WASHINGTON (AP) -- President Jimmy Carter said yesterday his economic policies remain unchanged despite his cabinet shakeup. He commented at the White House ceremony in which G. William Miller and Paul Volcker took oaths of office as the nation's top economic officials. "I am determined to maintain a steady course," he said. Miller, the new Treasury Secretary, called for "total war against inflation" which he described as a deeply embedded virulent cancer." I Volcker, who succeeded Miller as chairman of the Federal Reserve, said he's convinced that progress is possible against inflation and other economic problems and that he intends to listen to advice from the White House and the public.

SOUTH PADRE ISLAND, Tex. (UPI) -- The Coast Guard last night reported that the first patches of oil from the world's worst oil spill have intruded into U.S. waters five miles off the Texas coast. The Coast Guard is predicting that oil will wash onto the beaches of South Padre Island some time today despite efforts to track and block the large series of slicks. The runaway Ixtoc I oil well -- from which the spill came -- blew out June 3 and is still spewing 20,000 barrels a day into the Gulf of Mexico.

CAIRO (UPI) -- Egyptian Prime Minister Mustapha Khalil has backed off a little from his statement yesterday that Egypt would back some changes in United Nations Resolution 242. But Israel said any Egyptian support of such changes is grounds for nullification of their peace treaty. The resolution at the center of the angry storm is a long-standing UN statement that says Israel has the political right to exist and refers to the Palestinians only as part of a refugee problem. the Palestinian leaders have signaled they might be willing to accept resolution if it's amended to include their own right to self-determin- ation. given their Captain John H.
