We Kariapper Family generation tree has a record history from 1660 (16th Century).

Gate Mudaliyar Mohammed Mahmoud Shamsudeen Kariapper (M. S. Kariapper) was born in 1899 and educated at Wesley College, Colombo. He was also a Chief Headman. Kariapper was elected to Parliament at the 1947 parliamentary election to represent (1ST Parliamentarian – D. S. M. S. Kariapper brother Dr. Mohamed Mackeen Kariapper (M. M. Kariapper) is my grandfather. He was the first Doctor being appointed in Eastern Province of .

Dr. M. M. Kariapper had two children,

1. Ahamed Samsudeen Kariapper : He was an instructor in Agriculture Engineering at Peradeniya University and worked as the Manager in Malwatta Farm, 2. Jasima Kariapper: she was married to late Latiff Sinnalebbe, Former M. P. in Batticaloa District. The family was the first 03 generation Member of Parliament in one family

My father is Ahamed Samsudeen Kariapper. I was born in a town named Sainthamaruthu, Ampara District, Eastern Province of Sri Lanka on 05th of March 1967, named M. Imtiaz Kariapper. With a longing history in the Kariapper Generation.

I was born with two sisters.

Teenage Life

Sainthamaruthu was a beautiful town with lovely atmosphere of nature. I started schooling from 1972 to 1978 in St. Michele College in Batticaloa, due to the 1978 cyclone I had to move to Wesley College in Colombo in 1979. It was a fantastic environment learning and again I had to move to Zahira College Kalmunai due to the 1983 riots.

During my Schooling, I was very much involved in Sports. I participated in Cricket, Football and Athletics. We were the first team to be formed to play leather ball cricket team in 1985 in Kalmunai. I was also the Vice- Captain of Zahira College Cricket Team. Moreover, I was a hockey player for under 15 and under 17 for Wesley College Colombo. Additionally, I have also participated in club matches.

I did my Advance Level education in Zahira College Kalmunai. After completing my Primary Education and Secondary Education.

During the period of 1984-85, understanding the conflicts between the community clash in Eastern Province, I was involved in assisting social service. During this period Attorney- at-Law Marhoom M. H. M. Ashraff – former Minister (Parliamentarian) formed the SLMC (Sri Lanka Muslim Congress). Myself and my friends join to develop and build his party.

In 1985, the Communal Clash reached its peak. The LTTE group attacked all the police station and started killing the Muslim community. Since we supported the Police, Army and the Government of Sri Lanka, as we were against their brutal war. LTTE targeted the Muslim activist, therefore, we planned to secure our lives.

Middle Life – Police Officer

In 1987, I joined the Police Department as Sub-Inspector of Police. Although, I joined Police Department, but we were trained by the Army under NAR in VIYANANI Camp in Mahiyanganaya (1987-88).

Joining the Police Department was a great move in my career. I always wanted to serve the nation and assist the innocent people. It was a very hectic year.

In 1989, My First Station was assigned in Hinguragoda Station, Polonaruwa Division. This period was during the JVP and LTTE conflict. Therefore, I was in many joint operations with Army, Air Force and STF. After working for 4-5 months. I was transferred to Matara Station HQ due to lack of Police Officers in Matara Division, Southern Province. (JVP conflict reached its peak in Southern Province).

In 1989 was assigned to Hakmana Station, Matara Division, Southern Province. I served in Southern Province for 07 years. During my service in Southern Province, under Sir. Muni Gomez, SP. One of the great talented leaders and a pride to the Police Department. Sir Muni Gomez will cancel all my annual and periodic transfers assigned to me without my concern to other division. He would recommend me as best police officer in Station. Sir Muni Gomez later retired as a DIG Southern Province. Sir Keerthi De Silva was the ASP for Matara Division 1. He was a very talented and active officer in Matara Divions. These officers were a role model for police department.

Police Cases/Achievements

In 1992, this was the first case been published in the cover page of Thinamina paper. I with my team arrested all the accused related to the above published case. This case was filed on 1990. Under the Supervision of Sir Muni Gomez, SSP and Keerthi De Silva, ASP. This was one of the most brutal crime in Southern Province by JVP in Ella Wella area, Hakmana.

‘Grogue’ is a term used for ‘kasippu’ in Sinhala. This was one of the largest stocks of Grogue being caught in Hakmana area.

This was charged with me and my team in a heavy sketched target in a very small village.

These were heavy cases being published in the Newspapers.

This was the news published in 27/06/1992 on Saturday in Lanka Deepa News Paper.

This was one of my unforgettable case as this was the aim of the Sir Muni Gomez, SSP and Keerthi De Silva, ASP to arrest with evidence.

This team was charged under my coordination.

The reason for this charge was due to the heavy threat caused to the civilians and government servants by the seven- member group of criminals in RADHANWELLA, Hakmana Police Area.

This news was published in Rajaaliya in 10th June 1993 on Sunday.

This case created a recognition to my career and to our station. Myself with my team reacted to the threat caused to the innocent people in Kamburupitiya.

During the UNP Government, we were forced to be transferred for retaliating and creating peace in the town during the election period.

Hon. Mahinda Yapa, MP, personally appreciated me and my team.

This was further spoken and apologized by Late Mr. Dani Hiththatike – Member of PC in the Southern Provincial Council meeting.

There were many interesting cases that I faced during my sincere service in the Police Department.

I never stepped back in any transfer or threats. I always made sure that my life shall be for the Democratic Socialist Republic of Sri Lanka.

Due to my sincere service, I had to face many threats. I am really happy for Sir Muni Gomez and his assistance in all my operations in Southern Province.

