EXECUTIVE SUMMARY

USAID partnered with the Government of Indonesia (GOI) to reduce greenhouse gas (GHG) emissions and conserve biodiversity in carbon rich and biologically significant forest and ecosystems. USAID and the GOI achieved these goals through the USAID LESTARI project. At the national level, LESTARI’s main counterpart was the Ministry of Environment and Forestry Directorate of Conservation Areas. Key subnational partners included forestry agencies in the provinces of Aceh, Central Kalimantan and Papua. LESTARI was implemented under the leadership of Tetra Tech and a consortium of sub-contractor and local grantee partners. LESTARI’s key outcomes included improved land use governance, enhanced protected areas management and protection of key species, sustainable private sector and industry practices, and expanded constituencies for conservation among various stakeholders. LESTARI originally scheduled to run from August 2015 through July 2020. The end date has been extended to September 20, 2020.

This brief Quarterly Progress Report (QPR) covers LESTARI project activities during the closeout period from April 1, to June 30, 2020. Field activities were previously phased down and closed out during the second quarter in the January to February time frame. During this April to June period, project activities were limited to facilitating three virtual events with partners, completion of final reporting requirements, and operational closeout. These were led by a small group of senior -based technical and operational staff. Throughout this period, the LESTARI COVID-19 policy and related procedures instituted in March 2020, through consultation with USAID and the Tetra Tech ARD Home Office, remained in place.

Key technical priorities included: • Compilation of the LESTARI Final Report – the key final deliverable • Compilation and submission of the Final Assessment • Finalization of the series of Lessons Learned Technical Briefs • Finalization and distribution of Champions of the Forest • Virtual events and discussions with partners on topics related to wildlife conservation in Indonesia and the COVID-19 pandemic

Key operations priorities included: • Closeout of remaining sub-contracts and grants • Field office closures and property disposition • Deconstruction of LESTARI Jakarta office at Wisma GKBI • Staff demobilization • Closing of vendor and financial accounts and shipment of files to Home Office • Compilation of hard copy deliverable reports and Google drive folder with all programmatic materials for handover to USAID

This report summarizes the above technical and operational priority activities. Details of final project achievements and results are documented separately in the LESTARI Final Report, which is expected to be completed in August 2020.

RINGKASAN EKSEKUTIF

USAID bermitra dengan Pemerintah Indonesia untuk menurunkan emisi gas rumah kaca dan melestarikan keanekaragaman hayati di ekosistem hutan dan mangrove yang kaya karbon dan penting secara biologi. USAID dan Pemerintah Indonesia mencapai tujuan ini melalui proyek USAID LESTARI. Di tingkat nasional, mitra utama LESTARI adalah Direktorat Kawasan Konservasi, Kementerian Lingkungan Hidup dan Kehutanan. Mitra utama di daerah meliputi Dinas Kehutanan di Provinsi Aceh, Kalimantan Tengah dan Papua. LESTARI dilaksanakan dibawah kepemimpinan Tetra Tech, konsorsium mitra sub-kontraktor dan penerima hibah lokal. Hasil utama LESTARI mencakup perbaikan tata kelola pemanfaatan lahan, peningkatan pengelolaan kawasan lindung dan perlindungan spesies kunci, praktik sektor swasta dan industri yang berkelanjutan, serta perluasan konstituen untuk konservasi diantara berbagai pemangku kepentingan. LESTARI dijadwalkan berlangsung mulai dari Agustus 2015 hingga Juli 2020. Namun, waktu berakhirnya telah diperpanjang hingga 20 September 2020.

Laporan Perkembangan Triwulanan singkat ini mencakup kegiatan Proyek LESTARI selama periode penutupan dari 1 April hingga 30 Juni 2020. Kegiatan lapangan telah dikurangi secara bertahap dan ditutup selama kuartal kedua bulan Januari hingga Februari. Selama periode April hingga Juni, aktivitas proyek dibatasi untuk memfasilitasi tiga acara virtual dengan mitra, penyelesaian persyaratan pelaporan akhir, dan penutupan operasional. Kegiatan ini dilaksanakan oleh sekelompok kecil staf teknis senior dan operasional yang berbasis di Jakarta. Selama periode ini, kebijakan COVID-19 dan prosedur terkait LESTARI yang diberlakukan sejak bulan Maret 2020, tetap berlaku melalui konsultasi dengan USAID dan Kantor Pusat Tetra Tech ARD.

