PLANNING APPLICATIONS INDEX

1. There was submitted a report (docketed) by the Executive Director of Environmental Services on applications submitted for planning permission.

Decided: that the applications be dealt with in accordance with the Annex to this Minute subject to conditions contained within the report by the Executive Director of Environmental Services.

KILSYTH CONSERVATION AREA REGENERATION SCHEME UPDATE AND SHOPFRONT IMPROVEMENT GRANTS

2. With reference to paragraph 9 of the Minute of the meeting of the Planning and Environment Committee held on 15 November 2006, there was submitted a report (docketed) dated 1 June 2007 by the Head of Planning and Development (1) providing an update on the progress of the Conservation Area Regeneration Scheme (CARS); (2) outlining the background relative thereto; (3) seeking approval (a) for the promotion of a shopfront improvement grants element to the scheme, and (b) for the production of design principles and guidance, a grant application form with guidance notes and other literature relevant to the promotion of the scheme; (4) proposing that the scheme be promoted, initially, to a defined area, as detailed within the Appendix to the report; (5) intimating that the principle of the Council establishing a shopfront improvement grant scheme had previously been agreed as part of securing the approval of the Historic CARS Grant; (6) summarising the proposed scheme; (7) outlining the funding arrangements, and (8) containing his observations and considerations thereon.

Decided:

(1) that the progress of the Kilsyth Conservation Area Regeneration Scheme be noted;

(2) that the promotion of the shopfront improvement grant proposals be approved, and

(3) that it be delegated to the Executive Director of Environmental Services and Head of Planning and Development to produce design principles/guidance, grant application forms and guidance notes and other literature to promote the shopfront improvement grant scheme and to determine individual grant applications in terms of the report.

GLASGOW CITY PLAN 2 - FINALISED DRAFT 3. With reference to paragraph 8 of the Minute of the meeting of the Planning and Environment Committee held on 7 June 2006, there was submitted a report (docketed) dated 5 June 2007 by the Head of Planning and Development (1) informing the Committee of the publication of the finalised draft Glasgow City Plan 2; (2) highlighting the areas within the plan of significance to North as an adjoining local authority; (3) outlining the background relative thereto; (4) indicating that, while the proposals do not directly affect the use of land within , the plan's preparation was subject to new European directives requiring the strategic environmental assessment of all policies and programmes of local authorities; (5) intimating that the finalised Glasgow City Plan 2 followed the same broad structure of the City Plan 1 and consisted of a written statement, presenting a city wide vision for the physical development of Glasgow; (6) containing, in Appendices to the report, (a) the response by Glasgow City Council in relation to the Council's comments on the consultative draft City Plan 2, and (b) the Council's comments on the finalised draft Glasgow City Plan 2, and (7) containing his observations and considerations thereon.

Decided:

(1) that the main provisions of the finalised Glasgow City Plan 2 be noted, and

(2) that the response to Glasgow City Council in terms of the points set out within Appendix 2 to the report be approved.

NORTH LANARKSHIRE LOCAL PLAN CONSULTATION DRAFT - PUBLIC CONSULTATION

4. With reference to paragraph 5 of the Minute of the meeting of the Planning and Environment Committee held on 28 March 2007, there was submitted a report (docketed) dated 4 June 2007 by the Head of Planning and Development (1) advising of the forthcoming launch of the public consultation for the North Lanarkshire consultation draft Local Plan; (2) outlining the background relative thereto; (3) intimating that the draft North Lanarkshire Local Plan had been prepared in accordance with the appropriate legislation; (4) intimating that the document was being prepared for publication and would be available to partners and the public across a range of media in July 2007; (5) summarising the consultation process; (6) intimating that the next stage in the process was the presentation of a finalised draft North Lanarkshire Local Plan for approval in September 2008, and (7) seeking approval for the publication of a North Lanarkshire Local Plan Charter as contained within the Appendix to the report.

Decided:

(1) that the arrangements for publication of the consultation draft North Lanarkshire Local Plan for public consultation be noted, and

(2) that the publication of the North Lanarkshire Local Plan Charter be approved.

CONSULTATION PAPER BY SCOTTISH EXECUTIVE - DEVELOPING THE NEW PLANNING PERFORMANCE ASSESSMENT FRAMEWORK

5. There was submitted a report (docketed) dated 5 June 2007 by the Head of Planning and Development (1) seeking approval for a proposed response to the Scottish Ministers with regard to the Scottish Executive Consultation Paper - Developing the New Planning Performance Assessment Framework; (2) outlining the background relative thereto; (3) summarising a number of proposals and considerations; (4) containing in an Appendix to the report responses to 16 specific questions contained within the consultation paper, and (5) recommending that the Committee note the report and approve that the responses to the questions raised form the basis of a detailed reply to the Scottish Ministers.

Decided:

(1) that the contents of the report and the proposed framework be noted, and

(2) that the responses to the questions detailed in the report form the basis of a detailed reply to the Scottish Executive consultation paper.

CONSULTATION FROM HEALTH AND SAFETY EXECUTIVE - RISK ASSESSMENT OF MAJOR HAZARD INSTALLATIONS

6. There was submitted a report (docketed) dated 4June 2007 by the Head of Planning and Development (1) seeking approval for a proposed response to the Health and Safety Executive with regard to their consultation paper on addressing risk around major hazard installations; (2) outlining the background relative thereto; (3) summarising a number of proposals and considerations; (4) containing in an Appendix to the report responses to 12 specific questions contained within the consultation paper, and (5) recommending that the Committee note the report and approve the proposed response to the Health and Safety Executive.

Decided:

(1) that the consultation from the Health and Safety Executive be noted, and

(2) that the response to the consultation paper as contained within the Appendix to the report be approved as the Council's response to the Health and Safety Executive's consultation paper.
