1.1 INTRODUCTION

The site is located at the intersection of Alexandra Parade and Smith Street, where the distinctive and historic characters of the inner city suburbs of Collingwood and Clifton Hill meet. With a rich industrial past, the site sits at the edge of Clifton Hill, opposite the Gasworks mixed use development and Collingwood’s emerging end of Smith street. The development site includes the amalgamation of a number of lots, and the acquisition of a small portion of laneway.

The development proposes to integrate the project within its surrounding industrial fabric with a contemporary design that makes reference to its industrial past and present as well as respecting the local heritage character along Smith Street. The architectural response breaks down the overall scale of the project with larger commercial blocks to the South and a smaller scale community orientated building accessible to the general public to the North. The transition in scale and use favours the residential zone to the North and the ground floor plane includes a new pedestrian laneway connecting Smith Street and Reeves Street. This laneway integrates with the existing laneways and surrounding streets to encourage pedestrian access and facilitate integration with the bicycle network along Wellington Street. An integrated full line supermarket is a focal point for the development and an asset for the local residents. A holistic environmental and sustainable approach is proposed, including community orientated waste strategies, innovative facade screening and landscaping throughout.

This Design Report has been prepared by Bates Smart on behalf Development Summary of Fortis Development Group and forms part of a Town Planning Application to be submitted to the Yarra City Council. Floor Space 2 It describes the proposed architectural response for the sites known Site Area: 4,978m as 592-596 Smith Street, 598-600 Smith Street, 602-604 Smith Total GFA (including basement levels): 30,523m2 Street, 606 Smith Street, 612-614 Smith Street, 2-12 Alexandra Parade Total Commercial NLA: 16,172m2 and 1-7 Reeves Street, Clifton Hill. Total Retail GLAR: 3,243m2 The proposal has been developed with consideration to the principles Total Supermarkket GLAR: 3,300m2 set out in the City of Yarra Planning Scheme. 1.2 ARCHITECTURAL STATEMENT

The proposal is for a commercial and retail mixed-use building with high environmental and sustainable targets and an aspiration offering to the local community. With the creation of a ground plane rich in circulation and open spaces, the inclusion of landscape as an integral part of the design, the retention of the heritage frontages, the richness of facade typologies and carefully planned floor plates, the proposal sets itself as a new benchmark in its location and a reference for future projects.

The proposed massing of the development respects its surroundings by scaling down into smaller components with a textural richness that enhance its integration into both its immediate streetscapes and the broader built context.

At the podium levels, textural facades with a higher level of solidity encase a diverse mix of uses. These levels focus on both locals and tenants alike, promoting meandering and discovering, and blurring the boundaries between public and private space. An array of food and beverage options are proposed to compliment an integrated full-line supermarket.

The smaller building located to the North of the development has a more communal offering, containing varied food and beverage tenancies. This building integrates the existing heritage frontages and in a clear reference to its site features a unique crafted facade inspired by the foundry currently in operation at 612-614 Smith Street.

The commercial tower is articulated into distinctive masses, that transition from an urban to a human scale. These distinctive masses are defined by slight variances in lightweight metallic façades. These facades allow for natural light within the floor plate and shelter from the sun to reduce the heat load on the building. Tenants will benefit from the retail offering and the highly pedestrianised ground plane in proximity to their working places. Terraces are included at various commercial levels and are key for the wellbeing and improved lifestyle of the tenants.

Overall the building is a high-quality mixed-use offering with a diversity of opportunities within a singular and richly designed proposal. A sustainably conscious proposal with a focus on wellbeing, the project integrates with its surroundings, taking the local community as a key driver for creating an active, engaging and welcoming precinct.
