This emergency meeting of the Prince William County School Board was conducted by video and audio electronic means in response to the COVID-19 State of Emergency declared by Governor Ralph S. Northam on March 12, 2020, as provided in Virginia Code § 2.2-3708.2 (A) (3) and pursuant to the Prince William County Emergency Ordinance of March 31, 2020. Public access was provided via live streaming and audio/video access.

11. Public Hearing - Middle School Attendance Area Recommendations 2021-22 - "Potomac Shores" Middle School

Information: 11.01 Public Hearing: "Potomac Shores" Middle School and Affected Middle School Attendance Areas (Bixby & Ciarochi)

SUMMARY: School Board Policy 810 requires that student housing needs be reviewed annually and that recommendations be made to provide sufficient and adequate space to house students and educational programs. In accordance with this policy and Virginia Code § 22.1-79 (8), this public hearing is being held to receive public input on the proposed recommendations for attendance area assignments for the "Potomac Shores" Middle School that is scheduled to open for the 2021-22 school year.

Although due to the COVID-19 State of Emergency, this hearing and the following School Board meeting are being held electronically under the authority granted by the General Assembly through Amendment 28 to HB 29, citizens have been provided with multiple opportunities to provide public input, including electronic participation in the public comment portion of the hearing, posting of comments on a dedicated PWCS webpage, https://tinyurl.com/PublicHearingInputPWCS, and submission of comments to School Board members by mail and email. Citizens who have signed to speak electronically this evening must confine their comments to the recommended attendance area assignments for the new middle school.

Information: 12.01 Purpose of Meeting (Lateef)

This meeting of the Prince William County School Board is being conducted electronically for the limited purpose of addressing matters related to the COVID-19 crisis under the authority provided by § 2.2-3708.2 (A) (3) of Virginia’s Freedom of Information Act and the April 22, 2020 Amendment 28 to House Bill 29, which permits elected school boards to meet electronically during the current State of Emergency. Amendment 28 limits the purpose of such meetings to matters which are statutorily required or necessary to continue operations of the Prince William County Public Schools and the School Board’s discharge of its lawful purposes, duties and responsibilities. Accordingly, the agenda for this School Board meeting is confined to items addressing the COVID-19 emergency as it affects PWCS, and/or items which are legally required, such as the boundary hearing required by Virginia Code § 22.1-79 (8) or items which the School Board deems necessary to the continued operations of the school division. For this reason, unlike the meetings of other public bodies, all discussion by Board members, staff and or citizens must be limited to agenda items during such time as the School Board conducts electronic meetings during the State of Emergency. While the School Board very much welcomes citizen input and is now able to accommodate the Citizen Comment portion of the meeting through means of electronic communication, citizens, like Board members, may only address specific agenda items which fall within the limitations imposed on electronic meetings by Virginia law. The School Board encourages public input through other means as detailed on the PWCS website, including the submission of public comment at https://tiny.cc/CitizensComment.

RECOMMENDATION: That the Prince William County School Board authorize the following: That the Chairman At-Large sign the documents pertaining to the application for the Elementary and Secondary Education Act (ESEA), as amended by the Every Student Succeeds Act (ESSA) so they may be submitted to the Virginia Department of Education: 1. Title I Part A - Improving Basic Programs; 2. Title I, Part C - Education of Migratory Children (submitted by James Madison University on behalf of the Shenandoah Valley region); 3. Title I, Part D - Subpart 2 - Prevention and Intervention Programs for Children Who are Neglected, Delinquent, or At-Risk; 4. Title II, Part A - Supporting Effective Instruction; 5. Title III, Part A - Language Instruction for English Learners and Immigrant Children and Youth; and 6. Title IV, Part A - Student Support and Academic Enrichment Grants.

Action (Consent): 15.03 Approval of Dominion Energy Easement RECOMMENDATION: That, contingent upon execution of an acceptable contract for the purchase of electric buses, and approval to form by legal counsel, the Prince William County School Board authorize the Chairman at Large to execute a temporary easement granting Dominion Energy access for the installation and servicing of a charging station for such buses at such location(s) as may be approved by the Associate Superintendent for Support Services.

Action (Consent): 15.04 Authorization to Execute Utility Easements for Portable Classroom Relocation for the 2020-21 School Year (Ciarochi)

RECOMMENDATION: That the Prince William County School Board authorize the Chairman to execute utility easement documents for portable classroom relocation to meet school opening and operational requirements. Staff will furnish a list of executed utility easements to the School Board by the first School Board meeting in September.

Action (Consent): 15.05 Authorization to Award Summer Contract(s) - July/August 2020 (Wallingford)

RECOMMENDATION: That the Prince William County School Board authorize the Superintendent and the Supervisor of Purchasing to award contracts to the lowest responsive and responsible bidder(s) and approve change orders from June 11, 2020 through the first School Board meeting of the 2020-2021 school year and meet school opening and operational requirements below the existing procurement threshold. All awards over the threshold will be polled to the School Board. The Superintendent will furnish a listing of the awards for review by the School Board at the first School Board meeting of the 2020-2021 school year.

RECOMMENDATION: That the Prince William County School Board and the Superintendent of Schools commend Benjamin Kim, Tahera Hamidi, and Eliana Black on their commitment and dedication to acting as student representatives to the School Board.

