2 INTRODUCTION

District Okara came into being on 1.7.1982 from Division of District Sahiwal, formerly known as Montgomery. It included the areas of Okara and Depalpur, which were previously two tehsils of District Sahiwal. District Okara has been an abode of certain pastoral tribes, which appear to have occupied this land from the time immemorial, maintaining independence from the successive rulers of northern India and even noted for their lawless turbulence and criminal bent. Their history goes back probably as far as the time of Alexander. Cattle lifting and abduction of women have always been a main crime and a way of life for the old inhabitants. During and after the British Rule when the main irrigation systems were established, new settlements on large scale took place. The settlers included Raos and Arains. These two communities are now playing an important social and political role in the society in addition to Syeds of Shergarh and Hujra, who contributed towards the propagation of Islam in the area. Depalpur, Haveli, Shergarh, Satgarh and Gogera are historical places of this district. In 1524, Moghal Emperor Babar, having conquered Lahore marched on Depalpur and took it by storm. The area attached to Depalpur was given under the control of Sultan Alla-ud- Din Lodhi who had been an unsuccessful competitor for the throne of Delhi. Babar had to fall back owing to defection of Daulat Khan who drove Alla-ud-Din out of country. In 1526, Babar defeated Ibrahim Lodhi at the battle of Panipat and this area came into Babar's domain. On his death, Humayun gave it to his brother Mirza Kamran who held it until the successful revolt of Sher Shah Suri in 1540. Sher Shah built a fort at Shergarh to defend this area. On the return of Hamayun this area again fell under the Moghal rule. After the end of Moghal regime, Sikh and English rulers dominated this area.

Topography This district is situated on the southern side of Punjab and lies between north latitude 29.50' and 31.33' and east latitude 72.30' and 74.11'. It is 490' to 510' high from the sea level. River Satluj and Ravi flow on its southern and northern borders. During flood season, riverbed area of Police Station Chuchak, Gogera, Mandi Ahmedabad and Baseerpur are generally affected. The soil of the district is of three kinds, clay, loam and sand. By loam is meant a mixture of clay and sand. Potato, wheat, sugarcane, maize, tobacco and vegetables are main cash crops of this district. The land is generally fertile and productive.

4 GENERAL PROFILE On the north of District Okara is situated Faisalabad, Nankana Sahib and Bahawalnagar. Whereas in its south Kasur is present. Ferozpur (India) is in the east and Sahiwal is in the west. 5 INTRODUCTION In the increasing competitive and complex world, where power and wealth are the ultimate virtues and more mouths are added daily to share limited resources; where the principle of the survival-of-the fittest operates to its logical end and where the basic needs of survival and decency can be assured only with power and wealth, people naturally go all out to ram the ladder of power and wealth by whatever means and cost. We, in the above scenario, aim at inculcating in the Punjab Police, commitment to the principles of justice, equality, integrity, fairness & respect for human rights and law enforcement in conformity with international norms and best practices to control the law & order and arrest the ever-increasing crime.

6 GOALS/TARGETS TO BE ACHIEVED a) Operational Operational priorities of Punjab Police for 2016-17 are as follows: i. Maintenance of public peace, drive against criminals, combating terrorism. ii. Security of key installations and foreigners. iii. Free registration of cases. iv. Fair & speedy investigation. v. Prevention of crime. vi. Contingency plan for meeting emergencies and Annual events like Moharram.

b) ADMINISTRATIVE: Administrative priorities of Punjab Police for 2016-17 are as follows: i. Improvement of Police Image, thana culture, community policing, redress of public complaints, monitoring and vigilance. ii. Improving discipline & accountability. iii. Merit based recruitment. iv. Raising training standards. v. Welfare of the force and projects being implemented. vi. Computerization. vii. Financial Discipline.

Action Plan to be adopted for achieving these Goals/Targets Comprehensive strategy is being implemented to achieve the targets, which are as under: a) Operational i. Maintenance of Public Peace and Order: a. Maintenance of public peace and order during public protests, power riots, religious riots etc. b. Regulate processions and public gathering in accordance with police order 2002, Criminal Procedure Code and Police Rules. c. Maintain peace and harmony during Muharram, national days and on special occasions.

