8. HEARING OF CITIZENS AND DELEGATIONS CONCERNING ITEMS ON AGENDA A person wishing to be heard by the Board shall be recognized by the chairperson. He/ she shall then identify himself/herself and proceed with his/her comments as briefly as the subject permits. The chairperson is responsible for the orderly conduct of the meeting and shall rule on such matters as the speaker's right to address the Board, the time to be allowed for public discussion, the appropriateness of the subject being presented, and the suitability of the time for such a presentation. The Board, as a whole, shall have the final decision in determining the appropriateness of all such rulings. The Board wishes to remind all attendees at its meetings that while it subscribes, without reservation, to the principle of keeping the community completely informed, by policy and law, it cannot allow public discussion of personnel matters. 1E. APPROVAL OF BERGEN COUNTY TEACHER/ EDUCATIONAL SERVICES PROFESSIONALS RECOGNITION AWARD; 2017-2018

It is recommended that the Board approve the following resolution indicating the selections for the Bergen County Teacher /Educational Services Professionals Recognition Award for school year 2017-2018:

WHEREAS, the Bergen County Association of School Administrators, in conjunction with the Bergen County Education Association, are sponsoring the Bergen County Teacher/Educational Services Professionals Recognition Program in order to recognize dedicated, top quality staff members throughout Bergen County; and

WHEREAS, professional staff selected for this recognition will be acknowledged, and honored at the county level; and

WHEREAS, at this meeting each teacher /educational services professional selected will receive a certificate of commendation and the Board of Education will make available $250 to be used for an educational purpose designated by the teacher/ educational services professional; and

WHEREAS, the Hillsdale Public School District has participated in this program for this school year through a nomination process and formulation of a selection committee of administrators, teachers/ educational services professionals, and parents;

THEREFORE, BE IT RESOLVED, that Melanie Fraiman-Siegel- Meadowbrook School, Janice Colagreco - Ann Blanche Smith School, and Anne Marie Garrett - George G. White School, be recognized for their outstanding teacher/ educational services professional performance, dedication, and commitment to the children of Hillsdale as recipients of the 2017-2018 Bergen County Teacher /Educational Services Professionals Recognition Award.

2E. APPROVAL OF RESOLUTION CELEBRATING TEACHER APPRECIATION WEEK; 2017-2018

It is recommended that the Board approve the following resolution in honor of teacher appreciation week.

WHEREAS, the Hillsdale School District employs more than 140 teachers;

WHEREAS, teachers mold children through guidance and education;

WHEREAS, teachers encounter students of widely differing backgrounds and who face myriad daily challenges;

WHEREAS, the future of Hillsdale, the State of New Jersey, and the United States depends on providing quality education to all students, regardless of background or challenges;

WHEREAS, teachers spend untold hours and resources preparing lessons, evaluating progress, counseling and coaching students, educating, and performing service to our community;

WHEREAS, teachers work tirelessly to open children's minds to ideas, knowledge, and dreams;

WHEREAS, teachers fill roles as listeners, explorers, role models, motivators, and mentors;

WHEREAS, teachers continue to influence students long after school days are completed;

WHEREAS, teachers are to be afforded high public esteem, reflecting the value our community places on public education;

and WHEREAS, it is paramount teachers be recognized for their dedication and commitment to educating our students.

NOW, THEREFORE, BE IT RESOLVED BY THE HILLSDALE BOARD OF EDUCATION that we celebrate May 7-11,2018, as National Teacher appreciation Week and Tuesday, May 8th as Teacher Appreciation Day, and that we express our gratitude for the untiring efforts and actions of Hillsdale teachers in educating and guiding our children 6

It is recommended that the Board approve MaryJo Wieland, as a Mathematics Consultant for Ann Blanche Smith School and George White School. Compensation amount, which will not exceed $4,600.00, will be paid by Elementary and Secondary Education Act (ESEA) Title I funds.

