When was the Agency enacted? 1967.

What are your enabling statutes? W.S. 11-25-101 through W.S. 11-25-113.

How many members are on the Commission? Seven members appointed by the Governor and approved by the Senate.

How many employees do you have? Currently, six full time employees and one summer temp position. We contract with several other entities throughout the year to provide additional expertise including Stewards, Veterinarian, Laboratory, Auditing, and Technical review services.

Do you receive general funding? No, we do not receive general funds. In fact, we are self-funding via fees and statutory percentages derived from the wagering activities and licensing. The Commission is funded through permitting and licensing fees, and the taxation of the wagering activities. Live Racing 1 and ½ percent of the total amount wagered on the event. Simulcasting of Live Racing 1 and ½ percent of the total amount wagered on the event. Historic ¼ of a percent of the total amount wagered on the event. Advance Deposit Wagering from out of state licensees, of the 3 percent assessed 5 percent goes to the Commission for administrative purposes.

What is your administrative Biennium Budget (spending authority)? 2.1 million dollars.

What is a Pari-Mutuel Event? Pursuant to W.S. 11-25-102(a),(v) "Pari-mutuel event" means the events which are authorized by the commission for the conduct of horse racing (to include quarter horse, or other approved races), , cutter racing, chariot racing, racing, professional roping events and simulcasting of dog racing and the events described in this paragraph as prescribed by the commission. Notwithstanding W.S. 6-7- 101(a)(iv) and 11-25-107, the commission may authorize and promulgate rules providing for pari-mutuel wagering on events that have previously occurred, utilizing an electronic system or device that affords an opportunity for the exercise of skill or judgment where the outcome is not completely controlled by chance alone;

What is pari-mutuel wagering? Pursuant to W.S. 11-25-102(a),(vi) “Pari-Mutuel wagering” means wagering on the outcome of pari-mutuel events in which those who wager purchase tickets of various denominations on entrants in the events and all wagers for each event are pooled and held by the permittee for distribution, and when the outcome of the events has been decided, the permittee distributes the total wagers comprising the pool, less an amount not greater than twenty-five and nine-tenths percent (25.90%) for live racing and in the event of simulcasting an amount not to exceed the percentage allowed at the host track or thirty-five percent (35%), whichever is less and less the amount for breakage to holders of tickets on the winning entries;

Yes; “The primary goals of the Pari-Mutuel Commission are the protection of the wagering public and the health, safety and welfare of the participants in the events, both human and equine. The Commission strives to achieve these goals through ongoing efforts to improve the quality and integrity of Wyoming pari- mutuel events. This includes investigation of applicants for permits to conduct pari-mutuel events as well as applicants for license to participate in these events.”

Do you perform background and criminal history checks? Yes, we are authorized to access criminal history pursuant to W.S. 11-25-104(k).

How many entities were permitted to offer pari-mutuel wagering in 2019? Two (2) permittees, Wyoming Downs LLC., and Wyoming Horse Racing LLC.

Is there any affiliation between the Commission and the Permittees? No, the Commission is charged with regulating the industry and has no affiliation with the permittees.

Do you oversee any other programs? Yes, the Wyoming Breed Register, the Wyoming Breeders Award Fund, and the distribution of Historic Horse Racing revenues to County and City Municipalities.

How many Off-Track Wagering locations are there in Wyoming? 17 statewide.

How many Counties have approved pari-mutuel wagering through a proper election? 14.

How many Counties offer pari-mutuel wagering? 7 counties.

How many registered Wyoming Bred Horse are there participating in the program? There are over 3,400 registered Wyoming Bred Horses participating.

Do you perform drug screening of the equine athletes? Yes, in 2019 the Commission analyzed over 900 samples of urine, blood and hair for unauthorized medications.

Do you perform inspections verifying compliance with the Wyoming Bred program? Yes, the Commissions Inspectors performed over 517 statewide inspections during 2019.

Do you perform inspections of the Off-Track Wagering locations? Yes, we inspect each location monthly, as well as monitoring the video surveillance daily. Wagering activity is monitored in real time and reported at the close of each wagering day.

Do you perform audits of the wagering activity? Yes, offsite audits are performed remotely each day. Onsite audits are performed routinely by Commission Staff. All wagering activity is verified by an independent third party gaming auditor.

Other comments: We have tried this several years ago; as our activity increased, it became more difficult to acquire a vehicle that met our needs at a short notice. Our Inspectors/Investigators need trucks to access farms and track locations (we have one truck for two employees); they also need a truck to haul our equipment trailer. Additionally we utilize a midsize car for other employees to use for Off-Track Wagering location audits and inspections (17 locations statewide). Inspections are routinely done each week. The wagering locations are open 365 days a years, we respond to calls day and night.

Potential Advantage(s): The Wyoming Pari-Mutuel Commission currently utilizes the shared drives through ETS, our records/data are all housed in Cheyenne. Record management system (Rims) through an agreement with DCI.
