PREFACE

I am happy to inform you that this is the 9th monthly road accident analysis in Tamil Nadu. This analysis report contains the target fixed for total accidents and accident deaths to be reduced during this year. This report also includes the target fixed for riding/pillion riding of motor bike without wearing helmets, using mobile phones while driving and not wearing seat belt. Total accidents for September 2019 has decreased by 12.75% when compared to September 2018. Similarly the accidental deaths during September 2019 has decreased by 10.43% when compared to previous year. Tiruchirapalli, , and has controlled the total accidents as per the target fixed during September 2019. Eleven districts have controlled the accidental deaths as per the target fixed. Suggestions and recommendations are welcome for the improvement of Road Accident analysis.

1. Introduction

Road Traffic accidents are very common these days. Most of the accidents caused injuries or either worse death. There may be several reasons for this State of affairs. Some of such reasons are violation of traffic rules and regulations by the commuters . The most common rule which commuter don’t follow is, wearing of helmets and fastening of seat belts. Mobile phones have revolutionised our world but at many times they prove a big nuisance. It is common to find people chatting on their mobile phones while they are driving. This increases the risk of accident many times. Simple precaution can save us from serious injuries in case of accidents and it is easy to follow. During this year various amendments have been made to the Motor Vehicles Act 1988 in order to improve the on-road safety of commuters by imposing more fines for the above violations. The accidents and accident deaths and various activities taken to reduce the accidents is analysed in this report. 2. Districtwise Total Accidents during the month of September 2019

The top 10 districts in total accidents are Chennai city, Tiruppur,

Kancheepuram,Villupuram, Cuddalore, Salem , Coimbatore, Madurai, Vellore and Tirunelvlei.

Less than 100 accidents were occurred in Thoothukudi, , Dharmapuri, Pudukottai,

Sivagangai, Nagapattinam, Ramanathapuram, Theni, Virudhunagar, Karur, Thiruvarur,

Ariyalur, Perambalur, and The Nilgiris during September 2019.

The top 10 districts in total deaths are Chennai city, Kancheepuram, Coimbatore,

Tirunelveli, Salem, Dindigul, Krishnagiri, Tiruppur Tiruchirappalli, and Namakkal. In Ariyalur ,

Pudukottai and The Nilgiris less than 10 fatalities were occurred during the month of September

2019.

During the month of September 2019, the grievously injured person is very high in Chennai city.

In twelve districts there is no grievously injured persons during the month of September 2019 namely Ariyalur, Dindigul, Karur, Perambalur, Thanjavur, Theni and Tiruvannamalali. Only one person got grievously injured in eight districts namely Tiruchirapalli, Dharmapuri, Erode, Pudukottai, Ramanathapuram, The Nilgiris, Tiruvallur and Vellore. In the remaining districts, except Chennai city, Krishnagiri and Namakkal the number of grievously injured persons are less than 50.

The top 10 districts the number of persons minor injured are Chennai city, Villupuram, Tiruppur, Kancheepuram, Cuddalore, Madurai , Salem, Krishnagiri,Vellore and Coimbatore.

During the month of September 2019 four districts Tiruchirapalli, Nagapattinam,Perambalur and Thiruvarur has controlled the total accidents as per the target fixed and the remaining districts were not achieved the targets on accedents.

During the month of September 2019 eleven districts Erode, Vellore, Pudukottai, Thanjavur, Karur, Thiruvallur, Villupuram, The NIlgiris, Ramanathapuram, Nagapattinam and Coimbatore has controlled the total deaths as per the target fixed and the remaining districts were not achieved the targets on deaths. 5

During this year (upto September 2019) only three districts viz., Trichy, Ariyalur and The Nilgiris has controlled the total accidents as per the target fixed. The remaining Districts have not controlled the accidents according to their target. These districts are instructed to take necessary action to achieve the target.

Similarly, during this year ( Upto September 2019) the twelve districts viz., Erode, Vellore, Tiruchirapalli, Thanjavur, Villupuram, Dharmapuri, Salem , The Nilgiris , Ariyalur, Tiruppur, Thiruvarur and Virudhunagar has controlled the accidental deaths as per the target fixed. The remaining districts administrators are instructed to take necessary action to achieve the goal.