FINAL REPORTING & KNOWLEDGE MANAGEMENT

Final Assessment Led by the M&E Team, the Final Assessment was conducted over January to March 2020. From April to June 2020, the team focused on compilation and review of findings, drafting of the report, and submission to USAID. The objective of this Final Assessment was to measure the performance of LESTARI in achieving its main outcomes and the ability of government and non- government partners to sustain and amplify these outcomes. The final assessment allowed LESTARI staff and partners to internally evaluate and reflect on the project Theory of Change that included interviews with local government partners, review of case studies, and analysis of key learning questions. Final assessment results will help inform USAID, GOI and other development partners on the design, implementation, and monitoring and evaluation of similarly complex sustainable landscape and biodiversity conservation projects in the future. Results were also used to inform the LESTARI Final Report.

Final Report The Final Report process began in May 2020, and as per section F 4.10 of the LESTARI Contract Scope of Work, aimed to document key activities and achievements of the Activity Monitoring and Evaluation Plan (AMEP) objectives from the start of the project through its completion. The Final Report outline was discussed and cleared by USAID before the LESTARI team began drafting the report, and it is scheduled for submission in mid-July. The report shows the final achievement of LESTARI’s 16 indicators, with 14 indicators reaching or exceeding 100% of their LOP targets. The report notes that for more detailed analysis of the project development hypotheses and Theory of Change, the reader should refer to the Final Assessment.

Lessons Learned Technical Briefs Over the final year, LESTARI planned and produced a series of 12 Lessons Learned Technical Briefs as a key knowledge management priority. These briefs cover a range of technical topics addressed by LESTARI over the course of the project. Each brief includes background information on the issue, analysis of the main project intervention, lessons learned, and recommendations moving forward. During this quarter, six additional briefs were finalized, approved by USAID, disseminated to relevant partners, and uploaded to USAID’s Development Experience Clearinghouse (DEC) database. LESTARI will ensure that all briefs are also posted on the Climatelinks portal for wide dissemination and accessibility after project closeout.

Champions of the Forest A second key final year knowledge management priority was the completion of the LESTARI Champions book. Entitled Champions of the Forest, this visually focused book is a compilation of the stories, pictures, and perspectives of 40 LESTARI Champions across all landscapes. During this quarter, KSDAE finished reviewing the book and cleared it for dissemination. The preface contains comments from both the Director General of KSDAE and the USAID/Indonesia Director of Environment Office, highlighting the partnership and collaboration. Soft copies have been distributed to all government and champion partners, with limited hard copy distribution in the next quarter.

Virtual Events with Partners To maintain partnership engagement during the time of COVID-19 restrictions, LESTARI provided a platform for discussion of important issues by organizing and conducting a series of virtual events over Zoom in Jakarta, Central Kalimantan, and Papua.

On April 9, LESTARI hosted a virtual event entitled The Challenges to Absorbing Reforestation Funds Amid COVID-19 Pandemic in Central Kalimantan. The event shared and discussed lessons learned and best practices from LESTARI experiences in mobilizing the Reforestation Funds to strengthen forest management while building the self-reliance of local partners. Event participation included a Program Head at the Provincial Forestry Agency, Head of FMU V, Head of FMU XVII, Bappeda ( Province), Global Green Growth Institute (GGGI), University of Palangkaraya, NGO partners, and LESTARI staff. A total of 104 total viewers logged on for the event.

The main conclusions included: (1) there is a need for provincial government to formulate innovative schemes through village government involvement, so budget absorption is not centralized at the province level; (2) FMUs as new budget managers can and should empower MPA (Masyarakat Peduli Api) or Community Fire Brigade to carry out fire monitoring while maintaining compliance with the COVID-19 policy by reducing the number of patrol members; (3) all planning obligations for Forest and Land Rehabilitation can be done virtually by taking today’s virtual discussion as example; and (4) the provincial government should consult with the national government for budget reallocation.

On April 22, in commemoration of Earth Day, LESTARI hosted a virtual webinar Earth Day 2020: COVID-19 and Our Relationship with Wildlife to share and discuss insights on the impacts of wildlife trade and land use change on emerging zoonotic disease. A moderated discussion included experts from Bogor Agricultural University, Wildlife Conservation Society, and the Ministry of Environment and Forestry. The USAID/Indonesia Environment Office Director and the Director General of Natural Resources and Ecosystem Conservation at the Indonesian Ministry of Environment and Forestry provided opening remarks. More than 2,000 viewers tuned in, live streaming via YouTube and joining as audience members on the Zoom platform.

