The political administration of the NCT closely resembles that of an Indian state. It has its own legislature, high court and an executive council of ministers headed by a Chief Minister. The BJP pulls out of the ruling alliance and brings down the government in Jammu and Kashmir in a move made with the Lok Sabha elections in mind even as the State sinks into greater depths of violence and militancy. Bharatiya Janata Party (BJP) president Amit Shah has demonstrated a ruthless streak ever since he arrived in New Delhi. He has broken political alliances in States from outside (Bihar), staked a claim to government without a legislative majority (Goa, Meghalaya), and won in some States by poaching other parties’ leaders (Nagaland). He played the “Hindu card” to achieve a last-minute win in his home State (Gujarat), and has taken on established parties through the Rashtriya Swayamsewak Sangh (RSS) by portraying RSS workers killed by activists of the opposition as “martyrs” (Kerala), and encouraged inghting in two other State parties (West Bengal). Jammu and Kashmir remained relatively distant from Shah’s Machiavellianism until June 19, when he pulled the rug from under the feet of Chief Minister Mehbooba Mufti and brought down the three-and-half- year-old coalition government in the most volatile State of India. Long before the BJP’s sudden announcement of withdrawal from the alliance, however, the daggers were drawn within the forced political marriage between the BJP and the Peoples Democratic Party (PDP). The two parties, which had overzealously campaigned against each other right until the end of the 2014 Assembly elections in Jammu and Kashmir, were bound to cut loose, sooner or later.

Crime No.197 of 1992, is against lakhs of kar sewaks alleging the offences of dacoity, robbery, causing of hurt, injuring/defiling places of public worship, promoting enmity between two groups on grounds of religion, etc. The IPC offences were, therefore, under Sections 153-A, 295, 297, 332, 337, 338, 395 and 397. The second FIR 1 viz. FIR No.198 of 1992 was lodged against eight persons named therein - Mr. L.K. Advani, Mr. Ashok Singhal, Mr. Vinay Katiar, Ms. Uma Bharati, Ms. Sadhvi Ritambara, Mr. Murli Manohar Joshi, Mr. Giriraj Kishore and Mr. Vishnu Hari Dalmia, two of whom are dead due to passage of time viz. Mr. Ashok Singhal and Mr. Giriraj Kishore. The FIR alleges offences under Sections 153-A, 153-B and Section 505 IPC. 46 further FIRs pertaining to cognizable offences and 1 FIR pertaining to non- cognizable offences were also lodged. Initially, a Special Court set up at Lalitpur was to try these cases but subsequently notifications were issued by the State Government, after consultation with the High Court, dated 8 th September, 1993 whereby these cases were to be tried by a Special Court at Lucknow.

The state executive consists of the governor, the chief minister, the council of ministers and the advocate general of the state. Thus, there is no office of vice-governor (in the state) like that of Vice-President at the Centre. The governor is the chief executive head of the state. But, like the president, he is a nominal executive head (titular or constitutional head). The governor also acts as an agent of the central government. Therefore, the office of governor has a dual role. Usually, there is a governor for each state, but the 7th Constitutional Amendment Act of 1956 facilitated the appointment of the same person as a governor for two or more states. APPOINTMENT OF GOVERNOR The governor is neither directly elected by the people nor indirectly elected by a specially constituted electoral college as is the case with the president. He is appointed by the president by warrant under his hand and seal. In a way, he is a nominee of the Central government. But, as held by the Supreme Court in 1979, the office of governor of a state is not an employment under the Central government.

Sangma and Deputy Chief Minister Prestone Tynsong today met Union Finance Minister Nirmala Sitharaman in New Delhi and submitted memorandum requesting the Ministry of Finance to incentivise national banks and prioritize the setting up of new bank branches in rural areas to increase the reach of banking system in the State. Chief Minister also submitted a memorandum requesting the Government of India to increase Meghalaya’s share of central taxes. The Union Minister was also apprised on the overall financial position of Meghalaya. After meeting Union Finance Minister, Chief Minister and Dy Chief Minister also met Minister of State for Finance Anurag Thakur and discussed on way forward for initiating externally funded World Bank & New Development Bank projects in the state. He was also apprised of the 3 externally aided projects that focus on Health, Tourism & Road Infrastructure development in the State. Chief Minister and Dy CM also met Union Minister for Animal Husbandry, Fisheries and Dairying Giriraj Singh and discussed prospects and interventions to be taken up in the State to promote cattle breeding, piggery and fisheries for economic growth and sustainable development. The duo also called on Minister of State Heavy Industries and Public Enterprises, Arjun M Meghwal and discussed various issues related to the introduction of electric vehicles, particularly for short distance public transport. Later in the day, Chief Minister met Union Minister for Minority Affairs, Mukhtar Abbas Naqvi as part of his visit to the capital today.