7 d. Work in unison with notables of the area and various pressure groups like Traders and ullema for maintaining of peace and order in accordance with government policy. e. Peace committees activated at police station level to develop interfaith harmony between the people of different sects. f. Security measures adopted to guard sensitive mosques/Imam baraghs. g. Foolproof security of vulnerable establishment & ensure security of educational institutions. h. Implantation of Punjab Information of Temporary Residence Ordinance 2015. ii. Crackdown against hardened criminals a. Concrete steps being taken for the arrest of proclaimed offenders and absconders of cases of murder, robbery, dacoity and kidnapping for ransom. b. Proceeding u/s 88 Cr.P.C are being initiated against all proclaimed offenders. c. Action u/s 514/ Cr.P.C against court absconders and their suites. d. Daily supervision of the campaign with strict accountability. iii. Combating Terrorism a. Activists of banned extremist organizations are closely monitored and their activities are restricted through legal mechanism. b. 4th schedule lists revised and updated on regular basis to include Afghan Trained Boys (ATBs), Returnees from Afghan Prisons (RAPs), Lal Mosque Elements (LMEs) Returnees from Guantanamo Bay (RGB). c. The enforcement of loudspeaker and Amplifier Act and action against misuse of loudspeaker, wall chalking and Hate material. d. Crackdown on chanda collection by proscribed organizations. e. Mischief mongers and firebrand speaker not allowed addressing any gathering in the district. f. Combing the areas and camps occupied by Afghan population, and repatriation of illegal settlers. g. Procurement of technical gadgetry and scanners to be fixed on all entry points.

8 h. Construction of fortified check posts with close circuit television (CCTV) cameras, and aggressive checking at all entry points into the district including national highways. i. Strict vigilance of key installations and sensitive points. j. Special duties deployed on mosques and other places of worship at the time of prayers. k. Print & electronic media have been sensitized regarding government Policy/action in combating terrorism. l. Intelligence regarding the activities of sectarian terrorists being collected from all possible means. m. Complete record regarding relatives/ visitors of under trial sectarian accused will be maintained. n. Persons on hit list or possible targets will be briefed properly in order to avoid any untoward incident.

Security of Key Installations & Foreigners: i. Security of all dignitaries, VIPs/VVIPs and diplomats in accordance with the Blue Book. ii. Security enhanced for all the foreigner especially, Chinese nationals involved in development projects in the Province. iii. Security enhancement of all governments’ functionaries and buildings against suicide attacks and bomb blasts. iv. Securing of all key installations and sensitive places against any act of terrorism. v. Installation of CCTV Cameras. vi. Coordination with Armed Forces and Intelligence Agencies on security issues. vii. Proper briefing of Force deployed.

Free Registration of Cases: i. Open door policy, Establishment of complaint centers and holding open katchehries. ii. All criminal cases, particularly against property will be registered freely and promptly. iii. Cases would preferably be registered on written statement to be signed by the complainant, iv. Reporting rooms in all police stations to be upgraded. v. DPOs will specially focus on prompt and helpful response to victims of criminal offences. 9 vi. Patrons of criminal and men of influence harboring absconders or criminals would be special target of Punjab Police in order to ensure rule of law.

Fair and Speedy Investigation: i. In accordance with the provision of Police Order 2002, a separate & independent Investigation Wing has been established at Police Station level. An Officer of the rank of S.P has been appointed as Incharge Investigation Wing. ii. Separation of Investigation Staff from Watch and Ward at the Police Station level. iii. Challan of the cases to be submitted in the court within stipulated period. iv. Early trial of criminal cases ensured through vigorous prosecution.

Prevention of Crime i. Reduce incidents of highway robberies in the Province. ii. Streamline sector-wise patrolling by Punjab highway Police under the command of Addl. IGP, Punjab Highway Patrol. iii. Special attention will be given to control crime against property. iv. Unemployment, poverty and increase in population are main factors for rise in crime. Following measure are taken to prevent crime: a. Proactive policing b. Preventive policing c. Training and capacity building d. Improved detection and prosecution e. Involvement of community policing f. Police image – improvement measures g. Special initiative for improvement of police stations, traffic management and highway safety.

Contingency plan for meting emergencies and annual events like Muharram-ul- Haram: To met emergencies and maintain law & order during the forthcoming Muharram-ul- Haram, a comprehensive Security Plan is being prepared. To keep the peace and harmony, various meetings will also be held with the members of Peace Committees and ulema of all sects.

