An emergency is an event or situation (with or without warning) which threatens serious damage to human welfare, property or the environment and which cannot, because of its scale, be dealt with by the Emergency Services or local authorities as part of their day-to-day activities.

Introduction and Scope
This manual reflects the current provision for services, facilities and equipment that are, or may be, available in the event of a disaster or emergency affecting a number of people in Otford. It is intended to help save further personal injury or loss to property and to lessen worry and discomfort.
It is a guide to the nature and extent of what is available, not only within Otford, but also within adjoining parishes. If no Otford provider can be identified for any particular resource, contact should be made with those parish councils through the persons shown on page 3 and 9B.
The information in this manual is intended to provide initial urgent help to those affected by an emergency or local disaster. It is not intended to make provision beyond this, although there will inevitably be some carry-over.
Those “on the spot” will need to make quick decisions as to what is needed in an emergency situation, and take swift action. They will not have time to refer to a greatly detailed manual for guidance or instruction. It is however hoped that they will at least have some training or experience of the urgent matter in hand. At the earliest opportunity the official emergency services will take overall control, and they will issue instructions as to what actions are to be taken by all, including the Parish Council team. The Council will then provide assistance and act in accordance with the instructions of those in higher authority.
This manual is intended to apply only to that period of time between the disaster occurring and other councils or emergency services assuming responsibility.
The content is deliberately kept concise. In an emergency time is often of the essence and it is most unlikely that helpers will have the opportunity to examine a detailed guide, interpret it and precisely activate its contents. It is also not always practicable for a volunteer force to have rigorous and sustained training, but the council expects to draw on local knowledge, local contacts and a wide spectrum of wisdom and expertise in an emergency. The preparation of this manual is part of an ongoing process and will be reviewed and updated every 6 months.

When an emergency situation arises:- 1. The councillor first involved will notify NR or, if unavailable, the Clerk 2. They will notify each team leader (if both are unavailable the councillor first involved will do so) and pass earliest information and instructions 3. Team members will then notify the next in their team that is available. 4. The last in line will confirm knowledge to NR or, if unavailable, the Clerk
