enrolled in the program.

Kids’ Chance awards scholarhips to children of Louisiana workers killed or permanently and totally disabled in an accident compensable under a state or federal workers compensation act or law. In the 2006-07 academic year $34,000 in Kids’ Chance scholarships were awarded to 21 deserving students.

The Education Committee produces a continuing series of Oral Histories of retiring judges, bar leaders, and other legal personalities. The series systematically broadens the LBF’s work to preserve the history, culture, and flavor of Louisiana Law.

Equal Justice Works AmeriCorps Attorneys work with LSU and Southern law school students and community providers to develop quality pro bono opportunities through the Pro Bono Legal Corps program.

During a two year term, an LBF selected scholar serves as the Scholar-in-Residence (SIR) producing an academic work. Lance Arnold, chairman of Broadcast Journalism at Nicholls State University is the 2006-08 SIR. Arnold’s topic focuses on collecting and archiving data on the impact of hurricanes Katrina and Rita upon the legal system and the response of lawyers and courts to the challenge of providing legal services in the wake of the hurricanes.

The Secret Santa Project pairs needy children with local attorneys who buy presents from the child’s holiday wish list. In 2006 the Secret Santa Project paired 289 attorneys with 1,205 children.

Awards Grantee Excellence in Service and Programming

The 2007 Grantee Award for Excellence in Service and Programming was awarded to the Lafayette Parish Bar Foundation’s Volunteer Lawyers Protective Order Program. The Protective Order Program is filling a much needed gap in the Lafayette community by assisting victims of domestic violence obtain a Title 46 Protective Order. A collaborative partnership with Faith House, the program was established in March of President’s Award 2005. Mathile W. Abramson of Baton Rouge is the recipient Pro Bono Legal Corps (PBLC) Outstanding Law of the prestigious President’s Award for 2007. Student Volunteer Abramson was recognized for her outstanding support, volunteer service, and dedication to the mission and goals of the LBF. In 2006-07 Mathile served on the LBF Grants Committee, the Grantee Excellence Award Selection Committee, as board liaison for the Annual Fellows Gala, and as special liaison for the Community Partnership Panels.

Curtis R. Boisfontaine Caroline F. Johnson is the first PBLC Outstanding Trial Advocacy Law Student Volunteer. Johnson, LSU Paul M. Hebert Law Center Class of 2008, devoted over 110 hours of volunteer service to several PBLC projects George A. Frilot III received the 2007 Curtis R. from May 1, 2006 to April 30, 2007. She worked on Boisfontaine Trial Advocacy Award. Frilot was the Road Home Project, Capital Area Legal Services selected for his long-standing devotion to excellence Corporation’s Afternoon Internship Project, the in trial practice and for upholding the standards of Baton Rouge Capital Conflict Office research project, ethics and consideration for the courts, litigants, and all and the New Orleans Pro Bono Project’s Succession counsel in his practice of the law.
