Juan Masa addressed the Board regarding the registration process. Linda Cone addressed the Board regarding State Superintendent Tony Thurmond’s town hall meeting. Shari Palicke addressed the Board regarding school assemblies.
STUDENT BOARD REPORT
Student Board Member Nathan Brown provided a report of the activities and events occurring at the district’s high schools.
SUPERINTENDENT’S REPORT
Superintendent Greg Plutko opened his report by thanking Student Board Member Nathan Brown for calling attention to the two skillsets of courage and confidence necessary for students as they grow.
As we complete our second month of our pilot full-day kindergarten classes, our pilot teachers will come together for the first time to collaborate on what they have learned and what we need to know to support the process. As with any new program, we will look very carefully at any fiscal impact.
Dr. Plutko invited Executive Director Richard McAlindin to update the Board on our continuing work on safety and wellness. Mr. McAlindin presented on the district’s continual review of safety protocols including school fencing and approved lighting, emergency preparation procedures, and bullying prevention to further our goal of providing a safe environment for all of our students.
Following the Superintendent’s report, we will hear about our assessment data and state indicators. We are very proud of the information presented and of our student achievement.
Superintendent Plutko asked staff to play a video of Congressman Gil Cisneros speaking on the Assembly Floor in Washington, D.C. and congratulating Placentia-Yorba Linda USD for being included in the prestigious Ninth Annual AP District Honor Roll.
Lastly, Dr. Plutko mentioned a moment he observed during a site visit at Venture Academy and George Key schools that he felt exemplifies the type of district we are and the type of work that is being done on behalf of all students. He complimented Principal Kelli McFedries for all of her support and leadership.
STAFF PRESENTATION
Deputy Superintendent Candy Plahy presented the Placentia-Yorba Linda Unified School District’s five local indicators. These local indicators serve to measure each Local Educational Agency’s overall progress toward meeting the needs of all students and will be publicly released, via the California School Dashboard, in December of 2019.
Dr. Linda Adamson, Director of Assessment and Accountability, led a data presentation sharing PYLUSD's overall performance on the Smarter Balanced Assessments for the 2018-2019 school year. The presentation highlighted achievement scores among all students, including cohort groups and significant student groups. Dr. Linda Adamson discussed the data analysis and findings that reveal trends, as identified by the Smarter Balanced Data.

BOARD REPORT
Mrs. Carol Downey commented how nice it was to attend the New Managers Breakfast as well as the Placentia State of the City Lunch. She said she is looking forward to riding in the Heritage Parade this weekend.
Mrs. Karin Freeman mentioned that the Valencia Tigers had their first dance and assembly in the gym with air conditioning and thanked everyone that made this possible. She enjoyed the New Managers Breakfast, the Placentia State of the City Lunch, the OCSBA Seminar at the Orange County Department of Education, and the El Dorado/Valencia Bell Game. She thanked APLE for the New Teacher Dinner and congratulated the district’s six elementary schools that received the bronze award as one of America’s healthiest schools.
Mrs. Judi Carmona attended the APLE New Teachers Dinner and the Placentia State of the City Lunch. She is looking forward to the upcoming Yorba Linda State of the City Dinner. Mrs. Carmona spent time this month volunteering for Charity’s Closet by collecting gently used clothing for distribution at our Title I schools.

Mr. Eric Padget attended Esperanza’s Back-to-School Night, the El Dorado/Valencia Bell Game, as well as APLE’s New Teacher Dinner. He congratulated our district for recognition by Representative Gil Cisneros of our inclusion on the Annual AP District Honor Roll. He is looking forward to the Heritage Day Parade. Lastly, Mr. Padget requested a copy of the district’s bullying prevention handbook when it comes out.
Mrs. Carrie Buck visited Brookhaven School and took a tour and of the full-day kindergarten. She attended the New Managers Breakfast. Mrs. Buck thanked staff for the reminder of the Great Shakeout drill, and she will be participating.

