Benefits to Greater Hartford The GHMS sets a path to improve mobility in Greater Hartford by planning an integrated, resilient, multi-modal system. The study process, called a Planning and Environmental Linkages (PEL) study, provides a unique opportunity to accomplish this. The PEL study evaluates potential improvement alternatives to see if they meet the GHMS’s Purpose and Need (P&N). This process efficiently identifies transportation priorities in the region. It prioritizes stand-alone projects into the National Environmental Policy Act (NEPA) process. Projects that do not meet the P&N of the study are documented but not evaluated further, saving on the cost of further engineering and environmental analysis.

Study Steps and Timeline The study steps and timeline below reflects Phase 1 and the start of Phase 2 of the GHMS. Phase 2 will involve a deeper analysis of the identified projects. Additional details about the Phase 2 study steps will be shared as the study progresses into 2021. The expected study duration is 2-3 years.
