MESSAGE FROM THE CHIEF OF POLICE

It is my pleasure to provide the Services Board, West Grey Council and our Community with the 2010 Annual Report covering the activities of the West Grey Police Service.

The success identified in this report is a direct result of the dedication of our members and our partners. Our partners include organizations, service clubs, health, education, support groups, other law enforcement agencies, and other emergency services to name a few. I am particularly proud of the members of the service who are committed to serving our community and solve crimes with a great success rate, exceeding the Provincial and National average for crime clearance.

I am also very fortunate to sit on the Association of Chiefs of Police Traffic Committee and the Canadian Association of Chiefs of Police Traffic Committee and Chair of the Board of Directors of Victim Services of Grey‐Bruce‐Owen Sound.

My personal thanks also go out to the members of the West Grey Police Services Board and Council for their dedication and important contributions.

In conclusion, I look forward to new challenges in 2011. I am very fortunate to work with and proud of the members of the West Grey Police Service and the West Grey Police Services Board. Together we will work hard to provide the citizens of the community with the best police service possible.

ROAD SAFETY

The West Grey Police Service remains committed to Road Safety. The primary goal in 2010 continued to be reducing road fatalities, personal injury collisions and property damage collisions, through education and enforcement. Major initiatives in 2010 included RIDE (Reduce Impaired Drivers Everywhere), Seatbelt Safety initiatives, Bicycle Safety, School Bus Safety and Selective Enforcement.

In 2010 we partnered with all Municipal Police Services and O.P.P. Detachments in Grey and Bruce Counties to enhance enforcement and education of road traffic safety. All partners select a location, date and time in Grey and Bruce Counties to converge for an identified traffic initiative or an event where increased traffic is expected and as such increased levels of traffic enforcement or RIDE would be beneficial.

Selective Enforcement addresses our Community Policing needs, concerns from the public and identified high volume motor vehicle collision areas. The mobile speed sign has also proven to be a very effective tool in reducing speeds throughout the municipality. The sign is placed in identified areas where speeding is a concern.

The Chief of Police also sits on the Ontario Association of Chiefs of Police and Canadian Association of Chiefs of Police Traffic Committees. The primary function of both these committees is committing to providing strategic leadership by partnering with each other to improve traffic safety and quality of life for all citizens in Ontario and across Canada.

CRIMINAL INVESTIGATION UNITCRIMINAL INVESTIGATION UNIT

The West Grey Police Services Criminal Investigation Unit investigates all major crimes against persons and property. The unit consists of Detective Sergeant Jeff Beselaere and a Detective Constable Neil Campbell who have combined policing experience of 46 years. The crime unit works closely with neighbouring police agencies, sharing information and participating in joint forces projects.

Detective Constable Campbell is an active participant at CISO (Criminal Intelligence Service Ontario). This is an intelligence sharing organization which requires the attendance of Detective Constable Campbell at several meetings and conferences throughout the province.

On April 10, 2010 the Crime Unit as well as several uniform members working with members of the O.P.P. executed a CDSA (Controlled Drugs and Substances Act) warrant at a dwelling house on Grey Road 4 in Glenelg Township. This dwelling house was found to be operating as an indoor growing operation for the production of marihuana. As a result $6000.00 cash, and marihuana valued at 5 million dollars was seized. Three males were arrested, a 54 year old from Mississauga, a 54 year old from Orangeville and a 41 year old from Southgate Township.

On August 6, 2010 a CDSA warrant was executed at a residence on George St. W. in Durham which was believed to be operating as a drug house. A small amount of methamphetamine was seized as well as a prohibited weapon. A 28 year old female and a 30 year old male both of Durham were arrested and charged. This warrant was obtained as a result of observant and concerned citizens recognizing suspicious activity and contacting the police service.

On August 23, 2010 the crime unit was participating in Project OSABOT which is an R.C.M.P. led marihuana eradication program which targets outdoor marihuana growing operations. One such operation was discovered on Base Line in Bentinck Township, which resulted in the arrest of a 55 year old male, his 50 year old wife and three sons aged 23, 22 and 21. Marihuana valued at 11 million dollars was seized. A truck and a tractor were also seized as they were being used in the commission of the offence.

During the last quarter there was a sharp increase in the theft of motor vehicles, break and enters, arson (burning of stolen motor vehicles), and thefts from motor vehicles. As a result of investigation a 39 year old male Hanover resident was charged with 20 criminal offences (he plead in January 2011 and received 2 years), a 47 year old male Durham resident was charged with 12 criminal offences, a 19 year old female Dundalk resident was charged with one offence and a 24 year old male Glenelg Township resident was charged with one criminal offence. These property crimes were directly linked to the use of methamphetamines.

