Greetings, Welcome to the newly licensed amateur radio operators across Indiana. I strongly urge those that are newly licensed and starting in the hobby of amateur radio to find a local club in their area. To the local clubs across Indiana, the club should be willing to Elmer the newly licensed amateur radio operator and welcome them to the hobby. Invite the new hams to club meetings, club events and offer them positive advice. I have received a few comments from newly licensed technician class licenses that were recently licensed. The comments are a bit disturbing in nature. Clubs, as well as veteran amateur radio operators should be willing to Elmer and welcome all amateur radio operators to the hobby, not be making negative comments on social media and at club meeting that might discourage fellow hams, no matter what the license class anyone is. 73, Jimmy Merry, KC9RPX IN Section Manager

Section Emergency Coordinator Report

I would like to thank Jim Baugh, K9EOH and Bruce Stewart, N9GKE for their service as ECs in Owen and Tippecanoe Counties, respectively. They have resigned from their positions. I wish them luck in their new endeavors.

I attended the North Central Indiana Hamfest and presented a forum at the event. It was great to see all of the attendees and appreciate the comments shared with me in the various discussions I had with many of you.

We continue to work throughout the state to build out ARES connect. Many counties have not been built out in ARES Connect, primarily due to the fact that many of these counties have not been assigned IDs in the ARRL database. Again, I must stress that county EC’s are the backbone of the ARES program. If you have an interest in EMCOMM and live in any of the counties currently without an EC, please get in touch with me.

I am always thrilled with the reports that come in monthly of the activities of the ARES teams throughout the state! It is great to see ARES teams moving forward and helping out in their communities. As the weather warms, there are plenty of opportunities for teams to help out with Public Service Events. These events are a great way to practice our craft, test our equipment, prepare for emergencies and give back to the community using our great hobby.

Field Day is coming up next month. Hopefully, I will get to visit several sites. Please make sure you have updated the Field Day locator on the ARRL site.

District Emergency Coordinator Reports

District 3 – Jim Moehring – KB9WWM

As stated in the new ARES Strategic Plan, the EC is the backbone of the ARES Program. I would like to fill the empty EC slots in District 3. If you reside in Adams, Huntington, LaGrange, Noble, or Wabash counties and are interested in serving as in an EC position for that county, please contact me at [email protected].

I would like to pass on thanks from the Glacial Esker Run staff for all of the operators that volunteered their support for this PSE! There was a total of 19 operators that put in over 90 hours of volunteer time to keep the runners safe. The weather was not the best as rain came in the afternoon, but everyone still had a great time.

District 6 - Marv Gilliland - KC9RVL

Attended NWS Storm Spotter Training; attended Muncie Area ARC monthly meeting and EmComm ECI ARC monthly meeting. Presented refresher on Skywarn and Emergency repeater and simplex frequencies hierarchy utilized for Emergency events. Participated in Weekly Muncie ARC and EmComm ECI Nets, and Indiana Sunday weekly ARES Nets.

Many thanks to the ARES members who participated in the Glacial Esker Run and the Ronald McDonald House Charities Bike Ride. Allen County was assisted by Paulding and Defiance County Ohio members to support the RMHC event. The event organizers for both events were impressed with our capabilities and support.

Getting back into the swing of things after being on hiatus for the last two months due to heart surgery. THANKS to all the team members who stepped up and took care of things during that time. Proud to see you grow!

Scott Nelson- W9DBA-Brown Co.

During April there were 4 scheduled ARES nets conducted on 147.300 + PL 136.5 with 39 check ins lasting for 68 minutes. Had a great turnout for the NWS Storm Spotter training on April 2nd with good interest from the public with getting an amateur radio license.

Our meeting this month was planning for INQP and Field Day

Michael S McCoy-KC9ELU-Decatur Co. Severe weather net was held on 4/25/2019 due to a tornado warning in Decatur County. Straight line wind tree damage was reported. Eight fixed base and one mobile operator participated in the net.

Gabe Creech-KD9KMG-DeKalb Co.

We are starting to get ARES back up and running in DeKalb County. We had a meeting this month to get people registered and to pass on information on the ARES changes. We now have a total of 7 members, and we are currently working on getting SKYWARN up and going.

