SUBJECT: UPDATE TO FIRE ENGINE PURCHASE

Pursuant to direction from the City Council, staff has researched to see ifthe Pierce Saber Pumper has been competitively bid. Unfortunately we had a hard time finding a unit of local government in the State that has done so. Most have opted to purchase from the Florida Sheriffs Association (FSA) Cooperate Bid. In an effort to find a competitive bid, we expanded our search and found two out of state examples. The State of Ohio recently went through the bidding process and awarded contracts to Pierce on July 1, 2017. The base vehicle price forthe Saber is $334,159.10. Additionally, we found a consortium of local governments in Houston, Texas that competitively bid and Pierce was awarded the contract. The base vehicle price for the Saber was $360,092.00.

Based on these findings, staff believes that the FSA Cooperative Bid price the City received is a competitive price on the make and model of the pumper that best suites the City’s needs. As staff mentioned in its presentation, it desires to stay with Pierce for the following reason:

Service - We have an existing fleet and can schedule service from one service provider. Having to bring in a second service provider would increase service costs in way of trip times and in house supplies. It is customary to pay for the mechanic's trip time from the shop to the service location. Additionally, a Pierce service center is located in DeFuniak Springs.

Operational Sim//arit/es— Different manufacturers have slight nuances in how they operate. Staying with the same manufacturer and a similar model to our existing fleet will save staff from having to learn a new truck. Additionally, it will allow us to store equipment in identical locations.

As can be seen from the table, the City is the second to lowest priced apparatus and is in line with what other agencies in the area have paid for like equipment.

Three of the last four vehicles purchased by the fire department have been from the FSA contract. In 2003, the City purchased a Pierce mini—pumper/rescue for approximately $150,000. In 2007, a Pierce Dash pumper truck and a Ford F-250 were purchased for approximately $480,000 ($450,000 for the pumper and $30,000 for the pickup). The fourth vehicle was a Ford F-350 purchased in 2015. Itwas purchased off the State Term Contract as it was a couple of hundred dollars lower than the FSA. Unfortunately, the State Term Contact does not include large fire apparatus. None of these purchases were bid by the City. Additionally, over the past year, the City has purchased three vehicles and a mobile lighting unit from the FSA contract:

In summary, staff believes that the FSA Cooperative Bid price the City received is a competitive price on the make and model of the pumper that best suites the City’s needs and willallow the City to procure in an expeditious time fame..

Fire Chief Shane Carmichael has provided the Pierce ?re engine model and prices that local agencies have purchased by way of the Florida Sherriff Association. It is dif?cult to obtain the list of exact options that each agency has selected because the speci?cation sheets are very voluminous (to the order of 50 + pages); however, we were able to obtain the total purchase price and the base vehicle price and calculate the options price. For comparisons, Chief Carmichael pared the list down to just pumper trucks and omitted tankers, ladders and other appurtenances. All the models listed below are Level 1 4 door medium duty custom pumpers and are based on prepayment prices. The information is as follows:

DISCUSSION:

As you are aware, the fire department’s reserve fire engine has reached the end of its usable service life. As a result, the City’s Capital Improvement Plan (CIP) has taken this into consideration and incudes a replacement fire engine in the amount of $430,000 in FY18 Budget. During the most recent CIP meetings, the City Council indicated public safety needs were a priority and indicated to staff that they would like to move fonNard with funding the replacement engine in the fiscal year with monies obtained from Wayside Park.

BACKGROUND:

City staff used the Florida Sheriffs Association (FSA) Cooperate Bid contract FSA16-VEF12.0 for Fire Rescue Vehicles and Other Equipment for budgetary pricing. The specifications used were for a Level | Custom Pumper (Medium 4 Door Custom Chassis). A general summary is as follows (detailed summary is attached):

The City’s purchasing policy requires the City to solicit sealed bids for any item over $5,000; however, it also allows this requirement to be waived ifthe item is purchased from a government contact (local, state or federal contact). The FIRE ENGINE PURCHASE MEMO PAGE 3

pricing obtained in the attached proposal is from the FSA's Cooperative Purchasing Program. We have used this program on numerous occasions to purchase police cars and utility trucks. The fire department used the program in 2007 when it purchased the last fire engine.

FINANCIALAND OPERATIONAL IMPACT:

The total price of the fire engine is $427,908.70 and will be charged to the fire department's machinery and equipment line item. The funds utilized to offset the purchase will come from the $5,900,000 the City received from the Florida Department of Transportation for the reimbursement of the right-of-way and lease of Wayside Park.

SUMMARY:

That the City Council authorize the Fire Chief to purchase a Pierce Saber fire engine from the FSA Cooperate Bid contract FSA16-VEF12.0 Specification 19 in the amount of $427,908.70.
