1. The last order under section 51 of the Local Government Act 1972 in relation to the electoral arrangements for districts in the County of Greater Manchester was made on 24 February 1981. As required by section 6j> and Schedule 9 o^ "the ^ Act we have now reviewed the electoral arrangements for that county using the procedures we had set out in our Report No 6.

2. We informed the Greater Manchester Council in a consultation letter dated 18 May 1981 that we proposed to conduct the review, and sent copies of the letter to all local authorities and parish meetings in the County, to the Members of Parliament representing the constituencies concerned, to the headquarters of the main political parties and to the editors both of local newspapers circulating in the county and of the local government press. Notices in the local press announced the start of the review and invited comments from members of the public and from interested bodies.

3. We granted a request from the Greater Manchester Council that submission of their draft scheme be deferred for three months after the date we originally agreed, and a revised consultation letter was sent to the Council on 25 September 1981 and copied to all those who received;the original.

4. On 28 January 1982 the Greater Manchester Council submitted to us a draft scheme in which they suggested 104 electoral divisions for the county each returning one member in accordance with section 6(2)(a) of the Act.

5. We considered this scheme together with the views expressed on it and the various alternative schemes submitted by political parties. We noted that two basic problems arising from the scheme needed to be settled before we could formulate draft proposals, an element of inner city weighting accorded to parts of the scheme and possible

1 confusion over names chosen for proposed electoral division. We discovered that we could overcome these problems in some districts by adopting alternative

schemes "but this proved impossible in the case of the City of Manchester. We therefore invited the County Council to produce an improved scheme for the City. This was submitted on 23 December 1982,

6. Having considered the revised draft scheme we formulated our draft proposals. These were on the point of being published when the announcement of the proposed

abolition of the Metropolitan Counties was made by the Government. "Further progress on the review was inhibited for a time by uncertainties arising out of the Government's intentions towards the Metropolitan County Councils.. We eventually issued draft proposals on 6 April 1984» which we sent to all those who had received our consultation letter, or commented on the County Councilfs draft scheme. Notices were inserted in the local press announcing that the draft proposals had been issued and could be inspected at the County Council's offices.

7. We incorporated the County Council's draft scheme in our draft proposals subject to the following modifications which we adopted either to produce a more even standard of representation,to take account of comments on the draft scheme, or to accord with our normal practice with regard to names of divisions:

(a) Borourfi of Bolton the adoption of the suggestion by Town Council to name the draft scheme Horwich division 'Horwich and Blackrod1;

(b) Borough of Bury the adoption of the name 'Whitefield' for the draft scheme Besses' division, from the Greater Manchester Regional Liberal Party's alternative scheme for

the borough; (c) City of Manchester the adoption of the suggestion "by Manchester City Council to re-name the following draft scheme divisions:

for the borough*

We decided that the letter announcing our draft proposals should also include a reference to the possibility of confusion over the use of district ward names for electoral divisions where the constituent ward boundaries were not coterminous, and to our willingness to consider alternative names. 8. We received comments in response to our draft proposals from the Greater Manchester Council, three district councils, four political organisations, three county councillors and one private individual. A list of those who wrote to us is given in Appendix 1 to this report.

9. The Greater Manchester Council had no objections to the draft proposals except for those in respect of Rochdale. They also had no objections to alternative names being considered where we felt there might be confusion between electoral divisions and district wards, but they did not make any suggestions. In addition, they informed us that Trafford Borough Council had no observations on our draft proposals but as a result of a review of polling district boundaries undertaken by that authority we might like to consider an amendment to the boundary between our proposed Altrincham and Timperl«y arid Bowdon and Hale divisions.

10. The other comments we received can be summarised as follows:-

(a) Bolton Bolton Metropolitan Borough Council had no representations to make. However, two County Councillors, on behalf of the Greater Manchester Council Liberal Group and the Regional Liberal Party, objected to our draft proposals and submitted an alternative scheme for the borough which was very similar to a previous alternative scheme submitted by the Liberal Party, except that in the latest scheme two polling districts were to be transferred from Deane cum Heaton and Daubhill division to Smithills and Halliwell division.

