General Synod Safeguarding presentation from Bishop of Gloucester, Rachel Treweek, February 2018 I’m aware that when we talk about safeguarding it engages our hearts, our minds and our guts, and depending on our own experiences, our antennae will be set at different angles. So I hope that in our time of questions there will be opportunity for people to clarify what they’ve heard. I have been asked to say something brief about the Diocese of Gloucester and I look forward to contributing more in response to questions. It was not long after I arrived in Gloucester that Peter Ball, a previous Bishop of Gloucester was finally convicted of horrific abuse - You have the Gibb report (GS Misc. 1172). As I have previously said publicly, I am deeply ashamed of that legacy and deeply sorry; just as I am deeply ashamed and sorry about the abuse people have suffered across the Church which has so often been compounded by wholly inadequate response and a lack of compassion and understanding… .. I do believe that in the present I have the privilege of working with a committed and professional team in Gloucester. And that is not intended to sound defensive. The starting place is the big picture of the good news of the Kingdom of God and the truth that every person is a unique individual with a name, made in the image of God. Transformation, flourishing and reconciliation is at the heart of who God is. Yet we live amid prolific broken relationship including abuse of children and adults, neglect, misused power.. -
Updating Report for SCCA Campaign
Updating Report for SCCA Campaign 2012 proved incredibly important in raising public awareness of the institutional cultures and dynamics that hinder the effective implementation of Child Protection/Safeguarding policies and procedures. The Savile Inquiries, the Rochdale cases and the inquiries and police investigation into child sexual abuse perpetrated by clergy within the Diocese of Chichester all in 2012 raise considerable concerns about how those placed in positions of authority within institutions, local authorities and police services as well as within the wider communities respond to Child Sexual Abuse that is taking place in some cases quite literally before their eyes. The campaign and the Government’s response The Stop Church Child Abuse (“SCCA”) campaign was launched in March 2012. The campaign is an alliance of clergy sexual abuse survivors, charities supporting survivors, specialist lawyers and interested individuals working in the field of child safeguarding. The campaign aims to highlight the serious safeguarding failures of church institutions. The campaign and many individuals have called on the Government to institute an independent inquiry into child sexual abuse perpetrated by clergy, religious and other church officials within all Dioceses and institutions of the Catholic Church in England & Wales and the Church of England and in Wales. Many contacts and letters have passed between the campaign’s supporters and the MPs. The Government response to this pressure has been (quoting from the Education Secretary’s letter of 25th May 2012):- 1) “No child should ever have to tolerate abuse. I am not however convinced of the need for a public inquiry, as the key issues are already being addressed by reforms we have underway. -
Porvoo Prayer Diary 2021
PORVOO PRAYER DIARY 2021 The Porvoo Declaration commits the churches which have signed it ‘to share a common life’ and ‘to pray for and with one another’. An important way of doing this is to pray through the year for the Porvoo churches and their Dioceses. The Prayer Diary is a list of Porvoo Communion Dioceses or churches covering each Sunday of the year, mindful of the many calls upon compilers of intercessions, and the environmental and production costs of printing a more elaborate list. Those using the calendar are invited to choose one day each week on which they will pray for the Porvoo churches. It is hoped that individuals and parishes, cathedrals and religious orders will make use of the Calendar in their own cycle of prayer week by week. In addition to the churches which have approved the Porvoo Declaration, we continue to pray for churches with observer status. Observers attend all the meetings held under the Agreement. The Calendar may be freely copied or emailed for wider circulation. The Prayer Diary is updated once a year. The Rt Revd Rachel Treweek Our ref: DB/10/20 Bishop of Gloucester The Bishops’ Office 13 October 2020 2 College Green, Gloucester, GL1 2LR [email protected] Tel: 01452 835511 Dear Sisters and Brothers Last week the Independent Inquiry into Child Sexual Abuse, IICSA, published its overarching investigation report into the Anglican Church in England and Wales, highlighting the failures of the Church of England regarding child sexual abuse. It is not comfortable reading, and neither should it be. This report brings together in one place the shocking failures of the Church, not least in often being more concerned with protecting reputation than focusing on the care of victims and survivors of abuse and responding with compassion. In many ways the sickening findings of this report come as no surprise given the content of the 2017 Gibb report investigating the Church’s response to Peter Ball’s abuse, followed in 2019 by the IICSA report on Peter Ball. I spoke out with lament and shame following these publications and now this final IICSA report highlights our failure as a Church to respond swiftly to some of the key recommendations made, which have been repeatedly voiced by victims and survivors of abuse. Listening, admittance of failure and expression of shock and sorrow are important but they are not enough. Action is required. Therefore, while I am glad that the report acknowledges significant changes which have been made over the years, it also shines a bright light on the systemic failures of governance structures and decision-making. This has undoubtedly hindered the much-needed action being taken swiftly at national level, including a process of satisfactory redress for victims and survivors of abuse, and the need for independence to be appropriately present in policies and procedures. -