Greg Chaney – Hancock Co.

On the 2nd, Greg Hicks and George Boaz attended a meeting of the Communications Team in Madison County. They have a combined group (RACES and ARES) that handles communications support and they wanted to discuss a mutual aid arrangement.

On the 11th, we had our joint meeting at the EOC and discussed the proposal made by Madison County.

On the 12th, several of the members conducted a test of the AM Radio Transmitter at the request of Emergency Management and the Health Department. The transmitter would be used to disseminate information during a disaster.

On the 18th, several members help Emergency Management with an exercise for the Emergency Support Function group that would staff the EOC during a disaster.

The National Weather Service conducted the annual weather spotter training in Hancock County as a joint effort from the ARS personnel and the EMA

Clark Whitehouse- N9CWW- Harrison Co.

Five nets this month, 93 minutes and45 check in

Ron Burke-KB9DJA- Hendricks Co. During this month, the County EMA hosted an ICS-400 class at the Government Center. Five (5) hams who are slated to operate the County EOC during an emergency/disaster, attended and pass this valuable FEMA Emergency Course.

Another emergency training class this month was maintaining our four portable field radio units. (PIG's - Portable Integrated Unit(s).)

The leadership of HCARES handed out three (3) Certification of Appreciation Certificates. Each of these recipients helped our organization out in various ways. These people are not hams but has done services for HCARES which bears public recognition.

Jeff Davis – Henry Co.

We are in the process of organizing a single group to manage both ARES and RACES, both of which had previously split and dissolved several years ago due to internal conflict.

We had two meetings this month to iron out the basic organization. Both had good turn-out, and I am optimistic that we will be able to double the number of ARES volunteers that we currently have in the coming months.

Robert LaGrange- N9SIU-Johnson Co.

I attended the ARES Forum at the Hamfest in Peru on Saturday April 27th. It was very informative and glad to meet some of our ARES members from the northern part of Indiana. Johnson County ARES added one new member this month.

Mark Gregory-AB9ZA- Kosciusko Co

On April 27, two members of the Kosciusko County ARES Group (AB9ZA and KD9MLH) assisted with the Glacial Esker 40 Trail Run at Chain O'Lakes State Park near Albion. AB9ZA was there from 6:00 AM to noon, and KD9MLH was there from 11:30 to 15:30. The morning was quite pleasant in the morning, but turned wet and cold shortly after noon. It was KD9MLH's first public service event as a ham radio operator, and he did very well.

Thomas E. (Tom) Myers- K9TEM-Monroe Co. In April, several Monroe County ARES members attended the Bloomington Amateur Radio Club meeting on Friday, April 5. Monroe County ARES members also participated in five weekly ARES Monday Night nets. Three members checked into the monthly county warning siren test, which was scrubbed due to the possibility of inbound bad weather.

Chad Wilson- W1MKZ-Newton Co

During our testing session we added two more techs: KD9MYS and KD9MYR.

Ed Mossman (W9EJM) is now the Assistant EC for Newton County and is establishing a SKYWARN presence within our community.

Several members attended the North Central Indiana Hamfest and sat in on both Jim Mohering and Ryan Rather’s Forums concerning the new ARRL ARES Plan and WINLINK for emergency communications. It is rather disconcerting to know that if an earthquake were to strike the Wabash Valley Seismic Zone that most of the state would lose communications. It is also quite disconcerting that satellite communications could be overloaded as well.

James Baughn – Owen Co. Owen County 911 dispatch was to run the monthly Owen County Severe Weather Siren test. However, the sirens never were activated. Since then I have been informed the problem has been resolved.

George Edenfield – KB9RZK - Putnam Co. We have swapped our Yaesu DR-1X 442.225 repeater with the older icom radio. It seems to be operating correctly. The problem with signal interruptions with the Yaesu repeater was not solved before the swap out.