PLACENTIA-YORBA LINDA UNIFIED SCHOOL DISTRICT RDA PASS-THROUGH PAYMENTS ARE OF BENEFIT TO REDEVELOPMENT PROJECT AREAS AND MAY BE USED ANYWHERE WITHIN THE DISTRICT
RESOLUTION NO. 9
October 8, 2019
WHEREAS, former redevelopment agencies (RDAs) were dissolved on February 1, 2012 pursuant to the provisions of ABX1 26 and replaced by corresponding successor agencies charged with the wind-down of former RDA activities; and
WHEREAS, the RDA Dissolution Law requires that pass-through payments from redevelopment project areas of the former RDAs continue to be paid to affected taxing entities by the County Auditor-Controller on behalf of the Successor Agencies; and
WHEREAS, the Placentia-Yorba Linda Unified School District is entitled to receive RDA Pass-Throughs on behalf of the Successor Agencies; and
WHEREAS, five former RDAs of the cities of Anaheim, Brea, Fullerton, Placentia, and Yorba Linda previously adopted or amended redevelopment plans for one or more Projects in a manner that requires RDA Pass-Throughs to District pursuant to (i) negotiated agreements per former Health and Safety Code (“HSC”) Section 33401 (Placentia and Yorba Linda); or (ii) AB 1290 (“AB 1290 Pass- Throughs”) per HSC Sections 33607.5 and/or 33607.7 (Anaheim, Brea, Fullerton, Placentia); and
WHEREAS, pursuant to HSC Section 33607.5(a)(4)(A), 56.7 percent of AB 1290 Pass- Throughs to District “shall be available to be used for educational facilities,” and 43.3 percent “shall be considered to be property taxes”; and
WHEREAS, pursuant to Education Code Section 42238(h)(6), the Facilities Share of AB 1290 Pass-Throughs to District (and 100% of Agreement Pass-Throughs) is restricted to “land acquisition, facility construction, facility reconstruction, facility remodeling, maintenance, or deferred maintenance;” and
WHEREAS, District is advised that the forgoing restricted uses include (i) capital project or other facilities costs, including hard costs; soft costs (e.g., facilities planning, design and engineering, consultant, legal, and related advocacy costs); costs of fixtures, furnishings, and equipment; costs of interim housing (e.g., operating leases for portable classroom or storefront facilities); and/or related lease or lease purchase payments; and (ii) costs of facilities maintenance and operations (e.g., from Routine Repair and Maintenance Account); and
WHEREAS, pursuant to HSC Section 33607.5(a)(5) “local education agencies that use funds received pursuant to this section for school facilities shall spend these funds at schools that are: (A) within the Project area, (B) attended by students from the Project area, (C) attended by students generated by projects that are assisted directly by the redevelopment agency, or (D) determined by the governing board of a local education agency to be of benefit to the Project area” (emphasis added); and WHEREAS, for school facilities the usage requirements in HSC Section 33607.5(a)(5) constitute alternative requirements, including (D) in the previous recital, i.e., determination by the governing board of benefit to the Project, even in the absence of compliance with (A), (B), or (C) in the previous recital; and
WHEREAS, District currently operates a total of 35 schools, including 20 elementary schools, 6 middle schools, and 4 comprehensive high schools, plus 5 alternative schools attended by students, plus educational facilities not attended by students (“Existing District Sites”); and Board Minutes - 11 October 8, 2019
WHEREAS, Existing District Sites include 18 schools in Placentia, 12 schools in Yorba Linda, 4 schools in Anaheim, 1 school in Fullerton, and other educational facilities in Placentia; and
WHEREAS, Existing District Sites serve students and city residents who live, work, or live and work, throughout the District, including in the Projects of the above four former RDAs that generate AB 1290 Pass-Throughs; and
WHEREAS, in the future the District may, lease, acquire, and/or construct additional educational facilities, which will be attended by at least some students and city residents who live, work, or live and work throughout the District, including in the Projects of the above four former RDAs that generate AB 1290 Pass-Throughs; and
WHEREAS, Existing District Sites, plus any Future District Sites, are part of a general Facilities financing and student attendance program, improvements at Existing District Sites or Future District Sites will impact, directly or indirectly, all students and city residents, included in the Projects of the above four former RDAs that generate AB 1290 Pass-Throughs: and
WHEREAS, the District is advised that usage requirements in HSC Section 33607.5(a)(5) may only apply to educational facilities that are school facilities attended by students, and may not apply to educational facilities that are not attended by students; and
WHEREAS, District wishes to comply with the requirements of HSC Section 33607.5(a)(5) with respect to all the educational facilities of the District;
NOW, THEREFORE, based upon the above referenced recitals, the Board of Education hereby determines and resolves as follows:
Section 1. The above recitals are true and correct.
Section 2. The Facilities Share of AB 1290 Pass-Throughs which District is currently entitled to receive, or may be entitled to receive in the future, from the Projects of the above four RDAs that generate AB 1290 Pass-Throughs, that are used at Existing District Sites and/or Future District Sites are hereby determined to be of benefit to the Projects of the above four former RDAs, consistent with the requirements of HSC Section 33607.5(a)(5).
Section 3. The Facilities Share of AB 1290 Pass-Throughs, which District has been entitled to receive, is currently entitled to receive, or may be entitled to receive in the future from the Projects of the above four former RDAs that generate AB 1290 Pass-Throughs, may be used to pay for educational facilities at Existing District Sites or Future District Sites located anywhere within the boundaries of the District, including outside the Projects and/or former RDAs which generate the payments, consistent with the requirements of HSC Section 33607.5(a)(5).
The Board of Education further determines and ratifies as follows:
Section 4. The Facilities Share of AB 1290 Pass-Throughs, which District has previously received that may have been used to pay for educational facilities at Existing District Sites located outside the Projects and/or former RDAs which generate the payments, is hereby deemed to have been used consistent with the requirements of HSC Section 33607.5(a)(5).

