Basketball diplomacy is also a lens to observe the evolution of American power from 1893 through present day. Basketball connects and permeates foreign cultures and effectively disseminates American influence unlike any other form of soft power, which is most powerfully illustrated by the United States’ basketball relationship with China. American basketball diplomacy will become stronger and connect with more countries with greater influence, and exist without relevant competition, until the likely rise of China in the indefinite future.

By John Zich, USA TODAY Who's the toughest guy to cover? "Stephon Marbury," Ford says. "And A.I.," meaning Allen Iverson, who will be Ford's opponent Tuesday when the Milwaukee Bucks open at the Philadelphia 76ers. Do you like the people on your team? "Yes." Do you still have a chance of getting hurt? Ford, 22, smiles and shuffles his feet. It is the question he can't avoid, even here, where his inquisitor is 11. "That chance is always there," he says, "but not any more (for me) than anyone else." Questions of safety and health hover in the rafters wherever Ford plays these days. Tuesday he will walk onto an NBA court for his first real game since Feb. 24, 2004. Ecker Department of Mathematics University of Northern Iowa Cedar Falls, Iowa 50614-0506 USA Received: November 6, 2003 Accepted: December 1, 2003 ABSTRACT We examine the evolution of the National Basketball Association’s (NBA’s) Draft Lottery by showing how the changes implemented by the Board of Governors have impacted the probabilities of obtaining top picks in the ensuing draft lottery. We explore how these changes have impacted the team with the worst record and also investigate the conditional probabilities of the fourth worst team receiving the third pick. These calculations are conditioned upon two specified teams receiving the first two selections. We show that the probability of the fourth worst team receiving the third pick can be made unconditionally. We calculate the probabilities for the fourth worst team to move up in the draft to receive either the first, second, or third selections, along with its chance of keeping the fourth pick or even dropping in the draft. We find there is a higher chance for the fourth worst team to drop to the fifth, sixth or seventh position than to stay at the fourth position or move up. I.
