Sitrep No. 6 on Typhoon “Paeng” (Cimaron)

I. Background “Paeng” started to develop into a tropical depression in the morning of October 27, 2006. Moving west northwest, it gained strength and became a severe tropical storm as it continued to increase its threat to northern and central . “Paeng” as a typhoon with maximum sustained winds of 195 kph near the center and gustiness of 230 kph had made landfall over southern at around 9:00 PM, 29 October 2006. As of today, Typhoon “Paeng” has left the Philippine Area of Responsibility, moving further away from the country. II. Effects A. Affected Population • A total of 64,480 families or 282,963 persons were affected in 769 barangays of 6 cities and 68 municipalities in 10 of Regions I, II, III and CAR Displaced Population: 1,504 families or 6,790 persons B. Casualties: 19 dead, 58 injured and 15 missing C. Damaged Houses : 2,288 totally and 2,894 partially D. Estimated Cost of Damage to Agriculture and Infrastructure: P 443,439,004.30

• Infrastructure ( Roads, Bridges and School Buildings ): P 98,635,000.00

• Agriculture ( Crops, , Corn, HVCC, Fisheries and Livestock ) : P 344,804,004.30

III. Response/Consequence Management A. Immediate Response to Incidents Coordinated • Region II • • NDCC -OPCEN in close coordination with AFP, DSWD, and DOH to supplement the immediate needs of Barangays Runrunan, and Malabing Valley, in Nueva Vizcaya isolated by landslides. • Road clearing operation carried out by local responders and initial relief operations by the local relief agencies with the Provincial Disaster Management Center (PDMC) managing relief coordination

• Rapid aerial survey of barangays (Runruno and Malabing Valley) in Nueva Vizcaya in coordination with NDCC-OPCEN, PDCC Nueva Vizcaya and AFP on 31 October 2006 • Aerial MEDEVAC of injured victims in , Isabela and airlift of relief supplies in coordination with PDCC Isabela today 1 November 006 B. Transport, Communications and Power • National Transmission Corporation reported power outages in the following areas due to auto-tripped by line relays. Thirteen: (13) structures /equipment were damaged (4 in , 6 in Isabela, 2 in Nueva Vizcaya and 1 in . • Status of Power Restoration • Load restored in (66.35 %), Isabela (89.29 %); (85%); (100 %); Nueva Vizcaya (100%); and Pampanga (100%) • The whole of Quirino and provinces are still experiencing power interruptions o Santiago-Cauayan--Roxas 69kv line - repair completed and energized as of 31 October o - 69kv line – on going inspection along the line o Hermosa –Guagua 69 KV line - repair completed and energized o Cabanatuan-Baler 69 KV line - on going inspection along the line o Power interruptions in Ilagan, Santiago City and Cagayan City all in Isabela and some parts of Cagayan – already restored. • Status of Communication • Portions of PLDT and DIGITEL landlines are temporarily interrupted in Quirino, Isabela and Cagayan. • Status of Transport • Region II (1) Bambang- Kasibu- Quezon Road (Km264+000- km265+000,Runruno section and Bimanco Section, Nueva Vizcaya - impassable due to landslide and log jams (2) Antutot Bridge 1, Bambang-Kasibu Road, Kasibu, Nueva Vizcaya – impassable due to washed-out Bailey Bridge (3) Cordon---Aurora Road Sangbay Aurora Section, , Quirino – impassable due to damaged Abbag Ferry (4) Nagtipunan, Quirino is isolated due to damaged bridge approach

