HARPER Edited by Teresa Healy www.policyalternatives.ca Photo: Hanson/THE Tom CANADIAN PRESS Understanding Stephen Harper The long view Steve Patten CANAdIANs Need to understand the political and ideological tem- perament of politicians like Stephen Harper — men and women who aspire to political leadership. While we can gain important insights by reviewing the Harper gov- ernment’s policies and record since the 2006 election, it is also essential that we step back and take a longer view, considering Stephen Harper’s two decades of political involvement prior to winning the country’s highest political office. What does Harper’s long record of engagement in conservative politics tell us about his political character? This chapter is organized around a series of questions about Stephen Harper’s political and ideological character. Is he really, as his support- ers claim, “the smartest guy in the room”? To what extent is he a con- servative ideologue versus being a political pragmatist? What type of conservatism does he embrace? What does the company he keeps tell us about his political character? I will argue that Stephen Harper is an economic conservative whose early political motivations were deeply ideological. While his keen sense of strategic pragmatism has allowed him to make peace with both conservative populism and the tradition- alism of social conservatism, he continues to marginalize red toryism within the Canadian conservative family. He surrounds himself with Governance 25 like-minded conservatives and retains a long-held desire to transform Canada in his conservative image. The smartest guy in the room, or the most strategic? When Stephen Harper first came to the attention of political observers, it was as one of the leading “thinkers” behind the fledgling Reform Party of Canada. -

April 28, 2020 Honourable Catherine McKenna Minister of Infrastructure and Communities [email protected] Dear Minister McKenna, We write as twenty (20) business organizations representing a broad cross-section of Manitoba’s economy collectively employing tens of thousands of women and men. Those industries include engineering & consulting, heavy civil and 2 vertical construction, commercial and residential development, manufacturing & exporting, retail, agriculture, commercial trucking and skilled trades. Our appeal to the federal government is that it assist in our provincial economic recovery by accelerating the approvals of and flexibility in the allocation from federal programs. Such measures would enable funding of key Manitoba projects that would immediately procure jobs, build legacy assets and be key instruments in help kick-staring Manitoba’s economy. The above is necessary to help correct the lack of confidence in the economy by all its sectors, the alarm, anxiety and fear of what lies ahead around the corner, and indeed where that corner is. That has led to private-sector projects being deferred or outright canceled. Those decision have resulted in lost jobs, supply and equipment sales, all of which reduces the collective ROI to GDP. Addressing consumer and investor confidence is critical to our recovery. In that regard, we understand the Province of Manitoba has communicated its commitment to flow its capital programs, harnessing investment in infrastructure to help Manitoba’s economy recover. We are told Manitoba has more than $6B in project submissions for the Investing in Canada Infrastructure Program (ICIP) with many being shovel ready. We urge the federal government to make the most of the current market conditions - competitive bid prices and extraordinarily low interest rates - to meet the formidable economic challenge in front of us. -

We can all appreciate that in a public health crisis such as this, decisive action is needed by our elected officials as new information comes to light and situations change. Manitobans are worried, and they are looking to their government for support to survive the financial and economic uncertainty ahead. Over the coming days and months, governments will need to enact a number of measures to protect the economic security of workers, families, and communities, including our most vulnerable community members. I trust that you are working hard on those very things right now. With such a rapidly evolving and urgent situation, the Manitoba Federation of Labour is repeating its call for the Government of Manitoba to immediately implement at least 14 days of job-protected leave for all working Manitobans who need it. Since I last wrote you, a number of things have happened with respect to workplaces and workers throughout our province. As you know, in addition to K – 12 public schools being ordered to close as of this coming Monday, all licensed child care centres are now suspending services effective end-of- day tomorrow. -

TO: UMSU Membership FROM: UMSU VPA, Kristin Smith DATE: Thursday, December 3, 2020 RE: 2020 Annual General Meeting VPA Report Report of the Vice-President Advocacy General Responsibilities Student Senate Caucus (SSC) I co-chair the Student Senate Caucus with UMGSA Vice-President (Academic) Rubel Talukder. We on-boarded the newly elected Senators in May, and distributed the revised Student Senate Caucus Handbook. Since then, we have been meeting on a monthly basis ahead of Senate meetings. Student Senate Caucus offers a venue for senators to voice their concerns about the Senate agenda prior to the Senate meeting, and to articulate questions to be raised at Senate. I construct the SSC agendas through reviewing the Senate agenda for the next meeting, pulling out the most important items for discussion, and distilling the issues in appendices. Senators understand they are encouraged to read the Senate agenda when it comes out to help identify if something should be added. The Student Senate Caucus has been eager in adopting an advocacy role as well, having submitted 2 proposals to the University, led by myself as Caucus co-chair: one for compassionate grading, and another for various measures to improve online learning. The Student Senate Caucus has also successfully filled the majority of Senate Committee seats requiring student representation. Individual Student Cases I have helped many students on individual advocacy concerns since beginning my term at UMSU. Sometimes it is as simple as answering a set of questions, providing advice, or connecting students with another office. Other times, students request that I be their official advocate in a disciplinary case, final grade appeal, admissions appeal, case for special consideration, or a myriad of other issues. -

Community Support and Services Committee Report No. 1, 57th Parliament Subordinate legislation tabled between 11 August 2020 and 7 September 2020 1 Aim of this report This report summarises the committee’s findings following its examination of the subordinate legislation within its portfolio areas tabled between 11 August 2020 and 7 September 2020. It reports on any issues identified by the committee relating to the policy to be given effect by the legislation, fundamental legislative principles (FLPs) and lawfulness. It also reports on the compliance of the explanatory notes with the Legislative Standards Act 1992 (LSA).1 The report also outlines the committee’s consideration of compliance with the Human Rights Act 2019 (HRA) and the human rights certificate tabled with the subordinate legislation.2 2 Subordinate legislation examined No. Subordinate legislation Date tabled Disallowance date 146 Disability Services (Fees) Amendment Regulation 2020 11 August 2020 24 February 2021 *Disallowance dates are based on proposed sitting dates as advised by the Leader of the House. Chapter 3 Such privileges as were imported by the adoption of the Bill of Rights 3.1 Statutory recognition of the freedom of speech for members of the Parliament of New South Wales The most fundamental parliamentary privilege is the privilege of freedom of speech. In Australia, there is no restriction on what may be said by elected representatives speaking in Parliament. Freedom of political speech is considered essential in order to ensure that the Parliament can carry out its role of scrutinising the operation of the government of the day, and inquiring into matters of public concern. The statutory recognition of this privilege is founded in the Bill of Rights 1688 . Article 9 provides: The freedome of speech and debates or proceedings in Parlyament ought not to be impeached or questioned in any court or place out of Parlyament. Apart from the absolute protection afforded to statements made in Parliament, other privileges which flow from the Bill of Rights include: the right to exclude strangers or visitors; the right to control publication of debates and proceedings; and the protection of witnesses etc. before the Parliament and its committees. 1 Article 9 is in force in New South Wales by operation of the Imperial Acts Application Act 1969.2 Members are protected under this Act from prosecution for anything said during debate in the House or its committees. Despite this, in 1980 Justice McLelland expressed doubts about the applicability of Article 9 to the New South Wales Parliament in Namoi Shire Council v Attorney General. He stated that “art 9 of the Bill of Rights does not purport to apply to any legislature other than the Parliament at Westminster” and therefore, the supposed application of the article, does not extend to the Legislature of New South Wales. -