SEARCH AND SEIZURE
The Board of Education recognizes that situations may exist which require the search of students, their property, and/or facilities of the school which are assigned for the use of students, such as lockers, storage cabinets, project drawers, etc. Such searches may be conducted by school officials when reasonable suspicion exists that illegal, dangerous, and/or prohibited objects may be present on school property or at school activities off of school grounds or when some other violation of law, district policy, or school rules and regulations is imminent or has occurred. Searches of persons shall be limited as prescribed by law.
In an effort to keep the schools free of dangerous contraband, the district may use specially trained, nonaggressive dogs to detect and alert staff to the presence of substances prohibited by law or Board policy. The dogs may sniff the air around lockers, desks, or vehicles on district property or at district- sponsored events. Dogs shall not sniff individual students or other persons and may not sniff any personal items on their person.
Illegal, dangerous, and/or prohibited objects may be seized by school officials and may be placed in the custody of appropriate law enforcement personnel as soon as possible after seizure. Any seized objects found not to be illegal shall be returned to the individual after school hours or to the parent/guardian.

RESOLUTION NO. 14 Board of Education Placentia-Yorba Linda Unified School District Orange County, California
WHEREAS, Californians for Drug Free Youth, Inc., a statewide parent/community organization, and the California Department of Alcohol and Drug Programs are co-sponsoring "Red Ribbon Week" October 21-25, 2019; and
WHEREAS, schools, business, law enforcement, churches, hospitals, service clubs, government agencies, and individuals throughout the state of California will demonstrate their commitment for a drug-free society by wearing and displaying red ribbons during this week-long campaign; and
WHEREAS, schools are an appropriate place to educate youth about the harmful effects of drug and alcohol abuse and to assist young people in learning positive ways to make healthy choices in their lives; and
WHEREAS, the future of our democracy depends upon having an educated citizenry able to make ethical and moral choices;
NOW, THEREFORE, BE IT RESOLVED that the Board of Education of the Placentia-Yorba Linda Unified School District does hereby support the Red Ribbon Campaign and the designation of October 21-25, 2019, as "Red Ribbon Week" in the Placentia-Yorba Linda Unified School District.
BE IT FURTHER RESOLVED that the Board of Education encourages students, parents, and staff to participate in efforts to prevent drug and alcohol abuse and to join citizens statewide in the pledge: Respect Yourself. Be Drug Free.
