PROGRESS REPORT

1.0 Background

Stage 1 of the HCFC Phase out Management Plan (HPMP) for the Republic of Botswana was approved at the 75th meeting of the Executive Committee of the Multilateral Fund held from 16 to 20 November 2015 in Montreal, Canada. The project was approved to achieve the 35% reduction in hydrochlorofluorocarbon (HCFC) consumption for the period 2016 to 2020 at the amount of US $560,000, consisting of US $280,000 plus agency support costs of US $36,400 for UNEP as the lead agency, and US $280,000 plus agency support costs of US $19,600 for UNIDO as the cooperating agency.

The first implementation plan for 2016-2017 and the first tranche of Stage I of the HPMP was approved at the amount of US $275,000 consisting of US $135,000 plus agency support costs of US $17,550 for UNEP, and US $140,000 plus agency support costs of US $9,800 for UNIDO.

I.2 ODS policy/legislative/regulatory and institutional framework

I.2.1 Status of Ratification of amendments to the Montréal Protocol

The Government of Botswana in its commitment to the phase out of the country's consumption of Ozone Depleting Substances (ODS) became a Party to the Vienna Convention for the Protection of the Ozone Layer and its associated Montreal Protocol in December 1991 and went on to ratify the first four of the Protocol’s Amendments.

The 81st meeting of the Executive Committee approved a project “Enabling activities for HFC phase-down” for Botswana. This project, which is currently under implementation, will facilitate early ratification of the recently-agreed Kigali Amendment and includes, inter alia, support for developing a regulatory framework for import/export licensing systems for hydrofluorocarbon (HFC) and HFC alternatives.

I.2.2 ODS legislation/ Regulations

Botswana, being classified as an Article 5 country and with support from the Multilateral Fund, has developed a framework for total hydrochlorofluorocarbon (HCFC) phase-out by 2030.

Botswana gazetted its Ozone Depleting Substances (ODS) Regulations in 2014 under National Meteorological Services Act 2014. The Regulations control the importation and exportation of ozone depleting substances (ODS) as well as products containing and dependant on ODS. The Regulations, inter alia, put in place control measures for the

consumption of HCFCs by restricting the importation as well as promoting retrofitting of HCFC-based equipment. In order to control the importation and consumption of HCFCs, an enforceable quota-based licensing system has been developed and operationalized since January 2015. The system further puts in place a mechanism to verify facilities handling HCFCs to ensure that they have adequate human capacity and equipment to manage HCFCs in an environmentally sound manner. This licensing and quota system is able to ensure Botswana’s compliance with the HCFC phase-out schedule. The regulations are implemented by the Department of Meteorological Services (DMS) of Botswana, National Ozone Office, National Steering Committee, Meteorological Licensing Committee and the Monitoring Committee, Botswana Unified Revenue Service, Botswana Bureau of Standards, Ministry of Environment, Natural Resources Conservation and Tourism, Ministry of Trade and Industry, Botswana Refrigeration and Air-conditioning Association (BRACA), Ministry of Health and Wellness, Ministry of Agriculture Development and Food Security, and the Ministry of Infrastructure, Science and Technology.

I.3 HCFC Consumption

Botswana is not an ODS producing country, but as an ODS import-dependent country. Given that there is no manufacturing sector using HCFCs in Botswana, HCFCs imported into the country has been solely used for servicing of RAC equipment.

All refrigeration servicing requirements in Botswana are done using HCFC-22. The importation of HCFCs was controlled starting in 2015, which implies that before that date importers could import as much as they needed. Botswana registers importers of HCFC and a licensing system has been operational since 1st January 2015.

In its 2017 Country Programme data submission, Botswana reported 156 MT of HCFCs were consumed that year (which equates to 8.58 ODP tonnes). All of that consumption was HCFC- 22 and all occurred in the refrigeration servicing sector.