Steve Jewell- WR9G-Scott Co

The Scott County EMA Group conducted two VE Sessions on Saturday, April 13th at the EOC and one at a New Albany nursing home. The two candidates at the EOC passed their Technician tests with one going on to pass his General License test as well. Our candidate at the nursing home upgraded his license from a Technician to General class. Our next session is Saturday, June 8th at 11:00 AM. Sessions are normally held on the 2nd Saturday of every even numbered month. Walk-Ins are welcome. Whitley County ARES Members had a busy month with over 72 hours of combined involvements. Members attended the National Weather Service's Integrated Weather Training, assisted Noble County ARES with the Glacial Esker 40 Race, assisted Columbia City Early Warning Siren Testing Team twice, and participated in the weekly ARES Net! Great job team!!! Keep up the great work. As we're continually waiting for the Severe Weather Season to begin, we are also starting to take in some events to assist with.

Mark Thienes-KC9TYA-Vanderburgh Co

Participated in the IL SPRING SET on April 27th. Learned to use ARDOP HF, thru Winlink Express, and sent two Radiograms. I had hoped to participate in the OH NVIS Day, but it just didn't work out this year. I always enjoy working that event.

I was not able to get on the IN ARES NET the last two Sundays of April. For those of you, who are interested, we meet on Sunday afternoons on or about 3.900 at 2100Z.

That is about all I have, hope everyone has an enjoyable month and stays dry. Looking forward to attending the Xenia Hamfest and seeing all of the goodies.

Attended the Miami County ham fest near Peru. Enjoyed the forums on ARES, APRS & WINLINK. It is appreciated that guest speakers travel to put forums and it was standing room for each. A great effort by Bill WD9GIU & the team organizing this event as it is growing.

the Google form until the ARES Connect system is up and running.

Brian Jenks, W9BGJ Greetings all, Well looks like our spring weather has finally arrived! After what seemed like a long cold winter I am definitely welcoming it. Other than a little more antenna maintenance I think I am pretty good to go for the summer HF season which typically has some decent openings on our upper bands. One note of interest to all as many of us participate in the Central Area traffic Net the net manager for many years Carolyn Womack KC5OZT passed away early Sunday morning May 5th 2019, She will be missed by many please keep the family of Carolyn in your thoughts and prayers as we deal with her loss. On a more positive note traffic count for the Indiana Section is up overall. As many nets go dormant due to lack of activity Indiana always seems to be a real NTS leader! Roger McEntarfer N9QCL The month of April I continued planning for the upcoming Dayton Hamvention and working on my growing wish list. Working with Bill McAlpin WD9GIU on a Ham Radio Space Communications presentation to be given to local school children and families on June 3, 2019 starting at 4:00 PM t the Peabody Public Library in Columbia City, IN. Led the Whitley County Amateur Radio Club W5YI Team with our quarterly test session on Saturday, April 27, 2019. The W5YI Team members present were Deb Smith/N9NNU, Jim Smith/N9FGN, Dennis Keyfauver/K3DCK, David Shakley/N9FGP, Edward Scott/K9EJS, and Roger McEntarfer / N9QCL. Seven people showed up for the April test session and all seven left smiling with a new license or upgrade to an existing license. Mark Skowronski K9MQ Helped a friend this month get his G5RV antenna back up into the tree after a wind storm. My two 30ft fiberglass telescoping poles made it a breeze to get a rope over the limb. I also assisted the Lake County Amateur Radio Club as a volunteer examiner. A test session was held after a club sponsored class. All ten students earned their technician license. Many clubs still need to review their annual reports on the www.arrl.org website and make updates specially to club meeting information and location. Also, current contact information and slate of officers. I can assist with the update if a new officer needs access to the annual report. Annual reports are required to be update on an annual basis with current club information. Clubs that have not updated its annual reports with in the past 2 years, are at risk of losing its affiliation status will become inactive until the annual report is in current status. Field Day is right around the corner! Have you started your outreach to the local papers, and your local elected officials? Now is a great time to get them both on board and earn your group those extra bonus points. Speaking of those bonus points, are you helping your club or group get all the bonus points they can get. PIO’s can help earn bonus points for helping get various groups to show up, and also if there is a PIO table. The more we can link in with social media, the local news media, and elected officials, the better we all are. The public, and elected officials benefit from our preparedness, let's invite them in to see what we do!

