Fellow Undersea Warriors,

I have outlined in the past some of the ways we in SFRC support the lines of effort (LOEs) set out in the Design for Undersea Warfare. One of those LOEs is Provide Ready Forces for warfighting. This ties in with one of the tenets in the CNO’s Sailing Directions, Be Ready, which I mentioned in my inaugural note to you in January.

One way in which the SFRC provides ready forces is through the sailors of our Force Protection (FP) competency. SFRC FP detachments are charged with protecting U.S. SSBNs, vital national assets, outside their normal home ports. A secondary mission is to protect SSGNs and some SSNs when conducting operations in particular ports. Using RC personnel to stand watch on the pier so the crews can focus on their primary mission directly supports SUBFOR. These missions provide real- world operational training for FP sailors making them ready. FP sailors provide over 1,700 days of support to SUBFOR annually, while conducting almost 1,000 days of training to prepare for their mission. Most recently, they responded to a short notice request from the Commander of Submarine Development Squadron FIVE to protect a U.S. SSN in upstate . Our FP competency provided a trained watch team of 14 sailors with less than three weeks’ notice—showcasing the SFRC’s readiness at its best.

Like our Force Protection sailors, SFRC members in every competency must be ready on a moment’s notice if needed. Whether it is to assist with force protection for a port visit, provide for a submarine rescue mission, or stand the watch for real-world USW operations at a CTF, SFRC sailors are, and must continue to be, ready to go. Maintaining that readiness is how you keep us Semper Procinctum!

CMC NOTE Shipmates, I want to start off by thanking Master Chief Payne for his leadership for the last 21 months as SFRC Command Master Chief. Master Chief Payne retired April 1st with over 27 years of distinguished service. We wish him fair winds and following seas. I assumed duties as SFRC Command Master Chief on April 1. This is a fitting day to assume the duties as it is also the 121st anniversary of the establishment of the Chief Petty Officer paygrade. History of the CPO can be found here. April is rich in history for the submarine force. On April 11, 1900 the Navy accepted its first submarine, USS Holland (SS-1). USS Holland had the "amazing speed" of seven knots surfaced, made possible by her 45-horsepower internal combustion engine. She also had an endurance of several hours submerged when running on rechargeable storage batteries. The USS Holland was armed with a single torpedo tube and a pneumatic dynamite gun that fired through an opening in the bow. The Holland carried three Whitehead torpedoes, each with a pressure-sensitive piston that controlled the depth of the torpedo run.

April is Sexual Assault Awareness Month. This year’s Department of Defense theme is “Live our values: Step up to stop sexual assault.” The mission of the SAPR Program is to prevent and respond to sexual assault, eliminating it from our ranks through a balance of focused education, comprehensive response, compassionate advocacy, and just adjudication in order to promote professionalism, respect, and trust, while preserving Navy mission readiness. I just want to take a minute of your time to give you the cliff notes version: Take care of your fellow Sailor. Treat them with the respect that you would want to receive. Live by our core values of Honor, Courage and Commitment. When we do this everyone wins! Congratulations to Senior Chief Jackson of Undersea Rescue for graduating Master Diver School last month. It’s official: we are at half time (no break unfortunately). Sixty percent of our SSP billets execute in the second half of the year. It is important to keep CO’s, LNOs and event leads informed if you have issues in meeting your billet obligations. Our planning is going very well with only an 8% billet vacancy rate. Our focus is now on execution for the remainder of FY14 and planning for FY15. Qualifications: Flexible and adaptable sailors who are trained in Theater ASW are our primary value proposition to our customer (SUBFOR). Qualification in designated watch stations is the keystone to that proposition and flawless execution is the touchstone. Our customer has made great strides in facilitating qualification with dedicated training events. We still have some shortfalls in the number of U/I billets in spite of this progress. Please take the initiative to ensure you are “book-tight” before you go to an event in a U/I status so that the focus will be on practical factors for the event. If you can’t find a U/I billet, then consider contacting your Ops Deputy to either find you a billet or get you to the CTF for project work. AT: With few exceptions, your AT should be in support of SUBFOR. If you can’t find the right billet, then consider options for project work at the CTF. Use your CoC and network with your peers, both AC and RC. We can add billets to the Support Plan to facilitate meaningful and productive use of your time in support of SUBFOR. ASW Continuum: Our area of expertise is ASW with a heavy concentration in theater-level operations. However we need to keep the full spectrum in mind. We are expanding our focus a bit to cover the other areas of the continuum in order to improve our service offerings.

• Fleet Level LNO-OLW: A focus area going forward will be at the Operational Level (fleet level) of ASW. LNOs function as the liaison between the CTF and the JFMCC. There are relatively few of these billets. These are high visibility billets that connect the dots among the major commands in an operation. Junior and Senior officers qualified in theater should consider these billets as a gateway to career enhancing opportunities. • CTF: Our main craft, the largest component of our support plan is growing. Each CTF is interested in expanding our services. CTF84 and CTF34 are forward leaning in qualification activities and TUSW experimentation. CTF74 is forward based and continuously operating, and CTF54 is looking to establish its onsite footprint and RC presence. CTF69 is the model and relies solely on the RC to staff exercises and surge requirements.

