New Life Evangelistic Center is a non-profit 501(c)(3) church center comprised of over 50 paid and unpaid staff members and countless volunteers, all dedicated to providing effective support for the poor and homeless in Saint Louis and beyond. Founded by Rev. Larry and Penny Rice, NLEC has been headquartered at 1411 Locust Street in Saint Louis since 1972, with other centers in Missouri, Illinois, Arkansas and Kansas. Who we serve We serve people in Missouri, Illinois, and around the world. The New Life Evangelistic Center provides meals and sandwiches, and emergency overnight shelter every year. We provide social service contacts — helping individuals and families throughout mid-America with clothing and food through our free stores, fans, blankets, utility assistance, transportation, medical assistance and housing assistance. The millions of people we serve in the Midwest and around the world include homeless men, women and children, the poor, elderly and families in our communities overwhelmed by the need to provide the basic necessities, and earthquake and hurricane survivors. New Life Evangelistic Center has branches in India and Africa and has long-standing partnerships with organizations in more than 10 countries. Why we serve The spirit of God moves us into action to provide direct services of shelter, food, clothing, and job training. Motivated by our faith in Jesus Christ, we serve alongside the poor and oppressed as a demonstration of God’s unconditional love for all people.  Homeless Prevention-NLEC knows the best way to fight homelessness is to stop it before it starts. When someone’s housing status is jeopardized by a crisis situation, such as a job loss, utility disconnection, or the threat of eviction, NLEC intervenes to help prevent homelessness.  Homeless Transformation-When families and individuals do become homeless, NLEC seeks to foster and fulfill their own motivation to help themselves. When clients show this desire, NLEC equips them with job training, addiction counseling, spiritual guidance, and whatever else they might need to become permanently housed and gainfully employed.  Homeless Empowerment and Education-NLEC’s unique on-the-job training program not only benefits the homeless, but also the community as a whole. Regular renewable energy fairs, where the formerly homeless trainees share renewable energy skills they learn, have introduced thousands throughout the Midwest to the world of renewable energy. Through Missouri Renewable Energy and the Here’s Help Radio and TV network, staffed by the formerly homeless, educational and informational programming is reaching more people. And, the new nationwide Renewable Energy Satellite network will teach sustainable living, renewable energy, gardening and much more — providing even more opportunities. Did you know? Basic Shelter

 Women and Children---14 days of shelter. Check in Saturday thru Thursday between 3:30 pm – 4:30 pm. Friday between 2:30 pm-3:00 pm. Check out by 7 AM next morning. They may receive their mail at this location while they stay. If needed, an additional 14 days are available for those checking in after 8 pm.

 Men---14 days of shelter. Check in Saturday thru Thursday between 5 pm –7:30 pm. Friday between 3 pm-3:30 pm. Check out by 7 AM next morning. They may receive their mail at this location while they stay. If needed, an additional 14 days are available for those checking in after 9 pm. Transitional Housing

 Women---16 additional days of stay. Background check is required. Volunteer up to 3 hours a day, six days a week. Help with shelter clean up, mailings, phone calls, free store, kitchen help, or security. Attend daily and weekly meetings (Bible study/worship).

 Men---Up to 30 days of stay in a separate dorm. Background check required. Volunteer up to 6 hours on weekdays and 8 on weekends. Help with shelter clean up, trash disposal, security, etc. If you are employed we ask for 3 hours daily. Attend daily and weekly meetings. (Bible study/worship) Supporting Vulnerable Families

NLEC Free Stores receive over 25,000 visits each year from poor and homeless persons in search of shoes & clothing, hygiene items (“care kits”), and/or other basic needs (including small appliances, furniture, Christmas gifts for children, etc., when available).

NLEC Free Stores are located throughout Missouri, Illinois, Kansas, and Arkansas. Free stores are run by NLEC trainees, graduates, and volunteers.

Nursing students provide medical attention to shelter guests and program members on a daily basis. This service helps shelter guests with chronic illnesses to monitor their vitals daily. Nurses are also able to provide immediate assistance for a client exhibiting medical issues and determine if emergency personnel need to be called. Training Programs For Men and Women

The Christian Community that is inherently part of New Life Evangelistic Center means that those who come here for assistance and join one of NLEC’s programs work, play, eat and pray together. New Lives arise out of these programs with hope and a new vision for the future with Christ at its foundation. Leadership Training Staff learn a variety of skills such as: TV work, Culinary Arts (Kitchen), Computer Skills, House Keeping, Office Skills, Painting, Carpentry, etc.