Action (Consent): 15.07 Contract Award - Office Supplies - Warehouse Stock - R-KS-20019 (Wallingford)

RECOMMENDATION: That the Prince William County School Board approve the award of multiple contracts for office supplies to the lowest responsive and responsible bidders: Kurtz Bros., Office Depot, Inc., Pyramid School Products, School Specialty, Inc., The Supply Room, and W.B. Mason Co., Inc.

Action (Consent): 15.08 Contract Award - Stadium Turf Field Conversions at Battlefield High School and Forest Park High School - (S-DJ-20615) (Wallingford)

RECOMMENDATION: That the Prince William County School Board approve the award of a contract for Stadium Turf Field Conversions at Battlefield High School and Forest Park High School to the lowest responsive and responsible bidder, Sprinturf, LLC., in the total amount of $2,861,900.

RECOMMENDATION: That the Prince William County School Board approve the extension of the 2016-2020 Prince William County Public Schools Strategic Plan to include the 2020-21 school year.

Action (Consent): 15.10 FY 2021 State Technology Grant - Intent to Reimburse (Wallingford)

RECOMMENDATION: That the Prince William County School Board adopt the attached resolution, authorize the Superintendent, or such other officer as he may designate, to submit such documentation as is required by Virginia Public School Authority (VPSA) of the Department of Education, and direct that this resolution shall become effective July 1, 2020.

Action (Consent): 15.11 Liability/Property Insurance – Renewal (Wallingford)

RECOMMENDATION: 1. That the Prince William County School Board approve the purchase of: liability, property, and bus patrol student accident insurance policies, as submitted by Virginia Risk Sharing Association (VRSA – FKA VML Insurance Programs), in the amount of $1,550,636; and the excess workers’ compensation policy, as submitted by Aon Risk Services (ARS), in the amount of $349,728; and 2. That the Prince William County School Board continues to be self-insured for workers’ compensation and other self-insured exposures, with the funds being administered from fund 022 to pay for any losses that may occur and for which the School Board is legally obligated to pay.

RECOMMENDATION: That the Prince William County School Board approve making Inauguration Day 2021 (January 20, 2021) a holiday for students and staff.

RECOMMENDATION: That the Prince William County School Board hereby grants a waterline easement to the Prince William County Service Authority at Occoquan Elementary School. Further, the Chairman At-Large and Clerk are authorized to sign any necessary documents pertaining to the easement, subject to approval as to form only by the Division Counsel.

RECOMMENDATION: That the Prince William County School Board approve annual tuition rates and fees for FY 2021 and that daily tuition rates are to be the annual rates divided by the number of required instructional days. • Non-resident regular day school programs: In-State students $6,621 Out-of-State students $12,939 • Special Education rates as shown on attachment.

RECOMMENDATION: That the Prince William County School Board approve the award of a contract modification for the PSAT/NMSQT, Early Participation Program to the only source available to provide the required services, The College Board, in the amount of $280,973.

RECOMMENDATION: That the Prince William County School Board approve the payrolls for April 2020 in the amount of $60,892,351.16 as shown on the attached recapitulation sheet.

16. Citizen Comments

SUMMARY: 16.01 Due to the COVID-19 State of Emergency and legal restrictions on the School Board’s authority to conduct its meeting through electronic means, unlike other public bodies meeting electronically under more expansive legal authority, all discussion at this meeting by Board members, staff, and citizens must be limited to agenda items. When the Board is able to resume meetings with a physical quorum present, expanded citizen comment will be resumed as provided by Policy 134. On May 20, 2020, Citizen Comment time was reinstated on a limited basis in order to allow public comment through electronic means during the State of Emergency. The first fifteen citizens who have signed up in advance with the School Board Clerk via email no later than 5 pm, Monday, June 8, 2020, may address the School Board virtually on agenda items only through the following procedure: 1. Comments will be limited to two minutes. 2. Citizens who sign up to speak must identify for the Clerk the agenda item which they will address and provide their name, home address, phone number and email address. 3. The Clerk will confirm by email whether the citizen is among the first fifteen to sign up and provide instructions on how to log-on to the meeting along with the rules of participation. 4. Citizens who are not among the first fifteen will be notified and are encouraged to submit their comments by email to the Clerk who will share them with the School Board or to submit any comments to the School Board through the dedicated web page provided for this purpose at https://tiny.cc/CitizensComment

RECOMMENDATION: That the Prince William County School Board appoint Ben Kim from Stonewall Jackson High School and Caroline Silvera from Hylton High School as student representatives to the Prince William County School Board and appoint Ashley Menjivar from Woodbridge High School as the alternate student representative to the Prince William County School Board for the 2020-21 school year.

RECOMMENDATION: That, pursuant to Virginia Code § 2.2-3712, the Closed Session of the Prince William County School Board meeting of June 10, 2020, be certified by adopting the following resolution: NOW, THEREFORE, BE IT RESOLVED that the Prince William County School Board hereby certifies that, to the best of each member's knowledge, (1) only public business matters lawfully exempted from open meeting requirements were discussed in the closed meeting to which this certification resolution applies, and (2) only such public business matters as were identified in the motion convening the closed meeting were heard and discussed or considered by the School Board.
