Every person operating a rickshaw, bicycle or motorized scooter in the City of Tulsa shall be subject to the provisions of this title applicable to the driver of a vehicle, except as to those provisions which by their very nature can have no application. Any such person shall obey the instructions of official traffic signals, signs and other control devices applicable to vehicles unless OBEY SIGNS otherwise directed by a police officer.

Every pedestrian shall cross the street within the crosswalk or at an intersection, whether or not such intersection is controlled by traffic-control signals; provided, however, that this provision shall not apply to residential neighborhoods, except where a major street passes through such neighborhoods or traffic-control devices are provided.