30 Day Program

 Women who finish the 30 days may apply for up to 90 days of transitional housing. This involves added hours (25/week) and responsibilities, and a plan for housing after 90 days. Room and board provided. Evaluations every 30 days review budget, housing decisions, and whether member is staying clean and dependably showing up for shifts.

2 Year Training Program

 After joining the 90 day or Veteran’s program, applicants may decide to share room and board and receive extensive training in a wide variety of fields. Life skills are learned as well as on-the-job training. Willingness to grown mentally and spiritually and take on a wide range of responsibilities is necessary. Members voluntarily agree to quit smoking and travel to other ministry locations where the need is greatest. “Therefore, if anyone is in Christ, he is a new creation; old things have passed away; behold, all things have become new.” I Corinthians 5:17 Every morning the men and women in our New Lives in New Homes programs meet separately for Prayer and Bible Study before beginning a day of service through direct services to others in need. A 2015 graduate, Marsa Cole said “Attending Bible Study and Friday Church while serving at NLEC in the two-year Leadership Training Program, reading my Bible and praying taught me that nothing is too difficult for God. Give him all your heartache, hurts, pains and any problems you are going through. He can bring you through. The leaders here at NLEC helped me so much by helping me connect with a social worker to obtain medical care, as well as by helping me grow spiritually in my relationship with Christ. I thank God every day for His blessings to me and am grateful to be here at New Life.” KNLC

KNLC is one of the most unique television stations in America. Not only have the majority of those working at this station been homeless, but every night at 8:00 p.m., the main studio of KNLC Channel 24 is filled with women and children who literally have nowhere else to sleep at night. Since KNLC, which is a division of New Life Evangelistic Center, went on the air September 12, 1982, it has been directly assisting those in need 24 hours a day, seven days a week. This assistance involves the distribution of thousands of fans and air conditioners to the poor and elderly in the midst of a heat crisis. During the cold weather, KNLC has gathered and helped distribute tens of thousands of blankets, heaters, and weatherization kits. In the midst of ice storms, tornados, floods and earthquakes, KNLC has raised many thousands of dollars for the victims of these disasters. KNLC during the thirty three years, consistently was there to raise the emergency funds needed to help the poor and elderly keep their utilities on. KNLC went on to create a second television station totally dedicated to the use of renewable energy. This station 24.2, now has over 500 programs on 24 hours a day, seven days a week. Its purpose is to help viewers in their efforts to achieve energy independence from the big oil and utility companies. KNLC not only does more than any other TV station in America to help the homeless, but it there 24 hours a day, seven days a week to provide hope for the hopeless and to its viewers. KNLC provides a wide range of inspirational programs, sharing the love of Jesus Christ in word and deed. KNLC needed help in 2015 as it worked to make it possible for the elderly who are hard of hearing, and those who are deaf to enjoy the programs and receive the assistance provided by KNLC. As Rev. Rice spent an evening in early 2015 watching television with his 87 year old mother in South Texas, who is hard of hearing, it was driven home to him how critical Closed Captioning is. KNLC raised the $25,000 that was needed to acquire the closed captioning and the audio filtering system along with re-lamping the TV tower so that the Federal Communications Commission requirements may be met. Serving Those Who’ve Served Veterans Coming Home Center

In 2015, the Veterans Coming Home Center, at 806 N. Jefferson, Springfield, Missouri, received 65,385 visits from homeless guests. Day center services were available seven days a week, including holidays, and featured the following:

During the 2015 program year, seven staff members were utilized during regular business hours. These positions are: • Center Director • Kitchen Manager • Free Store Attendant • Front Desk Attendant • Security • Rear Desk Attendant • Library Attendant These positions are filled by the Two Year Leadership Program or 90-Day Veterans Program members. Larry Rice, NLEC’s President, also provides daily supervision and support by phone and via routine on-site visits. A number of financial, technical and legal matters at VCHC are largely handled by NLEC staff both in Springfield and at our St. Louis headquarters. Homeless veterans with a DD-214 or VA medical card may apply for up to 90 days of transitional housing. Room and board provided. NLEC’s 43rd Anniversary New Life Evangelistic Center has been a Gateway to a New Life for the hurting and homeless since 1972. 1972 was the year of small beginnings for New Life Evangelistic Center in Wellston, Missouri. NLEC started in January 1972 with: . Dial-a-message, offering hope and inspiration . Radio Program “Moments of New Life” on KADI with a later radio program on WIL . “Jesus Rallies” on Saturday nights at 2107 Park Avenue with an underground “Catacombs” coffeehouse . A major parade on April 3 for the National Day of Prayer and Fasting . Free Store, to give clothing and household goods to the needy without charge . Visitation at jails, prisons, mental hospitals and homes for the elderly . New Life Training Center was launched . Filed an application to acquire UHF Channel 24 in St. Louis, to be used for a Christian TV Station . Offered emergency housing to the homeless . Purchased a five story building at 14th and Locust Streets for a new headquarters and television studio . Offered a correspondence course for new Christians called, “Putting it All Together”

