Niksch Specialist in Asian Affairs Foreign Affairs, Defense, and Trade Division Korea-U.S. Relations: Issues for Congress Summary The United States has had a military alliance with South Korea and important interests in the Korean peninsula since the Korean War of 1950-53. Many U.S. interests relate to communist North Korea. Since the early 1990s, the issue of North Korea’s development of nuclear weapons has been the dominant U.S. policy concern. Experts in and out of the U.S. government believe that North Korea has produced at least six atomic bombs, and North Korea tested a nuclear device in October 2006. In 2007, a six party negotiation (between the United States, North Korea, China, South Korea, Japan, and Russia) produced agreements encompassing two North Korean and two U.S. obligations: disablement of North Korea’s Yongbyon nuclear installations, a North Korean declaration of nuclear programs, U.S. removal of North Korea from the U.S. list of state sponsors of terrorism, and U.S. removal of North Korea from the sanctions provisions of the U.S. Trading with the Enemy Act. In June and July 2008, North Korea and the Bush Administration announced measures to implement fully the agreements by October 31, 2008. The Bush Administration has subordinated to the nuclear other North Korean activities that affect U.S. interests. North Korean exports of counterfeit U.S. currency and U.S. products produce upwards of $1 billion annually for the North Korean regime.

We argue that the combination of human and machine curation on media portals marks a new period for news media and journalism. Although intermediary platforms routinely claim that they are merely the neutral technological platform which facilitates news and information flows, rejecting any criticisms that they are operating as de facto media organisations; instead, we argue for an alternative, more active interpretation of their roles. In this article we provide a contemporary account of the South Korean (‘Korean’) online news media ecology as an exemplar of how contemporary media technologies, and in particular portals and algorithmic recommender systems, perform a powerful role in shaping the kind of news and information that citizens access. By highlighting the key stakeholders and their positions within the production, publication and distribution of news media, we argue that the overall impact of the major portal platforms of Naver and Kakao is far more consequential than simply providing an entertaining media diet for consumers.

This paper is a preliminary result in developing a bidirectional machine translation system of Indonesian-English, by using open source software and creative common corpus. We will describe our method, starting with corpus collection process, followed by corpus processing and the software system for translation. The corpus is developed through a collaborative P2P development framework, a collective intelligence approach to building a parallel text of Indonesian- English. We further describe the component of the translation system which combine a hybrid symbolic-statistical technique. 1. Introduction In the era of globalization, communication among languages becomes much more important. People has been hoping that natural language processing and speech processing, which are part of ICT (Information and Communication Technology), can assist in smoothening the communication among people with different languages. However, especially for Indonesian language, there were only few researches in the past. Based on the fact that there is no large corpus available and it is of crucial importance, the first phase of this project is to build large bilingual Indonesian- English corpus. We use collective intelligence approach to build this corpus, which in turn are used to build modules for the hybrid symbolic-statistical Machine Translation (MT). 2. System Components There are two main components in building statistical machine translation system where both of these components are crucial. Additional supporting component is the symbolic modules.

A web-based news exchange Aswat al-Iraq (www.aswataliraq.info) was set up to enable Iraqi journalists and media organisations to pool their news coverage. The project also established a training and mentoring programme to help Iraqi journalists build their reporting skills and to improve their understanding of the democratic process, especially important in anticipation of the January 2005 elections in Iraq.
