Register of Interests of Members' Secretaries and Research Assistants REGISTER OF INTERESTS OF MEMBERS’ SECRETARIES AND RESEARCH ASSISTANTS (As at 6 September 2019) INTRODUCTION Purpose and Form of the Register In accordance with Resolutions made by the House of Commons on 17 December 1985 and 28 June 1993, holders of photo-identity passes as Members’ secretaries or research assistants are in essence required to register: ‘Any occupation or employment for which you receive over £395 from the same source in the course of a calendar year, if that occupation or employment is in any way advantaged by the privileged access to Parliament afforded by your pass. Any gift (eg jewellery) or benefit (eg hospitality, services) that you receive, if the gift or benefit in any way relates to or arises from your work in Parliament and its value exceeds £395 in the course of a calendar year.’ In Section 1 of the Register entries are listed alphabetically according to the staff member’s surname. Section 2 contains exactly the same information but entries are instead listed according to the sponsoring Member’s name. Administration and Inspection of the Register The Register is compiled and maintained by the Office of the Parliamentary Commissioner for Standards. Anyone whose details are entered on the Register is required to notify that office of any change in their registrable interests within 28 days of such a change arising. An updated edition of the Register is published approximately every 6 weeks when the House is sitting. Changes to the rules governing the Register are determined by the Committee on Standards in the House of Commons, although where such changes are substantial they are put by the Committee to the House for approval before being implemented. Complaints Complaints, whether from Members, the public or anyone else alleging that a staff member is in breach of the rules governing the Register, should in the first instance be sent to the Registrar of Members’ Financial Interests in the Office of the Parliamentary Commissioner for Standards. Where possible the Registrar will seek to resolve the complaint informally. In more serious cases the Parliamentary Commissioner for Standards may undertake a formal investigation and either rectify the matter or refer it to the Committee on Standards. Under the rectification procedure a late entry may be printed in bold italics in the Register for twelve months from its first appearance. The results were based on data from the Office for National Statistics (ONS) and contractor sentiment indicated by a previous ContractorCalculator survey. The full results of this research are now published, with the top 100 MPs, ordered by risk of losing their seat, due to the Off­payroll (IR35) reforms that Treasury, HMRC and the Chancellor are attempting to push through Parliament. In total, 85 MPs hold a majority in Parliament that would feasibly be overturned if the expected turnout of IR35­opposing self­employed voters from their constituency were to vote against them, and we list the next 15, making 100 in total, that are potentially under threat if the self­ employed voter turnout is higher than expected. Hon Sajid Javid MP Secretary of State for the Home Department Home Office Direct Communications Unit 2 Marsham Street London SW1P 4DF Our Ref: JR13501 Dear Secretary of State, We write to express our serious concerns at the recent arrest of Mr Sockalingam Yogalingam, outside the Oxford Union on Monday 8 October, as he peacefully protested the speech being delivered by the Sri Lankan Prime Minister, Ranil Wickremesinghe. We understand Mr Yogalingam is still in police custody. According to information provided to us by sources at the scene, the arrest was carried out at the behest of Sri Lankan Government officials who were filming the protest. As you know, every UK citizen has the right to freedom of peaceful assembly and freedom of expression. Members of the UK Tamil community, including Mr Yogalingam, were taking this opportunity to express their legitimate concerns regarding the lack of accountability and reconciliation in Sri Lanka, following the conclusion of the armed conflict in 2009, and the on-going persecution of Tamils on the island. We believe that Mr Yogalingam should be released as soon as possible. In addition, we ask you to investigate the circumstances of Mr Yogalingam’s arrest and to make immediate representations to Sri Lanka’s High Commissioner to the UK to ascertain why they believe it is appropriate for Sri Lankan officials to film UK citizens demonstrating peacefully on our streets and to seek to instruct UK police officers to take action against them.