In 1994, the Late Marhoom M. H. M. Ashraff, MP was appointed as the Minister of Ports Shipping and Rehabilitation.

In 1995, I was married to Wahida Mohideen, related to M. H. M. Ashraff and Majeed Family, they are one of the most respected family in , Ampara District

In 1997, Hon. Minister requested me to work as a PSO (Private Security Officer) and placed me in the Harbor as Assistant Superintend Officer of SLPA (Sri Lanka Ports Authority).

In 1997, I was blessed with two sons. 1. Muhammed Ashfarq Kariapper 2. Mohamed Afzal Kariapper

In 1998, Minister launched the National Unity Alliance Political Party & Trade Union. And appointed me as the Joint-Secretary and then promoted as the Treasurer and Propaganda Secretary to the Trade Union - SLPA. Making myself involve in harbor duties and political activities.

In 1999/2000, I myself started the Muslim Majlis in the Harbor, I represented as the Founder and President of the Muslim Majlis.

In 2001, within the First anniversary of Muslim Majlis, we were able to reach a SLPA employed members over 3500. This was one of the most valued projects and was appreciated by the Minister of Ports and Shipping.

In 2002/03, The Muslim Majlis, organized many internal programs and events in encouraging the members. And through the Muslim Majlis Association we were able to assist the people in need. Assisted many natural disasters affected victims.

In 2003/04, Although I was the Founder according to the constitution, I handed over the Muslim Majlis to the next appointed President.

Meanwhile, considering the future, I started to focus on education.

In 2004/05, this was a black day for the Eastern and Northern community, they had to face one of the worst natural disaster, Tsunami. Immediately a team was organized by the Hon. Minister of Ports & Shipping

Hon. Dilan Perera organized a team named SLPA – Tsunami Disaster Management. I was one of the chosen amongst the 19 members from the other selected trade union.

During the Election campaign, I with the Muslim Majlis Association joint with National Unity Trade Union merged with Sri Lanka Freedom Party and assisted His Excellency the President Mahinda Rajapaksa.

In 2006, Considering the promotions and future, I focused on my higher education.

In 2007/2008, I Completed Diploma in Project Management and Diploma in Computer Studies with College of Information Technology Campus to uplift my career.

In 2008/09, I enrolled to undergo with my degree in Bachelor in Business Administration – BBA in Maharaj University, Kanpur, India.

In 2009/10, the SLPA conducted a promotion exam to the Grade 04 Superintend. I was one of the qualified members being selected to sit for the exam with 46 applicants. All these applicants had more than 20 years of service. I was one of the youngest candidates.

08 Applicants successfully passed the exams, I am proud to say that I was in number 04. Promotional Vacancy was available for 04 applicants.

However, due to internal politics, middle level management didn’t grant me the promotion, but they granted the promotion to the first 03 passed candidates and remaining 01 vacancy slot which was allocated for me was granted to a member who had over 50 years’ service without him passing the exam.

I was heartbroken in what was forced to happen to me. Later, I understood the reason for making me not succeed was because I supported the ruling government, His Excellency Hon. Mahinda Rajapaksa’s government.

In 2010, I submitted my VRS (Voluntary Retirement Scheme). I was a ranked police officer transferred to Ports with my qualifications. I am not an officer who get promoted for their service experience.

My aim was to engage in the Police Department again, as the love and sincere commitment I had towards the Police Department was like the love I had for my motherland.

In 2011/12, I graduated as a Bachelor of Hons. in Business Administration – BBA in Maharaj University, Kanpur India.

In 2012, After retiring although I had the working period in SLPA till 2024.

I visited and requested Rishad Bathiudeen Minister expecting that he would manage to make me return to Police Department. He wasted my 5 years by giving fake promises neither allocated position in the Ministry. He never considered me as a person who worked for His Excellency Mahinda Rajapaksa.

In 2014, After understanding that Former Minister Rishad Bathiudeen will not help me in any instance, I started working directly with His Excellency Mahinda Rajapaksa. As a Secretary of United People’s Freedom Alliance – Muslim Unit appointed by Hon. A. D. Susil Premajayamtha – Secretary of the UPFA this unit was headed by Mr. Abdul Saththar as the Chairman of this Unit.

In 2015, it was a great loss to our motherland. Since I worked with His Excellency the President Mahinda Rajapaksa. During the past 04 years, (from 2015 to 2019), none of the Muslim Politicians did not even take me closer to them.

I struggled my best to reach the relevant people, I couldn’t succeed.

However, I had to search a source of income, therefore, I visited India and stayed in India for almost 01 year looking for business opportunities. Presidential Election Campaign: for His Excellency Returned to Sri Lanka and Mahinda Rajapaksa 2015 @ Narahenpita Office started the AUSTRALIAN MANAGEMENT LAW & INFORMATION TECHNOLOGY CAMPUS and AALIF SHINE INTERNATIONAL PVT LTD COMPANY (Secretarial Services Company).

I struggled again for another 01 year. I couldn’t reach any proper income source. Therefore, I again had to seek for a job and a business in Dubai and stayed there for almost 01 year. Even Dubai wasn’t a fresh fruit for me. I had to return to Sri Lanka.

After returning to Sri Lanka 03 months before the Presidential Election on 2019. We were all the citizens were blessed with a great leader to our motherland His Excellency the President Gotabaya Rajapaksa of the Democratic Socialist Republic of Sri Lanka.

The main purpose of this bio-graphy is to assist myself in joining the Police Department of Deomocratic Socialist Republic of Sri Lanka. Considering the positions I’ve held. And I’ve been active from 1997 as a government servant.
