Phoenix Mayor Phil Gordon testified in Washington as the White House is getting ready for a new effort aimed at keeping violence in Mexico from spilling over into the United States.
He is one of a number of witnesses talking to a congressional subcommittee on the impact of border violence on Phoenix.
Phoenix already has the dubious distinction of being the kidnap capital of the country, second only to Mexico City in the number of kidnappings for ransom - primarily because of human smuggling.
Mayor Gordon told Fox News that drug cartels on the border are armed better than the police.
There is reportedly a difference of opinion between President Obama and Secretary of Homeland Security Janet Napolitano over whether to bring military units back to patrol the border.