Bury South Conservative Association considered our draft proposals totally unworkable and unacceptable. They wished to support an alternative scheme which they had previously submitted in response to the publication of the County Council's draft scheme. A private Individual suggested an amendment to the boundaries of the Bury West and Radcliffe divisions so that all Bradley Fold and Ainsworth, which had been linked, together-for centuries, would be in the same electoral division. His suggested change also has the advantage ip his view of ^helping to:, equalise :^the electorates, .of these two divisions. (c) Manchester The Greater Manchester Council Liberal Group and Regional Liberal Party objected to our draft proposals for the City and wished to put forward amendments along the lines of the original scheme they submitted.

(d) Oldham Oldham Metropolitan Borou^i Council accepted out draft proposals.

(e) Rochdale The Greater Manchester Council Liberal Group and Regional Liberal Group also objected to our draft proposals for Rochdale and again wished to put forward amendments along the lines of their original submission. The Greater Manchester Council considered that the alternative scheme chosen as our draft proposals was inferior to their draft scheme and requested us to review our draft proposals.

(f) Salford The City of Salford and Eccles Constituency Labour Party objected to our draft proposals and wished the present divisions to continue.

(g) Stockport Two County Councillors, on behalf of the Regional Liberal Party objected to the new division- known as "Central" in our draft proposals and suggested various alternatives. 11. We received no representations on the Boroughs of Tameside and Vigan.

12. We have come to the following conclusions taking into consideration all the comments that were submitted to us:-

(a) Bolton We noted that the Liberal Party1s latest alternative produced marginally better entitlements' in some divisions than our draft proposals. However, as our draft proposals had satisfactory entitlements and have been accepted by both B«lton Metropolitan Borough Council and the Greater Manchester Council we have decided to confirm them as our final proposals;

(b) Bury We found that neither of the alternative suggestions produced a better standard of representation than our draft proposals, therefore we have decided to confirm the latter as our final proposals;

(c) City of Manchester We considered the Liberal Party scheme before formulating our draft proposals and as our draft proposals produced a much improved standard of representation we have decided to adhere to them;

(d) Oldham As no objections were received to our draft proposals we have decided to confirm them as our final proposals;

(e) Rochdale We considered the Liberal Party scheme before formulating our draft proposals and decided not to adopt it as its standard of representation was inferior to the County Council!s draft scheme which, in turn, was poorer than the Conservative Group's alternative chosen as the draft proposals. We have therefore decided to adhere to our draft proposals;

(f) Salford Ve noted that both the City of Salford and the Eccles Constituency Labour Party wished the present divisions to continue. Ve consider, however, that our draft proposals are an improvement on the present situation and we have decided to confirm .them as our final proposals;

(g) Stockport Ve noted the Liberal Party's objection to our proposed 'Central1 division and their suggested alternative divisions, but we do not feel that a sufficiently strong case has been made for departing from our draft proposals for the Borough;

(h) Tameside As no objections have been made to our draft proposals we have decided to confirm them as our final proposals;

(j) Trafford

In the absence of any objections to our draft proposals we have decided to confirm them as our final proposals, subject to amendments to the boundaries of our Altrincham and Timperley, and Bowdon and Hale divisions, consequent upon Trafford Borougi Council's review of polling districts; 00 Vigan As no representations have been made on our draft proposals we have decided to confirm them as our final proposals.

13- As far as the question of possible confusion over names is concerned the only response we have had on this issue was from the Greater Manchester Council who declined to suggest any alternatives. We therefore, propose to adhere to the names used in our draft proposals. 14. We accordingly confirm our draft proposals as our final proposals for all districts in the County subject to the amendment to the boundary between the Altrincham and Timperley and Bowdon and Hale divisions in Trafford Borough

15. Details of these final proposals are set out in Schedules 1 and 2 to this report and on the' attached niap. Schedule 1 gives the names of the electoral divisions. A detailed description of the boundaries of the proposed electoral divisions as shown on the map is set out in Schedule 2.

PUBLICATION 16. In accordance with section 60(5)(b) of the Local Government Act 1972 a copy of this report and the map are being sent to the Greater Manchester Council and will be available for inspection at the Council's main offices. Copies of this report (without map) are being sent to those who received the consultation letter and to those who made comments. LS