Panelists agreed that it is no coincidence that ecosystem damage is associated with a significant increase in the number of infectious diseases. An intact ecosystem provides protection to humans. New infectious diseases are often caused by damage to natural

On May 13, LESTARI organized and hosted a webinar entitled COVID-19: Learning from Papuan Traditional Communities to Rebuild Harmony with Nature in conjunction with USAID and KSDAE. Opening remarks by the Director of Conservation Areas at KSDAE and the USAID/Indonesia Environment Office Director highlighted the partnership and collaboration. The COVID-19 pandemic has brought renewed focus on the impacts of land use change and habitat destruction on human well-being. This webinar raised awareness to both policymakers and the general public on the lessons we can learn in responsible natural resource management from traditional Papuan communities. Panelists included the Head of Lorentz National Park, Head of CDK Mimika, Head of Community Forest Patrol Group, Universitas Cenderawasih, WCS Indonesia Program, and Mongabay Indonesia. A total of 212 individuals joined as panelists/attendees via Zoom, and an additional 477 individuals watched the YouTube livestream. OPERATIONAL CLOSEOUT ACTIVITIES

COVID-19 Policies and Procedures In March 2020, LESTARI senior management, in collaboration with the Tetra Tech ARD Home Office, implemented a comprehensive Standard Operating Procedure in response to the COVID-19 pandemic. The SOP was shared to all staff and USAID. Key points are summarized below:

• All staff are requested to work remotely from home. All staff have been assigned laptops, and the IT specialist has ensured remote access to the MIS and shared folder. • Social distancing is being encouraged and all in-person meetings have been cancelled. Staff will strive to maintain engagements and discussions with partners through virtual means (phone/email/video conference) whenever possible. • Internal LESTARI team meetings (senior management, operations team, technical team, and landscape teams) will be held virtually on a weekly basis. • All non-essential domestic and international travel will be cancelled, and any staff members currently traveling will return home as expeditiously as possible. • Staff showing any symptoms will be actively encouraged to self-isolate or seek medical assistance if necessary. • All LESTARI Closeout Events (Papua, Central Kalimantan, Aceh, Jakarta) are postponed indefinitely. LESTARI participation in other events/meetings involving large gatherings has been cancelled. • The LESTARI COP and supporting senior management team are leading management and coordination of the SOP from Jakarta. For field offices, COVID-19 task force members have been designated for Aceh, Central Kalimantan, and Papua landscapes as the point persons to coordinate implementation of the response. • LESTARI senior management will continue to monitor and track developments in Indonesia, and regularly coordinate with USAID and the Tetra Tech ARD Home Office.

During this quarter, the SOP remained in effect throughout the Large-Scale Social Distancing (PSBB) period. Operational closeout activities such as subcontract and grantee closeout, packing and property disposition, and staff demobilization (described below) were able to proceed but were disrupted and slowed down due to COVID-19 restrictions. During transition to the New Normal period, remaining Jakarta based staff balanced working from home with working from office as necessary.

LESTARI Office Closures and Property Disposition During full-scale project implementation, LESTARI managed ten project offices spanning from Aceh to Papua, with more than 150 staff. All field offices have been closed and all field staff effectively demobilized. 15 Jakarta-based staff remain on the project to complete final deliverables and closeout requirements. Closeout processes began in the second quarter and continued throughout this quarter, in line with the Demobilization and Disposition Plan. An update report on the outcomes of office closures and property disposition was provided to USAID in mid-May 2020 and is summarized below.

A Property Disposition Plan was submitted to USAID on March 11, 2020 and approved on March 23, 2020. LESTARI conducted a thorough review of potential recipient organizations and followed recommendations as per the ADS 534.3.7 order of preference. Based on a request from the LESTARI COR, the LESTARI landscape team conducted a comprehensive internal

Inventory Check in each project office due to COVID-19 travel restrictions for USAID staff. Guided by the USAID memo, the LESTARI Operations Manager worked with the LESTARI operations team in all landscapes to conduct the check. The check included physical inspection of USAID logo (sticker), inventory tag number, physical condition, as well as recorded values and usage documentation. The results of internal checks at each LESTARI office have been submitted in the form of reports to USAID.

A. Aceh Offices. Property disposition and office closures were conducted for 4 offices in Aceh – Banda Aceh (provincial capital), Tapaktuan (South Aceh), Blangkejeren (Gayo Lues), and Kutacane (Southeast Aceh). In Banda Aceh 48 items were disbursed, in Tapaktuan 98 items, in Blangkejeren 195 items, and in Kutacane 38 items. Key recipient organizations included the Aceh Environment and Forestry Agency, district government partners, Environmental Journalists’ Forum, farmer/community groups, and NGO partners.

B. Central Kalimantan Offices. Two offices in Palangkaraya were closed – one in the local Bappeda Office and one outside the government office. 216 items were disbursed to partners including provincial government, Bukit Baka Bukit Raya National Park, community social forestry groups, farmer groups, and NGO partners.

