Minutes of the Annual General Meeting of the Dorset Association of Parish and Town Councils held on Saturday 9 November 2019 in the Council Chamber, County Hall, Dorchester at 10.00 am

1) Welcome The President, John Parker, took the Chair.

The President welcomed representatives of member Parish and Town Councils, and the following guests:

Cllr Spencer Flower, Leader of Dorset Council Cllr Pauline Batstone, Chair of Dorset Council Cllr Anthony Alford, Cabinet Member for Customer, Community and Regulatory Services, Dorset Council Alex Picot, Chief Executive of Dorset Community Action

The President thanked Came and Company for sponsoring the event and the exhibitor who had attended.

2) Apologies Apologies were received from:

3) Elections of Honorary Officers • President – John Parker handed over to the Chair, Cllr Alan Thacker. No other nominations had been put forward. John Parker to continue as President was proposed by Cllr KD Johnson, seconded by Cllr Mike Jones. CARRIED

Cllr Alan Thacker handed back to John Parker.

• Vice-Presidents – No changes to the existing Vice-Presidents Cllr Janet Page and Mr Tony Gibb. Proposed by Cllr Alan Thacker, seconded by Cllr Susan Cowsill. CARRIED • Honorary Treasurer – Ms Donna Yea was appointed unopposed to the role of Honorary Treasurer. • Honorary Auditor – Mr Andrew Notley was appointed unopposed as Honorary Auditor.

4) To agree minutes of the 2018 Annual General Meeting. The minutes of the previous meeting held on Saturday 10 November 2018, had been circulated previously and were accepted as a true record of the meeting - subject to adding Cllr Alan Thacker to the apologies list and adding that the motion vote was carried for motion 6 from Studland Parish Council - and signed by the President. 5) To receive and adopt the Annual Report including the Treasurer’s Report and Audited Accounts for Financial Year 2018/19 The President, John Parker, presented the report to the AGM, which had been circulated with the Agenda.

The President proposed that if there were no comments regarding the Annual Report that it be accepted by the AGM. Proposed and Carried

The Honorary Treasurer presented the report which had been circulated with the Agenda. Proposed and Carried

The Audited Accounts for the financial year 2018/19 were received and approved.

6) To consider motions submitted by Member Councils

1) Sherborne Town Council

Sherborne Town Council did not have a representative in attendance at the AGM to propose its motion on Government support for renewable energy and energy conservation projects. The association’s constitution states that the sponsor council’s representative must propose resolutions at the AGM. The meeting was very disappointed that the motion could not proceed and this situation will be referred to the DAPTC Executive Committee.

2) Langton Matravers Parish Council

The meeting considered the following proposal by Langton Matravers Parish Council:

Langton Matravers Parish Council proposes a) that DAPTC urge NALC to lobby the Government to make Town and Parish Councils (T&PCs) statutory consultees for all planning applications within their council areas thereby ensuring T&PCs’ comments are given greater weight. b) that DAPTC lobby Dorset Council to ensure that T&PCs are given 28 days to respond to planning applications Cllr William Knight accepted the amendment that Bournemouth, Christchurch and Poole Council should be included for lobbying under b) of the motion.

Motion Vote: CARRIED with amendment as above

3) Chideock Parish Council

The meeting considered the following proposal by Chideock Parish Council:

Chideock Parish Council proposes that DAPTC, through NALC, lobbies central government and Local Authorities to ensure the provision of an effective and economic transport system as an essential component of supporting the economy and the wellbeing of all family members regardless of age, gender or disability Cllr Vanessa Glenn accepted the amendments of the addition of “and reduction of fossil fuel emissions” after the third line and “ability” rather than “disability” for the final word.

Motion Vote: CARRIED with amendments as above

4) Hazelbury Bryan Parish Council

The meeting considered the following proposal by Hazelbury Bryan Parish Council:

Hazelburt Bryan Parish Council proposes that NALC vigorously lobby central government to amend paragraph 14(a) of the National Planning Policy Framework (Feb 2019) to allow Neighbourhood Plans to be considered valid with full planning weight for a 5 year period rather than the current 2 year period

Motion Vote: CARRIED

The formal part of the AGM was concluded at 11.30am followed by coffee and exhibitors. Delegates returned to the chamber for the Presentation and Audience/Panel Debate.

7) Guest speaker plus audience Q & A session with:-

Cllr Spencer Flower, Leader of Dorset County Council gave an update on the outcomes so far of the Dorset Council organised workshops and details on the Executive Advisory Panels, especially the one focussing on the relationship with Parish and Town Councils.