7E. APPROVAL OF MATHEMATICS CONSULTANT; 2017-2018

It is recommended that the Board approve MaryJo Wieland, as a Mathematics Consultant for Meadowbrook School. Compensation amount, which will not exceed $1,551.00, will be paid by Elementary and Secondary Education Act (ESEA) Title II funds. 7

9E. APPROVAL OF MINDFULNESS PROGRAM; 2017-2018

It is recommended that the Board approve Zensational Kids, as a Mindfulness Program, at Ann Blanche Smith School and Meadowbrook School. Compensation amount, which will not exceed $5,059.00, will be paid by Elementary and Secondary Education Act (ESEA) Title IV funds.

10E. APPROVAL TO AFFIRM INTERIM SUPERINTENDENT'S DECISION W1718-3; 2017-2018

It is recommended that the Board affirm the Interim Superintendent's decision regarding W1718-3 as a non HIB incident.

This action is a result of the April 25, 2018 Executive Session.

11E. RETROAPPROVAL OF THE SPECIAL LAW ENFORCEMENT OFFICERS-III (SLEO-III) SHARED SERVICES AGREEMENT BETWEEN HILLSDALE BOARD OF EDUCATION AND BOROUGH OF HILLSDALE

It is recommended that the Board retroactively approve the Special Law Enforcement Officers-III (SLEO-III) Shared Services Agreement between the Hillsdale Board of Education and the Borough of Hillsdale from May 1, 2018 through June 30,2019.

12E. APPROVAL OF ACE PROGRAM: 2018-2019

It is recommended that the Board approve the A.C.E. Before and After School Program, between the River Vale Educational Fund, Inc. and the Hillsdale Board of Education for the 2018-2019 school year.

The Hillsdale Board of Education also authorizes the Business Administrator/Board Secretary to execute a contract and any other documents necessary to effectuate the terms of this resolution. 8

2F. APPROVAL OF ADDENDUM TO RAYMOND BROTHERS CONTRACT AGREEMENT

WHEREAS, the Hillsdale Board of Education (hereinafter referred to as the "the Board") and Raymond Brothers Landscaping, Inc. (hereinafter referred to as "Raymond Brothers Landscaping") are parties to an Agreement for snow plowing and salting services from August 1, 2017 through July 31, 2018 (hereinafter referred to as the" Agreement"); and

WHEREAS, the Agreement specifically provides that the Board may renew the Agreement for an additional one (1) year period in accordance with N.J.S.A. 18A:18A-42; and

WHEREAS, the Board desires to extend the Agreement for one (1) one year, from August 1, 2018 through July 31, 2019; and

WHEREAS, the Board has determined that Raymond Brothers Landscaping has been rendering the services in an effective and efficient manner.

NOW, THEREFORE, BE IT RESOLVED that the Board hereby extends the Agreement with Raymond Brothers Landscaping for one (1) year, from August 1, 2018 through July 31, 2019.

BE IT FURTHER RESOLVED that the Board President and the Board Secretary are hereby authorized to execute and any and all documents necessary to effectuate the terms of this Resolution. 18

3F. APPROVAL OF CERTIFICATION OF SCHOOL TAXES; 2018-2019

It is recommended that the Hillsdale Board of Education approve the Certificate and Report of School Taxes (A4F) and adopt the Requisition Schedule for the Local Tax Levy as attached.

4F. APPROVAL OF HOLD HARMLESS AGREEMENTS WITH PASCACK VALLEY REGIONAL HIGH SCHOOL DISTRICT AND THE BOROUGH OF HILLSDALE

It is recommended that the Hillsdale Board of Education approve the following Hold Harmless Agreements with the Pascack Valley Regional High School District and the Borough of Hillsdale:

For and in consideration of the use of the school buildings, school grounds, playfields, and other facilities and property at the Pascack Valley Regional Board of Education in the Borough of Hillsdale from September 1, 2018 to August 31,2019 by the Hillsdale Board of Education, County of Bergen, and State of New Jersey. The Hillsdale Board of Education agrees to save and hold harmless its agents, servants and administrators from any and all liability arising out of the use of said school buildings, school grounds, playfields, and other facilities and property.