10 Administrative Steps Improvement of police image, thana culture, community policing, redress of public complaints, monitoring and vigilance. I. Improvement of Police Image Police of are undergoing a major credibility crisis. Police should change its behaviour and attitude towards the public in order to improve its image. The world is moving towards the concept of community policing at a rapid pace; which is a policing strategy and philosophy based on the notion that community interaction and support can help control crime and reduce fear, with community members helping to identify suspects, detain vandals and bring problems to the attention of public. However, unless police extends cooperation coupled with courtesy towards the public this targets cannot be achieved. i. Open courts are being held regularly at DPO and SDPO level to attend public complaint and address their grievances. ii. Rescue 15 and police help centers are functional round the clock. iii. Close liaison with print and electronic media to project the achievements of police. iv. Establishment of Mobile Police Stations v. Prompt/free registration of cases. vi. Meaningful patrolling and show of force to restore public confidence and minimize crime. vii. Preservation of public peace and ensuring safety of the citizens. viii. Ensuring culture of transparency. ix. Ensuring fair investigation of cases.

II. Change in Thana Culture All the senior officers have been directed to be accessible to the public, the media and all segments of the society and should set unprecedented examples of courtesy and cooperation. For positive change in thana culture following steps are being ensured: i. Well furnished reporting rooms in each Police Station. ii. Appointment of well-educated Police officers as Duty Officers. iii. Appointment of ASIs as “Moharrar” of police stations. iv. Availability of cold water in the police stations for visitors. v. Issuance of receipt for each application. vi. Respectful behavior with applicants.

III. Community Policing i. Peace committees comprising ulema, religious leaders of all sects, political leaders and notables of the area have been established at Police Station & District levels which assist the district Police to keep peace and religious harmony among all religious congregations. ii. Beat system, neighborhood watch system (Teekri pehra and chowkidara system) and mohallah committee have been established in the district, with the active participation of the community. We hope it would prove to be a milestone in improving the law and order scenario in the province.

IV. Redress of Public Complaints i. Complaints against police are entertained at Complaint Cell at DPO Office Okara. Redressal of grievances is to be ensured by officer designated for this job. Response time varies between 24 hours up to one week depending on nature of complaint and district involved. ii. Complaint cell, which works round the clock. iii. Every complaint, whether false or true, is being responded to by telephone call, letter or email

V. Monitoring and Vigilance: i. Formal and informal inspections are being conducted by DPOs & SDPOs. ii. Disciplinary actions are being initiated against the delinquent police officers and officials.

Improving Discipline & Accountability i. Strict accountability system. ii. Frequent instructions to improve discipline. iii. Action against indiscipline personnel.

Merit-Based Recruitment i. Merit based recruitment of Constables. ii. Merit based promotion to the rank of DSP, Inspector, SI, ASI and HC

Welfare of the force & projects being implemented i. Messing has been significantly improved as far as the dietary standards and the dining conditions are concerned. ii. New barracks are being constructed in Police Stations and Police Lines in all Districts to provide accommodation to the force. iii. Scholarship amount for the children of police employees have also been increased. iv. Guzara allowance is been given to widows and disabled police employees. v. Dowry fund is also being provided to police employees (serving & retired) for marriage of their daughters. vi. When a police officer dies during service or is martyred, an amount of Rs. 50000/- is given for funeral arrangements. vii. As a compensation an additional pay is given at the time of retirement. viii. Full medical cover is provided to the police employees suffering from a serious disease. ix. Compensation to the family of Shaheed has been increased to from 5 Lac to 1 corer. (20 Lac by Punjab Government & 10 Lac by Department). x. Shaheed is considered to be a living person and on duty and his or her family enjoys all the benefits of pay till the completion of his or her 60 years service, including pension. xi. Children of a Shaheed are provided education expenses by the police department.

13 xii. Compensation for the disabled Police employee has been increased from Rs.0.2 - 0.5 million.

