GREATER HOUSTON PARTNERSHIP Speaker FUTURE OF Bio TEXAS Congressman Michael McCaul | R-TX 10th District Congressman Michael T. McCaul is currently serving his eighth term representing Texas' 10th District, stretching from the city of Austin to the Houston suburbs and includes Austin, Bastrop, Colorado, Fayette, Harris, Lee, Travis, Washington and Waller Counties. At the start of the 116th Congress, Congressman McCaul became the Republican Leader of the Foreign Affairs Committee, which considers legislation that impacts the diplomatic community, including the Department of State, the Agency for International Development (USAID), the Peace Corps, the United Nations, and the enforcement of the Arms Export Control Act. Congressman McCaul served as the Chairman of the House Committee on Homeland Security during the 113th, 115th, and 116th Congresses. As Chairman, McCaul introduced numerous bills to ensure to the Department of Homeland Security has the best policies and resources to carry out its vital mission of protecting the American people. Spurred by the many NASA employees, universities, and high tech companies in the 10th District, Congressman McCaul co-founded and co-chairs the Congressional High Tech Caucus and the Cybersecurity Caucus, which enhances Texas' role as a global leader in technology. Congressman McCaul also serves as Chairman Emeritus, House Committee on Homeland Security, Co-Chair of the Congressional Cybersecurity Caucus, Co-Chair of the Childhood Cancer Caucus. Prior to Congress, Michael McCaul served as Chief of Counter Terrorism and National Security in the U.S. Attorney’s office, Western District of Texas, and led the Joint Terrorism Task Force charged with detecting, deterring, and preventing terrorist activity. McCaul also served as Texas Deputy Attorney General under current U.S. Senator John Cornyn, and served as a federal prosecutor in the Department of Justice’s Public Integrity Section in Washington, DC. A fourth generation Texan, Congressman McCaul earned a B.A. in Business and History from Trinity University and holds a J.D. from St. Mary's University School of Law..

As you are aware, Boehner revealed he had originally intended to serve as Speaker for only two terms, but after the stunning grassroots defeat of Majority Leader Eric Cantor, he decided to remain in the position through the end of this year. However, in order to prevent greater damage from further "prolonged leadership turmoil," Boehner changed his plans yet again and will be resigning at the end of October. Millions of voters in Texas and across the nation have been in a state of 'prolonged turmoil' since the election of President Obama in 2008. As evidence of the strong displeasure with the direction the President has taken the country, voters have elected a strong Republican majority in the United States House of Representatives and the United States Senate during the midterm elections of both of his terms. Unfortunately, to their chagrin, little has changed after these sweeping electoral victories. The grassroots—of which I include myself—are extremely frustrated at the lack of action on any number of conservative public policy priorities in D.C. The voters did not elect conservative Republicans in 2010 and 2014 to stand by idly as their leaders engaged in the politics of surrender. Speaker Boehner's resignation is a direct result of the very same grassroots wave that swept him into power.

The Metropolitan Organization (TMO) Call to Action Tell Senators Cornyn and Cruz and members of Congress to support Rent Assistance in the next stimulus bill This week the US Congress is deciding what will be funded in a stimulus bill that will be more than $1 Trillion. The House passed the $3 Trillion HEROES Act two months ago (HR 6800) which set aside $100 Billion for Rent Assistance and $75 Billion for Mortgage Relief. The Senate is proposing a much smaller stimulus bill and they currently do not plan any rent assistance. Here are some reasons why TMO supports rent assistance: • Its immoral and unhealthy to force families into homelessness during a global pandemic. • More than half of Houston families are renters. • In a recent survey, over 40% of Texas renters were unsure they could pay August rent. • Each day hundreds of area families are being evicted or self-evicting and doubling up in apartments of family and friends—one reason why there is so much community spread of COVID in neighborhoods with many apartment complexes. • The CARES Act has had a moratorium on evictions/foreclosures on rental properties with mortgages guaranteed by the federal government, but that moratorium ends July 25. May 18, 2021 The Honorable Nancy Pelosi Office of the Speaker H-232, US Capitol Washington, DC 20515 Dear Speaker Pelosi: We write today to request that you cease all proxy voting measures and all remote committee proceedings in the House of Representatives for the remainder of the 117th Congress. It is time we follow the science, lead by example, and fully return to work to serve the American people. More than 272 million COVID-19 vaccine doses have been administered1 and at least 75 percent of members of Congress have been fully vaccinated,2 with all members and congressional staff having access to the vaccine. Most recently, on May 13, 2021, the Centers for Disease Control and Prevention (CDC) issued updated guidance that recommends “fully vaccinated people no longer need to wear a mask or physically distance in any setting.” 3 Additionally, the Office of the Attending Physician (OAP) has issued guidance that fully vaccinated members and staff “can resume activities that [they] did prior to the pandemic.” Ineffective remote procedures have hindered Congressional operations for too long and should not continue for the duration of the 117th Congress. On May 15, 2020, the House of Representatives passed a resolution to allow proxy voting and remote committee proceedings. All members of the Republican party and even three Democrats voted against this measure; however, since its passage and continuation in the House Rules for the 117th Congress, members have voted by proxy countless times and no fully in-person public committee meetings have occurred. The flawed system of proxy voting and extended vote times has led to exorbitant delays on the House floor.
