Description

The project is located in the central part of the Czech Republic in Jihlava district on the bank of Jihlava river, which is a sub-basin of the Dyje river basin, flowing into river and the .

The project, which is a part of Urban Waste Water Treatment Directive 91/271/EEC Implementation Plan prepared by the Czech authorities, consists of three inter-related components in the waste water sector: a) upgrading of the existing 30 years old Waste Water Treatment Plant with re-designed capacity of 99,920 p.e. within the existing facility; b) improvement of 3.7 km of municipal sewer network; c) sewer network extension to connect outlying settlements of Antoninuv Dul and Pavov to the Jihlava WWTP.

The project is the responsibility of a single investor, namely the Jihlava Water and Sewerage Union (SVJK). Operation will be the responsibility of Vodarenska akciova spolecnost (VAS) with a leasing agreement with SVJK.

Objectives

For the WWTP sub-projects, the objective is to meet the effluent quality standards laid down in Directive 91/271/EEC. Given that the plant is located in an area which is to be declared by the Czech government as a sensitive area subject to eutrophication, the concentration reductions for total phosphorous and nitrogen required by this Directive will be met following upgrading of the plant.

The capacity of the plant will be adapted in order to take account of current and future estimated needs and with reconstruction the reduction of nitrogen and phosphorus by 50% and 55% accordingly will be achieved.

The improvements of the Jihlava sewerage network will contribute to solving the current severe operation and environmental problems of the network.

Extension of Jihlava sewerage network will allow the connection of extra 2 200 p.e. to the reconstructed WWTP of the Jihlava and will reduce the discharge of illegal connections from existing storm water sewers and also discharge of untreated water into the Jihlava river.

The sludge incineration facilities at the new WWTP will improve the disposal problem and reduce the reuse of sewage sludge in agriculture.

Economic and financial analysis

An economic internal rate of return was not calculated for the project, given that it s not possible satisfactorily to quantify many of the economic benefits. The project is justified on the grounds of application of the most effective technical solution to ensure that treatment and water quality standards laid down in EU Directives are met.

The financial IRR for the project, taking account of the ISPA grant, is 7.9 %.

Environmental impact analysis

The project components related to reconstruction of the WWTP, sewer network rehabilitation and development are of a type covered by Annex II of Directive 97/11/EC. For such investments it is the task of national authorities to decide if a full EIA is necessary. The Czech authorities have decided that no full EIA is necessary since no significant detrimental effects on environment are expected from this project.