For and in consideration of the use of the municipal buildings, parks, garage, and other facilities and property of the Borough of Hillsdale from September 1, 2018 to August 31,2019 by the Hillsdale Board of Education. The said Board of Education covenants and agrees to save and hold harmless the Borough of Hillsdale in the County of Bergen, its agents, servants and administrators from any all liability arising out of the use of said facilities and property. 19

SF. APPROVAL TO ADD SERVICE ORGANIZATIONS TO THE HILLSDALE BOARD OF EDUCATION'S LIABILITY POLICY FOR THE 2018-2019 SCHOOL YEAR

It is recommended that the following service organizations be added to the Hillsdale Board of Education's liability policy for the 2018-2019 school year at no additional cost and further that these organizations be exempted from providing certificates of insurance for all uses of the Board's facilities: George G. White Teen Center George G. White School FF A Ann Blanche Smith School PTA Meadowbrook School FF A Hillsdale K-8 Education Foundation

6F. APPROVAL OF FLEXIBLE SPENDING ACCOUNT (FSA) WITH HORIZON BCBS; 2018-2019

It is recommended that the Board approve a Flexible Spending Account (FSA) with Horizon BCBS for the period of July 1, 2018 through June 30, 2019; and that the Board also agrees to all the fees associated with the Horizon BCBS Flexible Spending Account (FSA) Agreement.

The Board of Education also authorizes the Business Administrator/Board Secretary to execute any and all documents necessary to effectuate the terms of this resolution. 20

7F. APPROVAL OF CASH INCENTIVE OPTION TO WAIVE HEALTH BENEFITS; 2018-2019

It is recommended that the Board approve the following resolution:

WHEREAS, N.J.S.A. 52:14-17.31a, in conjunction with N.J.S.A. 52:14-17.46.11, permits employers participating in the School Employees Health Benefits Program to unilaterally establish an amount to be paid to employees who agree to waive their health benefits coverage in exchange for a cash payment; and

WHEREAS, the Board has decided that it would be beneficial for both the Board and its employees to offer this incentive to all of its employees; and

NOW THEREFORE BE IT RESOLVED, that effective immediately, the cash incentive for each employee to waive his/her medical insurance shall receive 25% of the amount saved by the Board or Five Thousand Dollars ($5,000), whichever is less, which amounts are consistent with the limitations imposed by N.J.S.A. 52:14- 17.31a(c); and

BE IT FURTHER RESOLVED that the amount saved by the Board is the premium due for the employee's coverage minus the contribution the employee would have made if he or she did not waive coverage, currently a specified percentage of the cost of coverage for health care benefits for the employee's salary range, but not less than 1.5% of the employee's annual base salary, as required by N.J.S.A. 18A:16-17, as may be amended by the legislature; and

BE IT FURTHER RESOLVED, that if an employee does not waive his/her coverage for an entire year, he/ she shall receive a prorated amount of money based on the number of months for which he/ she waived their medical coverage.

BE IT FURTHER RESOLVED, that the Association members shall receive the medical insurance waiver payment in two equal installments to be paid on January 30 and June 30 of the school year in which coverage is waived. 21

SF. APPROVAL OF AMENDMENT TO CONTRACT FOR CUSTODIAL MONITORING WITH EDVOCATE, INC.; 2018-2019

It is recommended that the Board approve the amendment to contract for Custodial Monitoring Services with Edvocate, Inc. in the amount of $10,104.00.

9F. APPROVAL OF TUITION RATE FOR THE 2018-2019 INTEGRATED PRESCHOOL PROGRAM

It is recommended that the Board approve the tuition rate of $2,000.00 per student for the 2018-2019 Integrated Preschool Program.

10F. APPROVAL TO RENEW THE AGREEMENT WITH THE CONSULTANT FOR PAYROLL AND PAYROLL RELATED SERVICES FOR 2018-2019 SCHOOL YEAR

It is recommended that the Board approve to renew the agreement with KCB Payroll Consulting LLC as a consultant for payroll and payroll related services for the 2018-2019 school year at an amount not to exceed $31,000.00. 22