WEST GREY POLICE KWEST GREY POLICE K‐‐9 UNIT9 UNIT

The K‐9 Unit responded to 11 calls for service in 2010. These calls included and were not limited to, apprehension of a suicidal person, locating a missing person, track of break and enter suspects, tracking of fleeing suspects from a motor vehicle collision and drug detection work.

Community service work was also performed by the K‐9 unit putting on demonstrations for area schools and service clubs.

The K‐9 Unit spent 104 hours in maintenance training during 2010. Two workshops were attended throughout the year. The first being a two day workshop in April hosted by the and the second in October hosted by the National Association of Professional Canine Handlers in Alpena, Michigan. At the NAPCH workshop the West Grey K‐9 Unit was certified in both narcotics detection and police canine patrol. An additional certificate was received for completing a 60 hour MCOLES approved course.

In July of 2010 the West Grey K‐9 Unit participated in a joint force drug warrant operation involving Waterloo Regional Police Service, Orangeville Police Service, and the Ontario Provincial Police. The execution of these warrants in Dufferin County resulted in the seizure of a large quantity of cocaine, marijuana, methamphetamine and steroids.

As always it is with the support of the local community and service clubs that make the West Grey K‐9 Unit possible.

AUXILIARY POLICING UNIT

Auxiliary Police Constables are a group of committed community volunteers. These Auxiliary Constables wear uniforms and are issued handcuffs and batons. At West Grey Police Service there are six dedicated members, who serve the community. These six officers fall under the direct command of the Deputy Chief of Police and the Auxiliary Sergeant. All Auxiliary Police Constables are required to complete at minimum two eight hour shifts per month. Auxiliary Police Constables receive training on an annual and shift by shift basis. All Auxiliary Police Constables must complete these training activities and others successfully in order to remain an active member of West Grey Police Service.

The primary role of an Auxiliary Police Constable is to be an active steward of West Grey Police Service and the community. Auxiliary Police Constables also execute police duties when supervised by a police officer.

The areas where Auxiliary Police Constables are tremendously valued include:

Traffic Control Community Events such as Fishing Derbies Information Kiosks and booths at fall fairs, Christmas in the Country and various other community events. Assist with the Annual Christmas Toy and Food drives Canvas and Search for Missing Persons

Auxiliary Police Constables volunteered 1500 hours towards the program in 2010. These efforts were greatly appreciated by West Grey Police Service. The Auxiliary Constables would like to Congratulate Deputy Chief Dan Rioux on his new position and we look forward to working with him.

2010 IN SERVICE TRAINING

Requalification was successfully completed in 2010 by active members of the West Grey Police Service in firearms (pistol/shotgun) along with the mandatory refresher in use of force defensive tactics training.

Members of the Auxiliary unit also received refresher training in defensive tactics and firearms safety/use.

A new training element saw the members of the West Grey Police Service receive instruction in the use of the patrol carbine. Topics of training included, nomenclature, safety, disassembly, cleaning/maintenance and operations use of the carbine. A live fire component was also included in the training

Spectrum Communication attended to a training day to explain and answer any questions on the use of the new vehicle radios and portables that were purchased by the service in 2010.

First Aid Certificates for the members are current until 2012. Annual CPR training took place in March of 2010. With the addition of new techniques in CPR that are being introduced in Canada, members of the West Grey Police Service will have the updated training in 2012.

With implementation of the Ontario Police Video Training Alliance modernizing to a web based training format, members can now take part in monthly training programs online that cover a variety of topics that reflect current situations that patrol officers may encounter.

Members also completed several training modules through the Canadian Police Knowledge Network, another web based teaching format.

Options are being explored for a possible joint service training program in 2012 that would capitalize on resources that are available to better enhance training to members of the area police services.

COMMUNITY SERVICE PROGRAMS

In 2010, Constable Janet Eidt was appointed as a full time Community Service Officer. Constable Eidt has 9 years police experience with the West Grey Police Service, and served 10 years as a with Wilfrid Laurier University. Constable Eidt has also introduced the D.A.R.E. Program (Drug Awareness Resistance Education) into our schools.

Congratulations to Constable Tom Morrison after successfully completing the constable training at Aylmer Police College. Morrison was a Special Constable with West Grey Police for a number of years and we’re happy to now have him serving the community of West Grey as a full‐time Police Constable.

2010 VANCOUVER/WHISTLER OLYMPIC WINTER GAMES

Vancouver and Whistler hosted the 2010 Winter Olympics from February 12 – 26, 2010. Police Officers from across Canada provided security for the games. Seen in these photos is Constable Jeremy White with other members from police services across the country who provided security at the games.