Computerization Installation of Computer at Offices & Police Stations All the main branches of DPO Office, SDPO/City Office, Police Lines and 19 Police Stations have been equipped with computer facility. The following task is being performed at the computer sets: i. All the important crime registers at the police stations are being computerized. ii. Crime analysis Data Evaluation Software iii. Slide viewers of criminals iv. Vehicle verification v. Data collection of sectarian activists. vi. Updated list of hardened criminals vii. Data of FIRs viii. Misc. correspondence ix. 19 GENERAL REVIEW OF THE STATE OF POLICING UNDER MAJOR Heads in last Five Years (2011 to 2016) Murder The figures regarding registration of cases under this head were 260 in 2012, 232 in 2013, 255 in 2014, 168 in 2015 & 133 in 2016. Keeping in view the geography of the area, it is not an alarming situation, but this crime can be reduced/controlled through effective and efficient preventive action by identifying the old feuds between the parties and it was tried to bring down the number of incidents during the years 2017.

Attempted Murder There has been a nominal fluctuation under this head. It was 264 in 2012, 266 in 2013, 267 in 2014, 127in 2015 & 107 in 2016. This head of crime has been controlled by taking preventive actions during the year 2017 and the same will be reduced in the upcoming years.

Hurt The figures of reported cases under this head were 614 in 2012, 498 in 2013, 526 in 2014,416 in 2015 & 518 in 2016. The crime ratio can be reduced through timely preventive action and by involving Citizens Police Liaison Committee in solving problem at Police Station level.

Accidents Accidents has shown phenomenal increase under this head of fatal accidents during the last five years. The reported cases were 55 in 2012, 62 in 2013, 53 in 2014, 72 in 2015 & 44 in 2016. This increasing of fatal accidents can be maintained by making the Traffic Police more vigilant and efficient.

Dacoity A decreasing trend has been noticed during the last five years. The reported cases were 341 in 2012, 327 in 203, 209 in 2014, 140 in 2015 & 80 in 2016. Many/factors contribute" to commission of this heinous crime. Some of the major causes are listed below: i. Weaponization of society ii. Unemployment iii. Promotion of materialism through media This crime can be reduced through effective patrolling, busting of gangs, use of modern techniques, getting the accused convicted through courts and involving community. 20 Kidnapping/Abduction The figures of registered cases under this head were 847 in 2012, 913 in 2013, 910 in 2014, 682 in 2015 & 550 in 2016. District Police has to devote special attention to this crime. Timely arrest of the accused and quick conviction by effective pervi will be helpful to control the crime.

Motor Vehicle Theft The crime under motor vehicle theft has shown up-ward trend during the last five year. The crime under this head were 336 in 2012, 430 in 2013, 457 in 2014, 326 in 2015 and 309 in 2016. This crime can be reduced by involvement of community installation of security system in vehicles, establishment of regular policy for use of modem technique like cameras, establishment of checking at entry & exit points of the district and busting of gangs. However, the crime under this head will be controlled by using all modern techniques.

Arms The figures of reported cases under this head were 1188 in 2012, 1187 in 2013, 1285 in 2014, 1520 in 2015 and 1522 in 2016. The district Police will have to stretch its re- sources to improve its working under the head in the year 2017. *****

Making Okara Roads Safer i. Patrolling on G.T Road in collaboration with the Motorway Police. ii. Patrolling on Highways in collaboration Punjab Highway Patrolling. iii. Intensive Patrolling in the crime infested areas in the timings of crime. iv. Naka bandi during S.O.S. on the selected points.

35 AIMS AND OBJECTIVES OF THE ANNUAL POLICING PLAN 2016-17 Article 32 of the Police Order 2002 provides that the Head of the District Police is required to prepare an Annual Policing Plan in consultation with the District Nazim. The Annual Policing Plan will throw light on these aspects: i. Objectives of the Policing Plan ii. Targets to be achieved iii. Mechanism for achieving these targets iv. Financial resources likely to be available during the year

Aims and Objectives. The Annual Policing Plan has the following aims and objectives. i. To uphold the rule of law ii. To provide effective and high quality police service to the people of Okara iii. To bring to face justice all those who break the law iv. To preserve public order, prevent crime and to eradicate terrorism v. To enhance and improve public-police relationship vi. To assist the members of the public irrespective of their age, sex, political affiliations, religious, beliefs or their ethnic or social backgrounds

Need of the community. Policing can be effective only if it is done keeping in view the concerns of the community. A close cooperation and linkage between public and police will give to the police a fair idea of what public expects from the Okara Police. In order to ascertain the needs of the community, the Okara Police has arranged various meetings with different segments of society which include, MNAs, MPAs, notables, ulamas of various sects, professionals, journalist, intellectuals etc. Detailed discussions with various segments of society brought to focus the following pressing needs of the community: i.