According to the 2017 Article 7 data (8.58) that Botswana submitted to Ozone Secretariat, the country is in compliance with 10% HCFC reduction and it is expected that by continuing with the ongoing activities the country will also achieve the 35% reduction by 2020, even ahead of target.

I.4 HCFC Phase–out activities

Implementation of the Montreal Protocol activities in Botswana is proceeding successfully. During the 2016-2018 period, the National Ozone Office has effectively implemented the required activities under the HPMP.

The strategy of the government of Botswana is to achieve total phase out of HCFC ahead of the Montreal Protocol schedule through the promotion and adoption of energy efficiency alternative technologies with ozone and climate benefits. This can only be achieved if adequate support is made available to the Government and if proven alternative technologies are readily available to the end-users.

The Government of Botswana is promoting the use of natural refrigerants and other viable alternatives technologies that have high energy efficiency with low global warming.

The implementation of HPMP stage 1, first tranche started with a launch of the HPMP in August 2016 in 2 areas: Gaborone and Francistown, with a total of 100 participants each. Participants included stakeholders from different Department within the Ministry, other Ministries, Customs Department, technicians and traders, Botswana Bureau of Standards and law enforcement officers. The programme has trained over 600 customs officers and 75 RAC technicians. The programme has also supported the RAC association, and as a result the membership of the Association has increased.

50,000 Kasane: 6-10 November 2017 A total number of 150 officers (30 each day) were trained during this period. These were customs officers, clearing agents and other law enforcement officers from the Northern borders of the country that Botswana shares with Zambia. These borders are Kazungula road, Kanzungula ferry, Ngoma and Kasane (airport and regional office)

Kanye: 4-8 December 2017 This was targeted at officers from the South and South East borders that Botswana shares with South Africa. A total number of 175 officers from Lobatse, Jwaneng, Pioneer, Ramatlabama, Phitshane-Molopo, , Middlepits, , McCarthy’s Rust and Bray were trained.

Palapye: 4-6 July 2018 A consultant was engaged to assist in this workshop targeted at custom officers from Paarshalt, Martins drift which Botswana shares with South Africa, and Palapye inland office. A

total of 50 customs officers were trained.

Discussions in all the workshops were centred around ODS identification procedures, control measures in place for the importation and exportation of HCFCs and other refrigerants and in the end of each workshop, recommendations were made motoring illegal trade on ODS and ODS-dependent equipment. A training workshop was also held for graduate students under the Graduate Training Program for Customs school in August 2017. A total of 23 graduate were trained on ozone depletion and ozone depleting substances.

Joint border dialogue with Zimbabwe customs: 14-16 August 2018 Botswana hosted a total of 50 participants for the joint border dialogue between Botswana and Zimbabwe in Francistown. The aim was for the 2 countries to share knowledge in ODS control, including trade between the 2 countries as they share a border. The dialogue in the end discussed some common challenges between the 2 countries and suggested proposed solutions, as well as some recommendations on future cooperation.

Project 2 Strengthening of BRACA, Major training workshops were conducted on the following dates: Technical Institutions and additional training of Gaborone: 5-7 December 2016 Refrigeration Technicians. This was a 3-day major workshop for technicians which comprised of theory for 2 days and a practical session on the third day conduced at Gaborone Technical College-a Refrigeration and Air Conditioning centre of excellence. This workshop attracted technicians from both Government and Private institutions mainly from the Southern quarter of the country. A total of 70,000 45 technicians were trained, 3 of which were women.

Francistown: 22-24 February 2017 This 3 day workshop attracted 30 technicians from the North-Eastern parts of the country. The technicians were educated on good refrigeration practices in light of the flammable HCs and safety issues.

In commemoration of International Ozone Day in 2016, the NOU collaborated with BRACA for its official launch. The Association was launched in 2 areas of the country: the North East and the South East were the industry is concentrated, with a mission to “taking BRACA to the industry”.

As a result of this, more companies now registered with the association. The Association is also responsible for implementation of technicians training and certification.