CNI News August 6 The essential brief on the Irish churches Blood Swept Lands And Seas Of Red The Duke and Duchess of Cambridge joined Prince Harry at the Tower of London to symbolically plant poppies to commemorate British and Commonwealth dead from the First World War. The three young Royals each planted a ceramic version of the red flower so synonymous with the conflict in a powerful and enormous art installation at the London landmark. Blood Swept Lands And Seas Of Red, in the Tower’s moat, currently consists of 120,000 poppies but more will be added over the coming months until there are 888,246 on Armistice Day, November 11, one for each British and Colonial death during the war. William was heard telling the artwork’s creator Paul Cummins the piece was “spectacular” before they joined him to climb the Middle Tower to view the artwork from on high. Page 1 CNI News August 6 They then walked through the poppies before planting their own tribute to the war dead, accompanied by General Lord Dannatt, Constable of the Tower of London, and his wife Philippa. Mr Cummins said he got the idea for the artwork from a “living will” he found in Derbyshire two years ago which had used the phrase that gave his installation its name. “Each one represents someone who died in the First World War from Britain and the Dominions. I’m literally trying to represent people because a number is a number, but if you see it all like this it is a visual idea of how many people were there.” Stage designer Tom Piper, who helped Mr Cummins make his vision a reality, said: “We also wanted to make sure it didn’t become regimented mass rows of poppies – there is an organic quality to it – so taking the line of the ‘seas of red’, a feeling of waves of movement so that some of the poppies are higher than others so you can see them gently moving in the breeze .. -

Players and Performances in Early Modern Gloucester, Tewkesbury and Bristol SARAH ELIZABETH LOWE A thesis submitted to The University of Gloucestershire in accordance with the requirements to the degree of Doctor of Philosophy in the Faculty of Education, Humanities and Sciences February 2008 i ABSTRACT This thesis is an analysis of the responses in the early modern period of civic and church authorities to local and visiting groups of players in Gloucester, Tewkesbury and Bristol. It is also an examination of the venues in which these groups performed. Reactions to these groups varied, and this study explores how these, both positive and negative, were affected by economic, legal and cultural factors. The thesis proceeds chronologically, and is thus divided into twenty-year intervals in order to draw the most effective comparisons between the three urban centres over a number of decades. The first period under examination, the 1560s, records the early reaction of the three settlements to the phenomenon of the Elizabethan travelling company. The relationship between the regional authorities and the patrons comes to the fore in the second period, the 1580s, as the dominance of the ambitious Earl of Leicester grew in the region. Legislation decreeing the withdrawal of mayoral control over itinerant troupes at the close of the sixteenth century, the third period, released civic officials from previous obligations and this influenced the level and character of their hospitality towards the ‘noble’ companies. Although evidence is scarce, the records of Gloucester, Tewkesbury and Bristol contain clues to an attitude towards these entertainers during the reign of James I, the final period under scrutiny. -

THREE PARISHES NEWSLETTER AUGUST 2015 The Benefice Letter Dear Friends British values are under threat! They are being challenged from two quarters: the growth of ISIS and the political direction of the European Union. When I was at school in the 1950s British values were relatively simple. We had recently been on the winning side in the Second World War and a new monstrous ‘other’ had emerged – the Soviet Union. We regularly sang Hearts of Oak, composed in 1760 in celebration of naval victories in the Seven Years War. ‘We’ll fight and we’ll conquer again and again!’ This year we celebrate the anniversaries of two more victories: Waterloo (19th June, 1815) and Agincourt (25th October, 1415). On September 12th, the Albert Hall will resound to the words of the famous patriotic songs: Rule Britannia! and Land of Hope and Glory (‘Wider still and wider shall thy bounds be set!’) Are we unique in defining our national identity in terms of military victories? I don’t think so. The words of the French La Marseillaise are much more bloodthirsty than our National Anthem. In the United States, the current crop of potential candidates (twelve as I write) for the Republican nomination for the Presidential election of 2016 are engaged in a competition to prove how ‘American’ they are by advocating new military interventions. The most recent entry, Donald Trump, has extended the targets beyond the usual Middle Eastern states by promising to ‘defeat’ China and to build a wall along the border between the USA and Mexico (and to make the Mexicans pay for it). -

RAMBLINGS FROM THE RECTORY I know that sixty is meant to be the new forty, however turning that age at the end of the year was a bit of a rite of passage. I was rather looking forward to it but in fact I did have a bit of a wobble the day before. Sixty, how can this possibly be? Was this late middle age? Was it officially the beginning of old age? I can now have free prescriptions, I can apply for a senior citizens rail card, I now receive a small pension from my time with Devon County Council Social Services and I have now received my bowel cancer home testing kit! It does feel as if a corner has been turned. It is also a time to reflect on my life so far. Without doubt the three most significant things that have happened to me (apart from being born) was knowingly acknowledging Jesus as my Lord and Saviour when I was twenty, I am happy to call that a conversion, my marriage to Cath and becoming a parent to two daughters. Beyond that my calling to ordination in the Church of England is high on the list. That event though now turns out to be marred and I want to reflect on why although it pains me to do so. I was ordained deacon in the Church of England in Gloucester Cathedral at the beginning of July 1992. The ordination as a deacon comes first and then a year later there is the ordination to the priesthood. -

I could use this speech to tell you all of the appalling responses that we have heard when survivors have reported their abuse to the Church, how they have not been believed, not got the help that they needed and were made to feel that they were a nuisance to the church. I could tell you many sad and disturbing stories that we have heard but I hope that by now you are all aware of just how bad things have been in the past. Along with MACSAS, I have been working closely with Bishop Paul Butler over the last couple of years and together, I hope that we can improve these responses in the future. So I want to talk today about how the Church as an institution has responded and the effects that that has had on survivors like myself. When allegations of abuse are disclosed it often leads to a crisis within a Diocese, a Cathedral or even a Parish and all too often the Church has behaved like many big institutions and gone on the defensive, seeming to care more about the image and reputation of the Church than it does for the welfare of the survivor. The truth is that when a survivor discloses their abuse it is almost invariably at a time of great personal crisis. They need to to be heard, they need to feel believed and they need to be supported. It may cause a crisis and panic within the Church but the real crisis is all too often with the survivor. -