• SGASW: CAPT Ken Worthy and CDR Mark Hammond are doing an excellent job spearheading a new competency within UWO: Strike Group ASW. This growth area offers us the benefit of increased exposure to the fleet and opportunities to participate in ASW from a different part of spectrum (L 8-10).

back to top SFRC SUBNOTE – APRIL 2014 FOR OFFICIAL USE ONLY 5 EXPEDITIONARY MAINTENANCE http://linkd.in/sfrc-em Greetings Shipmates! The beginning of April marks the middle of our fiscal year and an opportune time to assess how we are doing as a Competency in meeting our active duty customer demands. I am pleased to report that we are doing well, especially considering the significant changes to our initial support events planned prior to the beginning of the fiscal year. EM Sailors have shown great flexibility to accommodate the changing demands of our primary customers, USS FRANK CABLE and SSGNs, while also meeting emerging demand signals from new customers. Relative to FRANK CABLE Support Periods (SP) and underway events, EM Sailors have submitted orders to participate in all events since January 2014, ramping up from the typically low participation rate that historically occurs during the first quarter of each fiscal year. When support periods were subsequently cancelled due to ship’s schedule changes, EM Sailors altered their plans to support SSGN Consolidated Maintenance Availabilities in Guam, and just recently Sailors changed orders to report to the SSBN USS in Bangor, WA, to fulfill an emergent request for reserve support for tile removal and replacement. Also during the first half of FY14 EM successfully completed the initial SSN Shipyard (SY) Quality of Life (QOL) pilot on board USS BUFFALO, ultimately providing more support over the entire pilot effort than was originally planned. The reason for the increased support was because BUFFALO leadership requested more reserve support as the pilot progressed due to the stellar performance of EM Sailors assigned to the crew. While the SSN SY QOL after action report is still in draft, senior leadership aboard BUFFALO, at COMSUBPAC, and within the Submarine Force Reserve Component all recognize the significant contributions of EM Sailors to BUFFALO’s successful shipyard period. Finally, the first half of FY14 has also seen an increase in support requests from new customer for Reserve Intermediate Maintenance Activity (RIMA) products. In addition to our continuing production of bunk curtains and zarfs for FRANK CABLE, RIMAs are currently working to produce a pier side cell phone cabinet for NSSC Pearl Harbor and small-boat weather enclosures for COMNAVRESFOR, and recently completed a command board for Nuclear Weapons Inspection Detachment Bangor. As you can see, the status of EM response to our SUBFOR shipmates has been strong and steady, and I expect it will continue so throughout the rest of FY14. The event schedule has one change this month – event 4 has now slipped to June. You should have your orders in shortly for your AT as the deadline for the year is rapidly approaching. At this time, there are no more events scheduled for this fiscal year, so ensure that you have your required AT days for the year. The training event originally planned for March was delayed until September (originally) due to the large number of spring FP events. After further review, we decided to push the event into FY15 to avoid the normal issues scheduling AT at the end of the fiscal year.

Finally, an update on the new gear – it has been a long slow process, but we are making headway. Most gear has been either contracted for purchase or has a line of accounting and will be purchased shortly. Some items have come in, but we will wait for all of the gear to arrive before we arrange shipping to the dets. The last items are the protective vests and plates. NAVSEA is now in final process of testing new plates which will be certified for our mission. Semper P!

COMMUNICATIONS

The banner for this month’s SUBNOTE reflects the diversity in background of our force by showing the mighty P-8 Poseidon aircraft which, by the way, is on its very first deployment to the Pacific theater. The other photo shows the USS MINNESOTA (SSN 783). The MINNESOTA is the Navy’s newest Virginia class submarine and was commissioned last year.

ASW is indeed a team sport and many of our SFRC officers and enlisted come from the aviation community. They bring skills and an understanding of ASW that greatly contributes to the Theater ASW watch teams across all CTFs.

Thanks for sending in fantastic photos of our sailors in action supporting SUBFOR over the past several months. Keep those photos coming. Here are some quick tips on what makes a great Navy photograph: 1) Be aware of background. Is there a pole sticking out of someone’s head? Adjust either your position or the subject’s position as needed.

2) Safety gear. Are you taking a shot of a sailor working on grinding topside or using some other heavy equipment? Make sure they are wearing safety glasses and any other appropriate safety gear.

3) Uniforms. How do they look? Are they clean and professional? Worn properly?

4) Lighting. For example, if you are outdoors, does the shadow from the brim of a cap cover your main subject’s face? Again, may need to adjust their position or use flash.

Officer records: The Officer Data Card/Officer Service Record/Performance Service Record and Official Military Personnel File or ODC/OSR/PSR and OMPF have returned to service and are accessible via the BUPERS (BOL) applications menu.

