61. *Ms. Belum Hasnain

Will the Minister for Petroleum and Natural Resources be pleased to state:

(a) the total payable dues of Sui Northern Gas Pipelines Limited to State Oil (PSO) at present;

(b) the total payable dues of power plants to PSO at present; and

(c) the time by which those dues will be paid to PSO?

Minister for Petroleum and Natural Resources (Mr. ): (a) SNGPL has reported that an amount of Rs. 6,944 million is payable to PSO against LNG supplies as of date i.e. 26-07-2016.

(b) It is clarified that power plants pays to SNGPL which makes payments to PSO for purchase of LNG. The status of total payable dues of power plants is at Annex-A.

(c) SNGPL pays to PSO all collections received from RLNG consumers and as today SNGPL paid Rs. 82,768 million against invoiced amount of Rs. 89 712 million. During the current month Rs. 8,981 million has already been paid to PSO as on July 26, 2016. The remaining amount will also be paid on collection of billed amount from RLNG consumers. 2

62. *Ms. Belum Hasnain

Will the Minister for Communications be pleased to state whether it is a fact that the Motorway Police (MP) is not properly checking speed limits and overtaking of vehicles on Motorways; if not, the mechanism being followed by the MP therefor at present?

Minister for Communications: National Highways & Motorway Police (NH&MP) is working round the clock to regulate traffic, ensure safety and to provide assistance to all road users, which is the prime responsibilities entrust under National Highway Safety Ordinance (NHSO) 2000.

NH&MP endeavors its level best to provide safe and secure passage to the commuters on National Highways & Motorways. Road safety is always given first and utmost priority. All violations are checked with zeal and zest especially the violations which endanger the precious lives and property of commuters.

NH&MP has taken following measures during the year 2015 and 2016 (till June 16) against over speeding and wrong over taking:—

* 138 speed checking cameras have been provided to all zones of NH&MP and over speeding is being checked with modern gadgets/ cameras on day and night basis. 312530 tickets have been issued to the violators of over speeding in year 2015 whereas 283120 tickets have been issued to the violators from January to June 2016.

* Speed Checking is being carried out by patrolling officers and speed checking squads with help of Day and Night speed checking cameras. 3 The locations of speed checking cameras are being changed at regular intervals.

* As far as overtaking of vehicles is concerned, it is worth to mention that Motorway consists of 03-lanes. Most of the slow moving vehicles such as Mehran, FX Cars, Carry Vans etc. are plying with a speed of 70-80 Km/h. Such vehicles are creating obstruction/hindrance while using the second lane particularly when one slow moving vehicle is overtaken in the third lane by another slow moving vehicle. In this regard, NH&MP enforce law against those slow moving vehicles, who caused obstruction. 347242 tickets have been issued to the violators of obstruction traffic in year 2015 whereas 263646 tickets have been issued to the violators from January to June 2016.

* Strict enforcement is being made against wrong overtaking/where overtaking is prohibited and lane violation. In this regard 1085767 tickets were issued to the violator during the year 2015 whereas 584444 tickets have been issued to the violators from January to June, 2016.

Besides above, all possible measures including road safety awareness campaigns, seminars, walks and distribution of printed briefing material have been taken. Observers have also been deployed on Motorway to create road safety, deterrence and control on violations and to ensure the safety of the public.

Will the Minister for Defence be pleased to state whether there is any proposal under consideration of the Government to construct a boundary wall at Balochistan Border?

64. *Ms. Aisha Syed

Will the Minister for Human Rights be pleased to state the steps taken by the present Government for girls burnt in , Abbottabad and Kasur?

4 Minister for Human Rights (Mr. Kamran Michael): The Government of Pakistan is committed to ensure Human Rights of its citizens as envisaged under the Constitution as well as international commitments by adopting all possible measures to ensure protection and promotion of such rights, i.e. rights of women, children, persons with disabilities and minorities, etc. The review and revision of the existing law on honour killing is the priority of the present Government. The Ministry regularly takes up all Human Rights violation cases with the concerned authorities for their redressal. The recent cases of violence against women including burning of Maria Sadaqat in Murree, Ambreen at Abbottabad and Nazia Waheed at Kasur have also been taken up with the concerned quarters for immediate necessary action as per law. The details of these cases alongwith steps taken by the Government are as under:

1. Case of Maria Sadaqat, Murree

A 21/22-year-old woman named Maria Sadaqat Abbasi, teacher by profession, was tortured and then set on fire on 30th May 2016 by a group of men at village Dewal, Tehsil Murree, District Rawalpindi. Maria stated to the police at PIMS hospital before death that “she and her sister were at home alone when five persons (Master Shaukat, Mian Rashid, Riffat Mahmood and two unknown persons) entered their home around at 11:45. One of the accused Shaukat Mabmood said her “you are seducing my son and I will set you on fire today”. Then he tortured and set her on fire. Until some people came for rescue, the attackers escaped, while she got 85 percent body burn. The victim expired on 01-06-2016 at PIMS Hospital.