C. Papua Offices. LESTARI worked in four landscapes in Papua Province and therefore had offices in relevant districts as well as the provincial level (Jayapura). Property disposition was conducted in collaboration with LESTARI consortium members. Recipients included partners such as BKSDA Papua, District Forestry Branches, FMUs, NGOs, and foundations operating in Papua. All offices were closed.

D. Jakarta Office. The LESTARI Jakarta office at Wisma GKBI is scheduled to be closed by the end of July 2020. Packing of files and property disposition began in May, and 109 boxes of files were shipped to the Tetra Tech file storage facility in Vermont on July 8. Building management requires that the office is returned to its original condition. The deconstruction process is currently taking place.

Staff Demobilization All remaining field staff were demobilized from the project. As stated in Demobilization and Disposition Plan, the employment of LESTARI CCN staff was terminated in accordance with the terms of their individual contracts and Indonesian Labor Law requirements. USAID approval was acquired on the final severance calculation, which was reviewed by a local law firm for accuracy and compliance.

In Aceh and Central Kalimantan, offices were closed on April 15, and the majority of remaining field staff were demobilized on the same date. A few administrative and M&E staff stayed on board until June 10 to support final reporting. In Aceh, a total of 28 staff were demobilized while in Central Kalimantan a total of 21 staff were demobilized.

In Papua, offices were closed on April 30, and the majority of field staff were demobilized on the same date. A few administrative and M&E staff stayed on board until June 10 to support final reporting. Due to the COVID-19 pandemic, 14 LESTARI staff (Lorentz Lowlands and Mappi- Bouven Digoel Landscapes) were temporarily unable to return to their Homes of Record because of provincial-wide travel restrictions. These staff were supported through a temporary M&IE allowance while awaiting the lifting of travel restrictions, which were cleared by July. A total of 41 staff from Papua offices were demobilized.

Jakarta-based staff were demobilized through a phased approach throughout the quarter. Many technical and operations staff ended their contracts on April 30. A total of 19 staff have been

demobilized while a small core team will remain until the end date to complete final reporting, finance, and administrative needs.

The three expatriate staff are expected to be demobilized from the project according to the following schedule:

Subcontracts and Grants under Contract (GuC) Closeout LESTARI brought to a close all remaining subcontracts. Field-based subcontractors included FIELD Foundation, Yayasan Sahabat Cipta, Blue Forests, and WWF Indonesia. FIELD Foundation, Yayasan Sahabat Cipta, and Blue Forests subcontracts ended by June 30, 2020. LESTARI’s U.S. subcontractors included Wildlife Conservation Society (WCS), Winrock International, and Michigan State University, and all three ended by June 30, 2020.

LESTARI also closed contracts with seven remaining grantee organizations by May 31, 2020. LESTARI formally informed the grantees three months prior to their grant end date to alert them of upcoming deadlines and requirements. Grantees are required to submit final reports prior to LESTARI issuing payment of their final invoices. LESTARI will adhere to relevant sections from CIB 90-12, 22 CFR 226.70-73 and Guidance on Closeout Procedures For A&A Awards (an additional help document for ADS Chapters 302 and 303) to guide grants program closure.

For both subcontractor and grantee partners, LESTARI coordinated with them to ensure field activities are brought to a smooth close based on their respective work plans and results are well documented in relevant reports.

Compilation of Files for USAID Hard copies of all key project deliverables (Work Plans, Quarterly Reports, Annual Reports) were compiled for sending to USAID, as requested. This package will be sent after finalization of the Final Assessment, Final Report, and third quarter QPR. The Google Drive folder compiling all programmatic materials (deliverables, technical reports, and communications products including links to short videos produced) was updated, with all new reports being added as they are approved. LESTARI will share the folder with USAID once all remaining reports are finalized.

Closing of Vendor and Financial Accounts and Shipment of Files to Home Office On July 8, 119 boxes of LESTARI files were packed and shipped to US-based Iron Mountain for long-term storage.

• Finalize and submit the Final Internal Assessment and Final Report

• Finalize and submit the Year 5 Environmental Mitigation and Monitoring Plan (EMMP) Record of Compliance

• Finalize the last Lessons Learned Technical Brief on FPIC for Improved Land Use Governance

• Conduct limited hard copy printing and distribution of Champions of the Forest

• Ensure final copies of relevant reports are shared with DEC and Climatelinks portals

• Submit hard copy files of all program deliverables to USAID

• Update and share Google Drive folder containing all programmatic materials with USAID

• Complete requirements for uploading relevant datasets to the Development Data Library (DDL)

• Complete property disposition and Jakarta office deconstruction

• Close vendor and financial accounts and ship files to Home Office

• For staff still working from office, maintain COVID-19 safety protocols and procedures
