Please be advised that at its regular meeting held, Monday November 21, 2016 the Council of the Township of McKellar passed the following resolution:

RESOLUTION: 16-384

WHEREAS the Fire Protection and Prevention Act, 1997, legislates that fire prevention, public education and fire protection services are a mandatory municipal responsibility; AND WHEREAS there are a total of 449 Fire Departments operating in the province comprised of 32 Full-Time Departments, 191 Composite Departments and 226 Volunteer Departments with 11,376 Full-Time Firefighters, 19,347 Volunteer Firefighters and 343 Part-Time Firefighters staffing these departments; AND WHEREAS the fire service represents a significant percentage of small, rural and northern municipalities’ managed capital assets; AND WHEREAS the Municipal Fire Department and associated assets represent critical municipal infrastructure; AND WHEREAS there are currently no funding opportunities available from the Provincial or the Federal Government for the equipment, training, maintenance, operating or capital requirements of local fire departments;

NOW THEREFORE BE IT RESOLVED that the Council of the Township of McKellar hereby petition the Provincial Government to recognize the municipal fire service as critical infrastructure by including funding for Fire Department infrastructure as part of the Provincial Governments Infrastructure Strategy to Move Ontario Forward;

AND FURTHER that a copy of this resolution be sent to the , the Minister of Economic Development, Employment and Infrastructure, Norm Miller, MPP for Parry Sound-Muskoka, the Association of Municipalities of Ontario (AMO), the Federation of Northern Ontario Municipalities (FONOM), the Rural Ontario Municipal Association (ROMA) and all Ontario municipalities.

As per the above resolution, please accept this correspondence for your information and consideration.

Dear Premier Wynne:

At its last regular meeting held on January 9, 2017, the Council of The Corporation of the Municipality of Thames Centre reviewed a resolution enacted by the Council of the Township of Zorra, at its regular meeting held on December 6, 2016, concerning the cost of hydro for rural residents. I wish to advise that the Thames Centre Council enacted the following resolution: WHEREAS the Council of the Municipality of Thames Centre, hereby supports the following resolution passed by the Council of the Township of Zorra at its regular meeting held on December 6, 2016: AND WHEREAS, there is inequity between the cost of hydro for rural residents as compared to urban residents due to higher distribution charges;

AND WHEREAS, this practice targets and negatively affects rural residents, especially those who are already unable to pay for the high cost of hydro; NOW THEREFORE BE /T RESOLVED THAT, the Council of the Township of Zorra request the Province of Ontario to re- evaluate the structure of hydro in terms of access to delivery and implement structural changes to address the unfair practice of charging more for delivery to rural residents; AND THAT this resolution be circulated to Kathleen Wynne, Premier of Ontario, Rural Ontario Municipalities Association (ROMA), Ontario Municipalities, Ontario Small Urban Municipalities ( OSUM), and the Association of Municipalities of Ontario (AMO)." The Council is very concerned with this issue and respectfully requests that further consideration be given to re- evaluate the structure of hydro and indicated in its resolution. Project Update Project September 23 – Page Two Update

As with most transformational initiatives, the planning processes, requirements and timelines for the Muskoka and Area Health System Transformation (MAHST) initiative have been difficult to predict. Although it has taken longer than anticipated to roll out the Working Groups, important time has been spent throughout the fall by the Executive Committee and General Council to compile data, define and confirm the appropriate work streams, and develop design principles that will guide the work to develop recommendations regarding the future state of Muskoka and Area's Health System.

Project Scoping and Work Streams: Following a scoping session for General Council members in December, a preliminary visual was developed to represent the future model of care and define overall project scope (highlighted in yellow):

Project Work Streams In addition to identifying the overall scope of the project, the working groups required to support the project have been reviewed and refined. You will note that the final work streams identified have been modified from the original working groups identified in the Expression of Interest documentation. Based on the analysis completed, the following work streams were identified to for the project:  Programs and Services  Funding and Governance  Information Management and Technology  Wayfinding  Stakeholder Relations

Chairs for some of the work streams are now in place:  Programs and Services Chair: Harold Featherston  Funding and Governance Co-chairs: Rob Alexander and Rick Williams

Project Work Stream Timelines A timeline for activities related to those work streams has been confirmed up to March 31st, 2017. The activities and outcomes for each work stream are linked and sequenced to achieve the deliverables required to provide an initial report to the North Simcoe Muskoka Local Health Integration Network (NSM LHIN) by March 31st, 2017. Those deliverables include:  Recommended framework / design for health system transformation for Muskoka and Area including a set of preliminary recommendations for local health system change  A draft implementation plan to support achieving the framework / design  A draft new Governance Structure plan  A progress report on tasks remaining and projected timeframe to complete project

Project Update January 16 – Page Three

Other Updates:

General Council and Working Group Membership  Christine Fitchett, Nurse Practitioner (NP) with Cottage Country Family Health Team has been selected to sit as a MAHST General Council member to represent Nurse Practitioners. Recruitment for a First Nation Community representative continues and an announcement is expected soon.

 Expression of Interest (EOI) applicants who expressed interest in supporting MAHST as working group members or for other roles are being contacted to participate in the work streams through the full day workshop sessions on January 23, February 23 and March 23, 2017.

Project Management Resources  The MAHST executive committee and Council reports directly to the NSM LHIN Board. However, The District Municipality of Muskoka (District) is serving as the lead agency in facilitating project operations, including funding, accountability, reporting, approvals, etc.

 Project Management is now in place through a secondment of District staff resources. Cheryl Faber, Director and Molly Ross, Communications Officer at the District have been seconded from their current positions to fill the roles of Project Director (0.8 FTE) and Communication and Engagement Lead (0.4 FTE). Both Cheryl and Molly are well versed in the MAHST project and have provided strong support to date for this initiative. Additional project resources, including a Project Coordinator role, are currently being sourced.

Communication and Engagement Opportunities:  As you will note from the work stream timelines, plans for stakeholder relations through communications and engagement with public, provider and political audiences is underway. The stakeholder relations work stream activities will inform and help shape the work of the other work streams. To Bracebridge councilors,

I teach at BMLSS and am writing to request financial support on behalf of 6 students (so far) who are wanting to apply to a program called 'Forum for Young Canadians’. This is a one-week opportunity, in , for 100 students from across Canada. It has been running for 40 years and is an intensive academic adventure in national politics and public affairs.

The purpose is to enlighten and inspire students by discussing current issues with Canadian experts and becoming actively involved through simulations—role playing. They will see how our parliament operates behind the scenes and learn how decisions are made. Sitting in on parliament hill’s dynamic Question Period; meeting members of parliament and Prime Minister Justin Trudeau at a formal reception; joining the senators for breakfast; and touring Rideau Hall, the Governor General’s residence, are all samples of the activities offered during the week, in addition to their discussions.

This program is geared towards those senior students who have become actively engaged in issues impacting Canadians today. Students will be intellectually and passionately challenged. They will hear the struggles and concerns of those living on either our east or west coast and the solutions to common issues that we may share. They will also enjoy social activities and networking with our future leaders.

I am requesting $500 per student to make it affordable for them. The program cost is $900/student. This includes everything: travel, hotel accommodation, all meals and activities. The students are excited about the opportunity, but the cost is, of course, a deterrent. Currently, 6 students have approached me and they are bright, energetic and friendly. They will be exceptional ambassadors for Bracebridge. If you can assist them, it would be greatly appreciated.