Police Station Murree has registered FIR (No. 157), u/s 34-B/ 302/336 PPC dated 30-05-2016. Two accused persons, Mr. Shoukat and Mian Arshad, have been arrested and they are on physical remand while Forensic reports are still awaited.

2. Case of Mst. Ambreen, Abbottabad

On 29th April, 2016 at 2.40 a.m. Police Post Nathiagali was informed that two vehicles have been burnt with a complete burnt human body present in the back seat of one vehicle at Makool village road situated about 12 KM from road of PAF Base Kalabagh. The victim was identified as Mst. Ambreen, 17 years old. On 28th April, 2016, the aggrieved family of Saima; who contracted love marriage, arranged a local jirga comprising 5 15 local people headed by Muhammad Pervaiz Councilor of the village. The Jirga unanimously announced two decisions:

(i) To burn the vehicle used for elopement of Saima;

(ii) Ambreen a friend of Saima who had ahogedly helped her will be burnt.

Soon after the conclusion of Jirga, Pervaiz Councilor along with Saeed (a retired soldier) brought Ambreen from her home to a deserted place. Her corpse was thrown in a Suzuki van in presence of Suzuki owner Naseer which was put ablaze by sprinkling kerosene oil.

During investigation, Police arrested 15 accused persons including Mst. Shamim, mother of the deceased who was later found to be innocent. Her statement was recorded U/S 164 Cr.P.C in the court of judicial magistrate being a witness of the case. Under the section 6/7 of ATA, the investigation team has referred case to Anti-Terrorism Court. All 14 arrested accused in the subject case are on remand.

3. Case of Nazia Hameed, Kasur

A woman namely Nazia Waheed was married to Abdul Waheed 04 years ago and 01 child age 7/8 months was born. Family disputes started early after marriage and Nazia’s husband, Mr. Waheed has threatened her to burn with oil. On 09-06-2016 victim’s father along-with her uncle Abdul Qayyum reached her home and witnessed that Nazia’s husband along-with his sister Najma Bibi and mother, threw oil and burnt her with the fire of match stick. Victim’s father tried to extinguish fire but Nazia was burnt completely, she was taken to Jinnah Hospital immediately and then to Mayo Hospital, Lahore.

Police Station B-Division, Kasur has registered FIR/ Case No. 395/16 on 09-06-2016 and started investigation U/S 336-B/324 under the supervision of DSP/SDPO City Circle, Kasur. The victim expired on 17-06-2016 in the hospital. The husband of Nazia has been arrested by Police Station, Saddar, Kasur. 6 65. *Ms. Shakila Luqman

Will the Minister for Communications be pleased to state:

(a) whether it is a fact that restaurants and hotels have been setup alongsides the Motorways and Highways; if so, the name of department which accorded approval/permission thereof; and

(b) the name of departments who check and balance the rates of said hotels and restaurants at present?

Minister for Communications: (a) It is a fact that restaurants and hotels have been setup along side the Motorways in the shape of service areas and the same have been established with the permission/approval of National Highway Authority (NHA) since its inception. However, on National Highways private entrepreneurs have established hotels/restaurants. The same are being inventoried and shall be regularized accordingly.

(b) The rates are being fixed by the concerned local administration, keeping in view the rates of commodities in the nearby vicinity of service areas and the check and balance on the same is being observed by a tripartite arrangement including NHA, NH&MP and the local administration/authorities.

66. *Ms. Shakila Luqman

Will the Minister for Science and Technology be pleased to state the department-wise steps being taken to make the tin packed food items available in the market in accordance with the prescribed rules of quality and hygienic at present?

