Welsh Parliament Petitions Committee Petition P-05-886 Stop the Red Route (A55/A494 corridor) March 2021 This report summarises the Petitions Committee’s consideration of a petition against the further development of proposals for a new road in north east Wales. It includes several recommendations made by the Committee. The petition 1. Petition P-05-886 Stop the Red Route (A55/A494 corridor) was submitted in the name of Linda Scott in June 2019 having received a total of 1,409 signatures, consisting of 1,275 collected online and 134 on paper. Petition Text: We call on the National Assembly of Wales to urge the Welsh Government to withdraw its support for the "Red Route" (A55/A494/A548 Deeside Corridor Improvement) on the grounds that: 1) The construction of the new road through ancient woodland, and across agricultural land, contradicts Planning Policy Wales and the Well-being of Future Generations Act. 2) The recently published plans for a new A494 Dee Bridge, widening of the A494 and other improvements will deliver the Deeside traffic improvements without the need for the ‘Red Route’. 3) The costs used to justify the choice of the “Red Route” failed to account for necessary upgrade of the Flintshire Bridge. It also does not include the addition www.senedd.wales Petition P-05-886 Stop the Red Route (A55/A494 corridor) of crawler lane at a major congestion point on the A55, the hill out of Northop towards Holywell. Congestion at these points will be made worse by the construction of the Red Route. The underestimate of the costs used imply that the proposed road cannot be considered value for money.

Cross Party Group on the UK Changing Union Annual Report and Financial Statement July 2014 Foreword: David Melding AM (Chair) The Cross Party Group on the UK Changing Union aims to facilitate debates in the National Assembly on the different territorial devolution debates taking place in the United Kingdom, and their impact upon Wales. During the year the group looked at the impact of the Scottish referendum on Wales, what is happening in Scotland with the independence referendum, constitutional conventions, and fiscal and welfare devolution in the UK. As Chair of the Cross Party Group I am grateful to all the Assembly Members who have supported our work. We have also benefited from the expertise of several guest speakers who have given their time most generously. Mark Reckless AM reported on his meeting with Lord Thomas in relation to his role as chair of the Commission on Justice in Wales currently considering issues relating to the increasing divergence between the law in Wales and in England, and the possibility of a separate or distinct legal jurisdiction for Wales, and that Lord Thomas had indicated that he would like 1 to engage with Assembly Members appropriately after the first stage of the Commission’s deliberations. 5. Catriona Reckless reported that she had participated in an earlier meeting with Matthew Richards and Elisabeth Jones, as co-heads of the Assembly’s legal team, and they were in support of the Cross-Party Legal Group being established, and wished at a future date to give a presentation to the Cross-Party Legal Group about the Assembly’s legal function, its established leading expertise in devolved law, and its role in optimally supporting Assembly Members.

HOUSE OF COMMONS LONDON SW1A 0AA 11 March 2021 Rt Hon Mark Drakeford MS First Minister Welsh Government 5th Floor Tŷ Hywel Cardiff Bay CF99 1NA Sent by email to [email protected] Dear First Minister We are writing to you on behalf of the Welsh farming community to voice our serious concerns at the outcome of the recent Senedd vote on annulling The Water Resources (Control of Agricultural Pollution) (Wales) Regulations 2021. You and 29 other Members voted against annulment. Members of both the FUW and NFU Cymru have written to us to say that, in classifying the whole of Wales as a Nitrate Vulnerable Zone, the Welsh Government has put their livelihoods at risk. The huge upfront investment required to comply with the regulations will make their businesses unviable and uncompetitive, causing massive damage to the sector. In fact, we are aware that the Regulations are already having a detrimental impact on the mental health of many in agriculture. Undoubtedly, this should come as no surprise to you when considering the warning that this might happen in your own Explanatory Memorandum. However, what is alarming is that your Welsh Government have pursued the NVZ regardless of the concerns raised about farmers’ health and wellbeing. Alongside agriculture, there could also be a potentially negative impact on the environment. Suckler cow herds have been declining in Wales.
