Activity : 2nd meeting of BTA RANAO Region with the Task Bangon City Date : 26 November 2019 (Tuesday) Time : 5:00 pm to 8:00 pm Venue : TFBM Office, Ayala Resort, Mindanao State University

Agenda:

• Updates on the current issues and concerns on Marawi Rehabilitation; • Updates on the Comprehensive Plan on Marawi Rehabilitation and to identify areas of coordination; • Status of homeowners in most affected areas; and • Status of the proposed establishment of Military Camp.

PROCEEDINGS

The meeting commenced with a prayer led by ac BTA Staff.

TFBM acknowledged the presence of Bangsamoro Transition Authority members who are present in the meeting.

The meeting was formally opened by Sec. , Chairperson of Task Force Bangon Marawi. He mentioned that the TFBM started its interventions on rehabilitation during rescue operations.

Part of TFBM’s accomplishments is their attendance to senate hearings where Sec. Del Rosario suggested that budget for calamities should be given directly to the department concerned so they can take prompt action instead of lodging it to the Office of the President where it has to undergo tedious validation process before the budget release. With this kind of system, services can be quickly and easily accessed from the department mandated to do so.

Delay of Return

Safety of residents from unexploded bombs in the MAA is the main reason why residents are not yet allowed by the TFBM to return. Unearthing for example a 51015-meter deeply imbibed bomb is serious as it will affect people and structures up to 1.5 to. 2 kilometer in radius when it explodes. As a matter of fact, the military have to use a technology to retrieve said explosives.

As of 31 October, National Housing Authority, an implementing agency tasked on the clearing reported that the 95% cleared area is 99% explosives-free.

Clearing of buildings and structures is expected to be completed by 30 November 2019 where according to the contractor, over 2,600 houses have already been demolished while 0ver 600 houses set to be demolished are still untouched due to its owners’ resistance. Corresponding to owners’ decision of non-demolition of their building/s, the TFBM stressed that homeowners will spend for the demolition and debris removal once they decide to demolish their building/s.

Thirty-one (31) mosques in the MAA are also set to be cleared pending NHA’s coordination with the LGU and mosque administrators.

It is expected that this December, construction of vertical structures like Barangay Halls, Health Centers, and Madrasah, among others, will commence. As an update, 3 Barangay Halls are scheduled for ground-breaking ceremony tomorrow, November 27. Considering the timeline of its project in the Master Development Plan, they will complete the rehabilitation of the MAA by December 2021.

Sec. Del Rosario recognized the assistance the BTA members are extending. He handed a copy of the Comprehensive Development Plan to the BTA members present. He assured them that the National Government has a budget for the rehabilitation but they need to do it step by step to ensure no safety and security problems will occur.

In response, Deputy Chief Minister Ali Solaiman (Chairperson of the Special Committee on Marawi) committed himself, along with BTA members, to establish relationship with TFBM thru dialogues and similar means so that Marawi Rehabilitation concerns are properly addressed. DCM Solaiman suggested a regular BTA-TFB joint meeting and concurrently, a joint-meeting with President Rodgrigo Duterte.

The Task Force Bangon Marawi presented their accomplishments as follows:

o Establishment of National Cluster on Water, Sanitation, and Hygiene (WASH); o Establishment of Subcommittee on Business and Livelihood; o Distribution of Livelihood starter kits: sewing machine with starter cloths and kits, Bigasan starter kits, grocery packs, sari-sari store starter kits, baking starter kits, carenderia starter kits, school supplies starter kits, carpentry toolkits, electronic toolkits, Maranao delicacies/street food starter kits; o Facilitated the registration of 38 cooperatives; o 11 have received Shared Service Facility; o 8,030 graduated the “Training for Work” Program; o 3,919 graduated in the “Special Training for Employment” Program; o 830 graduates on the Community-based Training Program; o Distribution of farm and fishing inputs, equipment, and machineries to the affected farmers and fisherfolk; o 1052 units constructed transitory shelters are occupied Areas 1-6 in Sagonsongan; o On-going construction of additional 300 housing units in Area 6; o 814 units out of 1,500 in Boganga are already completed, 687 of the 814 units are already occupied;

o Construction of 1,000 housing units in Brgy. Rorogagus; o 1000 units in Barangay Dulay; o Construction of 2000 permanent housing units - Pamayandeg Ranaw Residences; o Construction of 2 five storey low-rise buildings, 1 unit multi-purpose building covered basketball court in Barangay Papandayan; o 11,785 properties in MAA profiled; and o Reintegration program for the rebel returnees.

At the end of the meeting, BTA member Diamila “Jam” Ramos emphasized that the Special Committee is tasked to monitor and gather data pertaining to Marawi Rehabilitation, mainly to recommend appropriate actions to the Bangsamoro Government. Parallel to the meetings with the TFBM is the conduct of consultations with other stakeholders especially IDPs.

Here are the consolidated issues and concerns during the meeting.

We feel that this will add to the agony of IDPs because instead of spending that budget for their basic needs like water, electricity, and shelter, it is being used for the establishment of a military camp as if the IDPs are not being prioritized.

COMMITMENTS

Sec. Eduardo P. Del Rosario commits to acknowledge the participation of whoever will be assigned by the Bangsamoro Transition Authority to be part of the TFBM and regular regional organization; The TFBM will always invite the BTA Members whenever they have regional meetings; and The BTA Special Committee will offer assistance to the Marawi Rehabilitation especially to individuals who suffered great loss. They will also continue monitoring the progress of Marawi Rehabilitation.