(5) Jones Concrete overflow Br, Jct Ipil-Quirino Brgy Road Jones, Isabela - impassable (6) Maguiling Concrete Overflow Bridge Cagayan- Road , Piat , Cagayan – impassable (7) -Quirino Rd Km 256+000 Batnong Section and Km 265+000 Batnong section , , Nueva Vizcaya – impassable due to washed-out roadway (8) Tungkab Bridge, Cordon-Aurora, Maddela , Quirino; Giblen Abbag-Nagtipunan Road , Nagtipunan, Quirino; Natungtutan Abbag, Nagtipunan and Dumabato Jct Victoria Kasibu Road all in Quirino – impassable due to washed out bridge approach. • Region III (1) Labi Bridge (161+447) along Brgy Labi, Bongabon, and Nueva Ecija is closed to traffic due to damaged bridge. Alternate route is in Pantabangan-Camili -Castañeda Road (2) Casiguran-Baler Road and Baler-Bongabon Road are closed to traffic due to floodwaters. Alternate route is in Pantabangan-Camili -Castañeda Road • CAR (1) Claveria- Road and Apayao- Norte Road in Apayao – closed due to various landslides (2) Kennon Road, City - closed for safety measure (3) Baguio –Bontoc road (Halsema ) lingawwan and Sinipsip, in - closed due to landslides (4) –Nueva Ecija and Road in Banawe and –Pinokpuk Road in – closed due to rock slides (5) DPWH-CAR maintenance crew conducts clearing operations in the areas affected by landslides IV. Humanitarian Assistance A. National • OCD-NDCC facilitated the release of 1,400 sacks of rice to the LGUs of affected regions (1,200 Region II; 150 CAR; and 50 Region I ) • The estimated cost of assistance provided by NDCC, DSWD, DOH, LGUs, NGOs and other GOs amounted to P3,175,218.50 • The DSWD CO through its Regional Field Offices provided food and non- food supplies to the affected families • The Disaster Response Operations Center (DROMIC) in close coordination with concerned DSWD Field FOs monitors significant reports on the effects of Paeng.

• DSWD Quick Action and Response Teams (QUARTs) conducting rapid assessment survey for possible technical assistance and resource augmentation on disaster-related activities. • All DSWD Field Offices and the National Resource Operations Center (NROC) have sufficient stockpile of relief commodities and standby funds ready for augmentation/assistance to affected LGUs B. Local • CAR • A RDCC special meeting was held on October 31, 2006 on response actions undertaken,thus: • DPWH CAR activated and mobilized to clear the roads with series of landslides and 85 % of the roads are already opened • MBG-CAR conducted hazard assessment at the areas affected by landslides and investigated reports of ground subsidence in Brgys Topdac, Atoc, Benguet and Brgy Tago in / and Brgy Balani in Tabuk, Kalinga. • DSWD ready to augment relief assistance • DOH assures sufficient supply of medicines and turned over water purification tablets to affected LGUs • DA to provide crop assistance to farmers affected in the next cropping season • DOLE assures available livelihood jobs for affected out of school youth and farmers. • Region I • Chairman, RDCC and Victor Ortega of distributed relief goods to 92 families in Bangar Municipal Gymnasium in , Bangar, La Union last October 30, 2006, after which the group inspected the Flood Control Dike near the River in Bangar;. La Union; • DOH Region I dispatched a medical team last Oct 30, 2006 to attend to the medical needs of evacuees in Bangar, La Union ; • The Naval Forces North pre positioned 2 Disaster Response Team (DRT) and dump truck with relief goods ready for dispatch. • Region II • PDCCs Nueva Vizcaya and Isabela provided relief assistance to the flood victims in said provinces • PDCC Nueva Vizcaya through DRT 933 conducted SAR operations at the landslide area in Kasibu • DPWH conducted clearing operations along the road s/areas affected by mudflows and landslides

• PDCC Cagayan closely monitoring water levels of Basin and Magat Rivers that may cause possible flooding in the low- lying areas • RDCC 2, PNP and all LDCCs and ERTs in the region are on standby alert for possible rescue and relief operations • Closely monitored the water levels of Cagayan River Basin and . • Region III • Ongoing Clearing operations by DPWH Engineering District in Aurora Province • OCD III coordinated with AFP NOLCOM for the transport of 1,000 packs of relief goods from DSWD 3 to Baler, Aurora Province. • The DSWD 3 coordinated with OCD 3 and NOLCOM for the distribution of 1,000 packs of relief goods to the affected families in the Municipality of Casiguran, Aurora • PDCC Aurora ensures sufficient rice supply for the affected municipalities for the next 5 days