Do you know any amateur with a passion for spreading the word about amateur radio? If so, please talk to them about becoming an ARRL PIO. We are always looking for any interested amateurs to join our group. Anyone interested please contact me [email protected]. The ARRL has a brief training session online, then you request a quiz from the ARRL. It's just that simple.

April 20th: The Hendricks County ARES Hospital Net was held on April 20th. The Net started at 10:30am with John Farmer, N9CQ, hosting from Hendricks Regional Health Hospital. He was using the 147.570MHz simplex. This Net was to check the capability and performance of our radios with a Net Control Station as well as other Hams in and around Hendricks County, during an Emergency and/or Disaster.

April 27th: Hendricks County ARES conducted a training class on the set-up and operation of our Portable Integrated Gear (PIG) on Saturday April 27th from 1pm to 3pm at the Hendricks County Senior Services Building located at 1201 Sycamore Lane, Danville (Right behind the Hendricks Regional Hospital). This got our ARES members familiar with some of the portable gear that they do not normally use on a regular basis. The training consisted of the building of the portable systems, operating and maintaining them. It also sparked new ideas for future PIG’s.

Upcoming May: The Hendricks County ARES QSY nets will begin again May. The QSY nets will run from May to October. These nets are run during the weekly ARES net to check the ability to QSY to another frequency. May 17th: The ARRL 2019 Dayton Hamfest/Convention, sponsored by the Dayton Amateur Radio Association, will be on May 17, 2019 and will go to May 19, 2019, at the Greene County Expo Center. Located at 120 Fairgrounds Road in Xenia, Ohio. Talk-in will be on the 146.940 MHz Repeater with a PL- Tone of 123HTz, and Bulletin System monitored on the 145.525 MHz Repeater. May 18th: The next Hendricks County ARES Hospital Net, will be on May 18, 2019 starting at 10:30am with Bruce Enz, W9ENZ hosting from Hendricks Regional Health Hospital, on the Frequency of 147.570 MHz Simplex. This Net is to check the capability and performance of our radios with a Net Control Station as well as other Hams in and around Hendricks County, during an Emergency and/or Disaster. Packet Radio: Our Packet Radio committee recently met to plan and educate HAM’s about what packet radio is all about and how to interface this resource into our emergency communications procedures to further enhance our capabilities. There is a growing movement in amateur radio called “Packet Radio”. Part of our group is currently operating in this binary digital mode on 2-meter VHF at 145.050MHz. Starting in the next quarterly issue of The HCARES Ham-er, there will be a couple of news articles about what is packet, and how you can put together a packet amateur radio station and get in on the fun in this binary digital mode of amateur radio. If you have interest in “Packet Radio” or are already involved, we ask that you share your experience with others. If you would like some information on what HCARES is doing in this area, please contact the Hendricks County EC Ron Burke KB9DJA at [email protected] Training: HCARES members have been expanding their knowledge base and skills by participating in additional emergency operations training to help us align better with the requirements of our Hendricks County EMA. During April and early May free classes were offered by the Hendricks County EMA for ICS-300 and ICS-400. Five members of HCARES passed both classes and will now be slated to operate radio communications at the County EOC during emergencies/disasters. Recruitment: We at HCARES are looking for information on any recruitment efforts that are going on in the Amateur Radio arena. We feel that in order to keep our hobby alive and volunteers plenty to support our communities in times of Emergencies/Disasters we need to stay active in recruiting new people who have an interest in Ham radio and volunteering. Monroe County PIO Jimmy Merry, KC9RPX: I attended the Bloomington ARC meetings in April and May. Been a relatively quiet month in Monroe County for April.

Congrats to Bloomington HS South, on in accomplishments in the Winter ARRL School Club Round-up.

HF Nets: Indiana Traffic Net and several of the local 2M and 70 CM nets around the northern Indiana area about the Whitley County Amateur Radio Club (WCARC) General Meeting on April 11, 2019, the WCARC Board Meeting on April 25, 2019, the Whitley County W5YI Test Session April 27, 2019, the test session results and the Whitley County Amateur Radio Club (WCARC) General Meeting on May 9, 2019.