In Sivagangai, Theni, Tirunelveli, Kanniyakumari and Krishnagiri both the total accidents and total deaths are very high comparing the same month of the previous year. In Pudukottai and Tiruvallur districts the fatalities have come down inspite of the total accidents are in increasing trend when compared to September 2018.

Likewise, the total deaths are very high in eleven districts namely Perambalur, Sivagangai, Kanniyakumari, Kancheepuram, Theni, Tirunelveli, thoothukudi, Tiruvarur, Tiruppur, Dindigul and Krishnagiri comparing the same month of the previous year.

In the following districts even though the total accidents are in decreasing trend the fatalities have been increased in Thoothukudi, Tiruvarur, Tiruppur , Dindigul, Perambalur and Kancheepuram during September 2019 when compared to September 2018.

In Dharmapuri district the total accident is in decreasing trend during September 2019 when compared to previous year September 2018, but the fatalities are same in both years Sep 2018 and Sep 2019.. In the remaining districts fatalities have come down when compared to previous year September 2018.

In Sivagangai, Kanniyakumari and Kancheepuram Districts both Total accidents and fatalities are in increasing trend when compared to the previous year upto Sep 2018. In , Tiruvallur and Virudhunagar Districts the total accidents are in increasing trend when compared to previous year upto September 2018 inspite of that the fatalities have come down. Even though the total accidents are in decreasing trend the fatalities have been increased in Chennai city upto September 2019 when compared to upto September 2018. In the remaining districts both total accidents and fatalities have come down when compared to previous year upto September .

More number of accidents occurred in Chennai city (5430) followed by Coimbatore (803), Madurai City

(680) and Salem city (615). The number of persons killed during the month was very high in Chennai city and Coimbatore city than other cities.

Significantly, the number of persons killed in road accidents during September 2019 are decreased by 10.43 per cent comparing to the

previous year. When compared to previous month, both total accidents and fatalities have come down during the month of September 2019. During this year 2019 (upto September ) 5141 accidents were reduced when compared to previous year ( upto September 2018). Similarly, 1201 fatalities were reduced when compared to previous year upto September 2018. During this month (September 2019) 850 person killed out of 794 fatal accidents. More than one person died in some accidents.

According to vehicles accidents by the Government and private buses have been reduced by 22.45% and 14.97% respectively comparing the previous year. Total accidents by two wheelers have been decreased by 9.38% and by other vehicles by 8.84%. Accordingly, Death by Government /Private buses have been reduced by 24.67% and 21.12% respectively when comparing to previous year upto Sep 2018. Even though the accident deaths by all vehicles are in decreasing trend, death toll by three wheelers has been increased by 9.30% when compared to previous year. 13(a) Accidents and deaths according to roads- in September 2019

From the above table it reveals that the most number of accidents occurs in State Highways 34.85% to total accidents followed by National Highways which is of 30.31% , other district roads 20.88% and other village roads 13.96%. Nearly 65.15 % of accidents occurs both together in National and State Highways. The major cause for the accidents were fault of driver (98.48%) which may be due to drunken driving, over speed, aggressive driving, use of Cell phone etc.,

A total of 63920 road accidents have been reported by the State in the calendar year

2018, claiming 12216 lives and causing injuries to 74537 persons. The Accidental death has reduced around 25 percent during the year 2018 and the accidents has decreased by 2.50 percent comparing the previous year 2017.

17. Highlights

o In Tamil Nadu , around 154 accidents and 28 fatalities were occurred every day during

September 2019 .

o The maximum accidents and fatalities are caused by the two wheelers

o During this month, the most number of accidents occured in State Highways ( 34.85%) o Nearly 65.15% of accidents occured both together in National and State Highways.

o Nearly 68.59% of the Death occured in National Highways (33.29%) and State

Highways (35.29%) in Tamilnadu.

18. Conclusion

The Sustainable Development Goal on Road Safety for the year 2019 is to reduce the death to 9182 and total accidents to 49080 . The Stake Holder departments Transport, Police,

Highways, Health and Education of the State are taking necessary actions along with District

Collectors to achieve the Goal. This has resulted an achievement of 83.35% of total accidents and 83.87% of accidental deaths against the target.