During the past 43 years the prayers and gifts of caring people like you have planted seeds of hope and direct help in the lives of over 3.2 million hurting people around the world. We have seen countless answers to prayer as God has miraculously provided through caring individuals like you. Many of these miracles are recorded in the History of the New Life Evangelistic Center.

Participants of our Living Skills Transportation Classes are demonstrating that they are on their way to affording transportation for themselves by budgeting their money better, cutting unnecessary expenses and looking for employment. They are setting SMART (Specific, Measurable, Active, Reasonable, and Timed) goals without money and employment.

We have made the lobby more comfortable and a safer place to be and are engaging many people to pursue counseling, housing, and jobs who had previously given up hope. The message of these classes is to not give up in the pursuit of doing the NEXT RIGHT THING. It is an uplifting experience for all and everyone is given the opportunity to turn from doing things that don’t work to asking, “Do I want what God wants for me? Do I trust that He knows what He is doing right now? Do I believe that God will provide for me when I do the Next Right Thing?” NLEC awards four metro tickets to the homeless who come to its Life Skills Classes held every Tuesday and Thursday morning. Positive Ticketing Acknowledging positive acts of kindness

New Life’s Positive Ticketing Program continued to move forward as NLEC worked with police departments throughout the Bi-State area. This program, modeled after a successful similar program in , helps local police departments build positive relationships between police officers and the youth in their community. New Life is working with the police departments in Moline Acres and Bellefontaine Neighbors to create “Cop Cards” which feature individual police officers, similar to the way ball players are featured on baseball and football cards. As much of the media around the world has focused on the fractured relationships between the police and the individuals in Ferguson and other communities New Life has been working behind the scenes to promote healing through its Positive Ticketing Program. NLEC is giving the police the tools they need to look for the good in the citizens they serve and then give them tickets acknowledging their positive acts. As the police patrol their community they are able to distribute their “Cop Cards” and issue Positive Tickets. Those receiving a Positive Ticket are summoned to come to a “Positive Court” session where they are awarded gifts. Positive Ticketing Acknowledging positive acts of kindness

The first Court of Positive Actions was held Saturday, March 21, 2015 and twenty-three recipients attended the Court Session. Imo’s Pizza teamed up with NLEC, to give those who received Positive Tickets two $10 gift certificates for pizza plus $12 in metro bus tickets provided by New Life Evangelistic Center. Individuals receiving a positive ticket were also entered into a drawing from which two bikes were given to the awardees, as gifts from NLEC.

Besides Imo’s Pizza, other businesses like Upper Limits, A+ Cleaners, QuikTrip, the zoo and Six Flags all contributed items that were given to just under 100 people, who received a Positive Ticket from the Moline Acres and St. Louis County Police in 2015.

A Federal Lawsuit was filed against the City of St. Louis, to preserve NLEC’s right to provide residency to those in need at 1411 Locust Street, states that the City has violated the Religious Land Use and the Institutionalized Persons Act of 2000, the First and Fourteenth Amendments to the United States Constitution, the Missouri Religious Freedom Restoration Act and the Missouri Constitution.

