Justification for locating the project in forest land The proposal involves the proposed MGR, Coal Conveyor & POL siding corridors for Odisha UMPP being set up in Sundergarh District of Odisha State. As proposed MGR, Coal Conveyor & POL siding corridors are passing through single crop agricultural land and wasteland involving minimum displacement and revenue Forestland spread across vast areas on either side of the proposed alignment, other alternatives for the purpose have been explored and the land required in respect of forest land for finalized alignment is barest minimum. The basis of selection of proposed MGR, Coal Conveyor & POL siding corridors for Odisha UMPP is availability of land with adequate water supply available at Hirakud dam, single crop land use pattern, basic infrastructural facilities like State Highway and Broad Gauge railway lines are available, least R&R issues, fuel availability and its transportation and the acceptability of minimum forestland from the environmental considerations. The details of basis have been provided for the selections of alignment. Alignment-I Alignment is passing through Jharsuguda abandoned airstrip. Presently, this airport is nonoperational. As such, this location was not found feasible for the proposed MGR, Coal Conveyor & POL siding corridors for Odisha UMPP. Alignment-II This alignment involves settlements, forestlands and also involves Jharsuguda abandoned airstrip which was not found feasible for the proposed MGR, Coal Conveyor & POL siding corridors for Odisha UMPP. Alignment-III The alignment is passing through single crop agricultural land and wasteland involving minimum displacement and revenue forestland. Based on the site selection team assessment, it was found that Alignment-I was not suitable due to the airport authority’s plan to utilize the air strip in near future. Further, the Alignment-II involves displacement of large number of families as well as contains forestland. Therefore, Alignment-I and Alignment-II were not considered. In view of the above, alternate Alignment-III passing through single crop agricultural land and wasteland involving minimum displacement and revenue forestland was considered to be more suitable for locating the proposed MGR, Coal Conveyor & POL siding corridors for Odisha UMPP. The identified land, about……..acres, which includes……..acres Private land,…..acres of Govt. land and….acres of Forest land, will be required for proposed MGR, Coal Conveyor & POL siding corridors for Odisha UMPP. The demarcation of land for the proposed plant has been carried out taking into account the proposed plan so as to optimize the land requirement. A sub-group of the Expert Appraisal Committee, MoEF, Govt. of India along with CEA official visited the proposed as well as both the alternate site to inspect the feasibility of sites. Finally, proposed site was considered most suitable site. .