Project 3 Strengthening of Regional 10 refrigerant identifiers have been procured and are currently in transit to Botswana. I.4.2 Others impacts on the environment including on the climate

The introduction of natural gas as an alternative will probably have an impact on climate. It is expected that the rate of adoption will increase after the capacity of the technicians has been strengthened in terms of use of hydrocarbon technologies.

I.4.3 Co-Financing

The government is sensitizing the private sector on projects that will bring ozone and climate benefits and the possibility of co-financing.

I.4.4 Project management unit

The institutions involved in implementation of the phase out programme in Botswana include the National Ozone Office, the National Steering Committee, Botswana Refrigeration and Air Conditioning Association (BRACA), Botswana Unified Revenue Service (BURS), the Ministry of Trade, etc.

National Ozone Unit

The National Ozone Unit (NOU) under Ministry of Environment, Natural Resources Conservation & Tourism management is the national lead agency for coordinating the implementation of Montreal Protocol activities on the phase-out of ODS. The NOU coordinates, supervises monitors and evaluate the implementation of all activities in the HPMP (there is no separate Programme Management Unit).

National Steering Committee

The National Steering Committee is an advisory body to the NOU and comprises key stakeholders involved in phase out activities. It is composed of representatives of public institutions, private sector NGOs, civil society and resource persons. Its role includes:  Examine issues relating to the protection of the ozone layer;  Inventory and monitor import and use of ODS, including HCFCs;  Participate in the development and implementation of ODS regulation measures for the control of these substances;  Monitor the implementation of programs and projects to phase out ODS, including HCFCs;  Participate in outreach and public awareness on protecting the ozone layer.

The membership to the National Steering Committee includes:

 Ministry of Trade that issues a license to do trade and not an import permit.  The Customs department where most officers have been trained to identify ODS and would monitor compliance on import permit from the NOU. In case of suspicion, some enforcement officers would call the NOU to confirm.  Environment Inspectors and economic activities inspectors, being trained to assist the NOU to conduct some spot check with retailers of refrigerants and refrigeration equipment to confirm that they are not conducting illicit trade of ODS.

 Legislation Advisory Committee and the Licensing committees who are responsible for the legislation control ODS among others and the evaluation, issuance and monitoring of ODS import/export/transit permits respectively.

Steering Committee of Montreal Protocol

The Steering Committee is composed of the key stakeholders involved in Montreal Protocol implementation such as: the Botswana Revenue Authority, Ministry of Investment, Trade and Industry, Ministry of Mineral Resources, Green Technology and Energy Security, Ministry of Agricultural Development and Food Security, Ministry of Finance and Economic Development, and the Ministry of Health and Wellness.

The Steering Committee meetings are attended by the members of the committee but also the following members attend on invitation depending on the subject that will be discussed: universities, representatives from the public and private sectors, and the Association of Refrigeration Technicians.

The Steering Committee give the overall guidance on how best the knowledge on the importance of the ozone layer depletion can be passed onto the general public and the best approach towards achieving the country’s targets of HCFC phase out.

Vocational training institutions and a few large repair workshops have been identified across the country to serve as referral centres for training of technicians and also management of some set of equipment for the technicians in the regions. They are also used to collect data from the region.

All above stakeholders were actively involved in the preparation of this HPMP and are involved in its implementation.

II VERIFICATION REPORT

A Verification report on the implementation of Botswana’s HPMP covering all years of the tranche was approved by the 80th meeting of the Executive Committee for UNEP. The report has been drafted and it will be submitted before the 82nd meeting of the Executive Committee in accordance with established procedures.

III. PLAN OF ACTION

The plan of action for the next period 2018 to 2019 will consist mainly to train large number of people and stakeholders according the availability of the technology. The training will focus on the newly recruited customs officers who are stationed at the boarders. The other officers will be provided with refresher training on new technologies and new refrigerants. Additional training will be provided to RAC technicians especially on natural refrigerants and associated safety. The informal technicians will also be considered in all the capacity building activities. The approach is in line with the overall strategy of the HPMP.