Articles 10 and 11, under factual Allegations in the Verified Complaint for Declaratory and Injunctive Relief in the suit, states that New Life Evangelistic Center, “firmly believes the Bible teaches that salvation is a result of the grace of God extended to sinful human beings through Jesus Christ, and those who have received God’s grace are called to shelter the homeless, feed the hungry, and care for the sick and imprisoned.” Matt. 25:31-46. Number 11 then goes on to state, “based on these Biblical mandates, New Life firmly believes that serving the poor and less members of society including sheltering the homeless, to be an essential and indispensable function of the Church’s religious worship and beliefs.” Greater St. Louis Homeless Jesus Fund

NLEC established the Greater St. Louis Homeless Jesus Fund. The Greater St. Louis Homeless Jesus Fund was a special fund created to guarantee the continuation of 24 hour emergency assistance to those without a home. It is a community effort to see that 1411 Locust, the Greater St. Louis’s only emergency walk in shelter continues to be there for police departments, hospitals, churches, and other institutions that are involved in helping individuals in their time of need. Throughout the night New Life Evangelistic Center at 1411 Locust is open for abused women and children, homeless veterans, stranded travelers, and anyone else who finds themselves in need of emergency shelter. The Greater Homeless Jesus Fund involved: • believing God for the necessary funds for the legal resources to prepare for the trial in September 2015. • providing for major repairs needed at the 1411 Locust Street facility which included plumbing and electrical repairs as well as replacing windows that were beyond repair on the third floor where the Women and Children’s Shelter is located. • placing the life size sculpture of the Homeless Jesus in front of the 1411 Locust building, which remains the last major walk in emergency shelter in Mid America. Van Buren – Men’s Shelter Rt 1 Box 92 Van Buren, MO 63965 (573) 663-2199 Overland Administrative & Renewable Energy Building 2428 Woodson Rd., Overland, Missouri In October 2015, we moved our Business Office and Missouri Renewable Energy Office to the newly remodeled for medical clinic at 2428 Woodson Rd., in Overland, Missouri. The remaining Development Department, KNLC, and Shelter & Training Program staff at 1411 Locust Street moved into the previous location of the Business Office staff at 1411 Locust St. This made several rooms available on the 2nd floor to be used in sheltering homeless families and expending our kitchen. You can read an update on the Overland Administrative Building by the Project Manager, Jeff Schneider, on the following page. 2015 was a great year for NLEC as we saw the completion of the updates required by local and state codes to obtain an occupancy permit under conditional use with the City of Overland. As of November 2015 NLEC has occupied offices at 2428 Woodson Rd. in Overland, Mo. A new roof, parking lot and energy efficient windows were installed as well as newly painted walls and ceilings. New flooring was also installed in approximately 2000 square feet of floor throughout making our administration building a top notch commercial facility. The employees of NLEC’s administration offices can now enjoy ease of parking, beautifully painted offices, updated technology for phones internet, and printing as well as the advantage of a great central location in St. Louis County with many restaurants to choose from close by. The local and surrounding areas can now take advantage of a great deal of information and education in the area of Renewable Energy in the form of books, videos, displays and free energy fairs at the Overland location. Although NLEC is moved in there are still some needs that have to be met and an ongoing maintenance schedule that is addressed with two full time maintenance staff with a fully functional tool room and shop. Heating and cooling systems will still need to be added to and or updated in the near future as funding becomes available. Electrical needs will be expanded to meet the newly added HVAC systems and energy efficient LED lighting will also be added throughout. Looking ahead there is a vision for more community outreach in the form of Wellness education and free dental care for those who lack insurance and or funds to pay for oral care. NLEC will now focus on developing partnerships with dental volunteer professionals to bring about lifestyle and dental education and care to the local community and is now in the fund raising stage of this venture. The inside has approximately 50 offices/exam rooms previously used by medical and Dental professionals. Plumbing, Electrical, and Fire safety are all to code at . NLEC plans to occupy one of the four wings in the building. There are approximately 16 offices that will be used as administrative offices. Organizational administrative functions such as fundraising, payroll, accounting, program development, and renewable energy offices will be ran out of these rooms. This leaves another 15,000 square feet for Dental and Health Education Services.

Our Current Needs Although much has been accomplished in 2015, as we are moved in the building in and functioning administratively, we still have much to do in the area of Architecture, carpentry, oral care equipment planning and HVAC for the dental clinic. Our current situation requires us to fundraise in order to pay for the new dental care facilities and equipment. Rice The year 2015 was a year marked with miracles as God’s love flowed through His caring people. 2015 Board of Directors On Christmas Eve 2014, the St. Louis Board of Public Service, in response to the petitions of condominium owners and local developers, removed New Life’s permit to shelter the homeless at 1411 Locust. Instead of giving up, the people of God came together in prayer. Rev. Lawrence W. Rice, President A federal lawsuit was filed and the battle to follow the mandates of scripture to shelter the Rev. When 2015 came to a close, New Life was continuing to provide foo, shelter and other essential services to God’s homeless children at 1411 Locust in St. Louis.