Recommend all officers take a few minutes to verify your latest awards, FITREPS, AQDs, NOBCs etc. have made it to your record and start the process to update if missing. Reminder items submitted as part of letters to boards (Apply, promotion) are not entered in your service record.

CSM-ID: On April 1, 2014, the Navy Reserve Force will transition to a Quarterly CMS-ID Enlisted assignment cycle. The new quarterly cycle will further support and allow for a myriad of improvements that include: (1) Significant increase in billet opportunities available for each assignment cycle. The billet base available for assignments will be correlated to a 6 month period of upcoming PRDs. Sailors will be eligible to submit applications 6 months (or two quarterly cycles) prior to their PRD. (2) Increase in number of applications Sailors may submit each cycle, from 5 to 7. (3) Extended 4+ week application phase for Sailors to review, research and submit applications (4) Cross Assigned (CA) Sailors will be able to submit applications using the “Request Local Assignment” feature in CMS-ID, during the application phase (any time during their billet tenure). (5) Additional 2-week application period in the 3rd month of each cycle for CA/IAP Sailors (only), who will be able to work with Career Counselors to apply for local, vacant billets. The new functionality in CMS- ID will allow those with Career Counselor privileges in CMS-ID to use the “Local Assignment Request” to submit applications on behalf of CA/IAP Sailors. (6) Alignment of effective date of orders with actual billet assignment date. The effective date on orders will align with the 1st day of the next quarterly cycle. This will typically allow for additional time to take care of administrative requirements, prior to reporting to a new unit. (7) Designated 1-week period for command ranking and comment phase (ranking and comments still able to be made during entire application phase). (8) Sailors will still be able to apply to extend in their current billet assignment 9 months prior to their PRD. However, this opportunity will be during the 4+ week application phase for that quarter (9) Cross assigned Sailors who are interested in finding local billets should be looking for local billet opportunities during each application phase. (10) Sailors who are in an IAP status need to be submitting applications each and every cycle in order to maximize local billet or cross assignment opportunities.

The next CMS-ID application phases are 04APR14-04MAY14, 11JUL14-11AUG14, and 03OCT14- 02NOV14. All Sailors who have June, 2014 PRDs will have their PRDs adjusted to July, 2014 by RESFOR/N12, to ensure that all have an opportunity to participate in 2 CMS-ID cycles prior to their PRD.

As of February SFRC had approximately 100 open enlisted billets. All units should be looking at Operational Support Units, IAP sailors and CAO sailors looking for local assignments and working with them through the CSM-ID process to bring them into the open SFRC billets. With coordination open billets can be moved to where the sailor is. CAO to another SFRC unit is another option to fill the SFRC RUADS with available quality sailors.

NOBC/AQD: The next NOBC/AQD Board is scheduled for 19-23 MAY 2014. The required command endorsement must be received with the NOBC request, or it will be returned without action. Packages are due to the NPC Customer Service Center by COB on 18 APR 2014. Five NOBC and Five AQD requests are authorized per board, and must be submitted in separate packages. NOBC requests must have separate endorsements.

Submit requests via the chain of command to Navy Personnel Command using the format and criteria contained in Chapter 9 of BUPERSINST 1001.39F. Board packages must be submitted directly to the NPC Customer Service Center. Applicants may submit packages via regular mail, FEDEX, UPS, fax, or email. CTF84 Support CTF84 is requesting support 15 June to 15 July, specifically 2 to 3 qualified BWC or TASWWO (O3- O5). CTF84 qualified is preferred, but they will accept any theater as they have restructured the qual card for 84 specific knowledge and U/I requirements. Supporting members will get qualified Command Duty Officer, and if they are able to arrive a week earlier than 15 June,CTF84 will try to fit them in for U/I watches during the 2-13 June BOOM STICK. Highly motivated O3 sought to fill the position of Assistant Engineering Officer to oversee readiness, training and administration of Navy Divers. Position will also require the member to qualify as Rescue Officer on up to 2 US Navy submarine rescue diving systems. This is an at-sea, real-world qualification that will get you the SR-1 AQD. Force Protection Units Recruiting New Members Commander Submarine Group NINE and TEN Force Protection Units are recruiting new members. These are highly operational Submarine Force Protection Commands that conduct real-world security operations nationwide.

For all ranks and rates, local or cross-assigned-in, a billet in this unit requires the following: • Qualification on, and tactical employment of the M4 carbine rifle, M9 service pistol, and M240B lightweight machine gun; as well as non-lethal weapons including. • Watch standing as an armed sentry, providing physical security for U.S. strategic submarine assets conducting critical pierside evolutions. • Skilled application of the rules of engagement and continuum of force, up to and including the potential use of deadly force, in defense of U.S. personnel and property. • Corpsman billets require the additional skills and experience to provide expedient emergency medical support in field conditions for battle type injuries.

Due to the unique training required to safely and effectively execute this mission, preference will be given to local members (specific locations are listed for each opening below), and to those with previous weapons and force protection / physical security experience.