Minister for Science and Technology: The Pakistan Standards & Quality Control Authority (PSQCA), an organization under the administrative control Ministry of Science and Technology (MoST), under its Act VI of 1996 is mandated to monitor the quality of products falling under the Compulsory Certification Mark Scheme. At present, 103 products come under Compulsory Certification Marks Scheme out of which 37 are food items (Annex-A).

PSQCA has a complete mechanism for monitoring the quality of the products through quarterly inspections of manufacturing units and market surveillance. Samples of food products are also taken from open market and sent for testing to labs for analysis in accordance to the Pakistan Standards Specifications. 7 As far as the tin packed food is concerned, only the standard in respect of Tin plate container for ghee / Banaspati ghee and cooking oil PS: 4773-2002 has been declared mandatory by the Govt. of Pakistan.

It may be noted that this standard is limited only to the tin plate used for the packing of ghee and oil. However, there are several food items which are packed in tin plate that are not being regulated. If PSQCA is given the mandate to regulate the same, their quality and hygiene could be checked accordingly as per standards specifications that are approved for this purpose. 8

67. *Ms. Sajida Begum

Will the Minister for Communications be pleased to state:

(a) whether it is a fact that the Kohala to Muzaffarabad Expressway Project has not been completed so far; if so, the time by which it will be completed; and

(b) whether it is also a fact that the Government is satisfied with the standard of construction work of the said project?

Minister for Communications: (a) Kohala Muzaffarabad project has substantially been completed. Scope of the project involves rehabilitation of Kohala Muzaffarabad Road (S-2) which is being carried out under Flood Emergency Reconstruction Project (FERP), funded through Asian Development Bank Loan No 2742-PAK. The project is being implemented through three packages, as detailed below:—

(b) Government is satisfied with the standard of construction work of rehabilitation of Kohala Muzaffarabad Road (S-2). The work has been executed as per approved specifications and is of desired quality. However, due to heavy 9 rains in the year 2013-14, certain damages to retaining structures/ culverts were observed at thirteen locations of Package-II. The rectification work on damaged locations is being undertaken, which will be accomplished within three weeks. Once the rectification work is over, condition of whole road will become satisfactory.

68. *Ms. Sajida Begum

Will the Minister for Communications be pleased to state:

(a) whether there is any proposal under consideration of the Government to construct Lahore-Sialkot Motorway;

(b) if so, whether it is a fact that the construction work of said project has been started?

Minister for Communications: (a) National Highway Authority (NHA) has planned to construct Lahore - Sialkot Motorway on Build-Operate-Transfer (BOT) basis. For the purpose, bid has been received, which is under evaluation.

(b) Construction work has not been started as yet. It will start after the award of the project, which is likely to happen soon.

69. *Ms. Naseema Hafeez Panezai

Will the Minister for Petroleum and Natural Resources be pleased to state:

(a) the name of locations of Balochistan for which planning has been made to supply gas during the financial year 2016-17;

(b) the total funds allocated therefor; and

(d) the time by which said projects will be completed separately?

Will the Minister for Petroleum and Natural Resources be pleased to state:

(a) whether it is a fact that ban has been imposed on the provision of gas to newly developed areas in the country; if so, the reasons thereof;

(b) whether it is also a fact that said imposition is the breach of Article 158 of the Constitution;

(c) whether it is further a fact that the gas has been supplied to a number of far-flung areas and neglected those areas from where gas is being excavated;

(d) if the answers to part (a), (b) and (c) above are in the affirmative, the steps being taken by the Government to provide the gas to said areas from where it is being excavated?

Minister for Petroleum and Natural Resources (Mr. Shahid Khaqan Abbasi): (a) Yes. Government of Pakistan has imposed ban on the provision of gas to newly developed areas in the country; since April, 2011 due to shortage of gas. However, villages gasification for gas producing districts is exempted.

(b) No.

(c) Gas is being supplied in different localities under the guidelines/ directives by GOP. In gas producing district villages, which are feasible under the per consumer cost criteria and respectively approved by GOP, are considered for gasification and non-feasible are only considered after the funding is received from the government.

(d) Both the gas utility companies have carried out surveys for providing gas to the villages falling within 5 KM radius of the gas fields. Accordingly, a summary has been submitted to CCI for consideration. 12 71. *Dr. Nafisa Shah

Will the Minister for Human Rights be pleased to state whether it is a fact that the Women Detention Fund has been utilized to assist the women prisoners in jails; if so, the details thereof?

Minister for Human Rights (Mr. Kamran Michael): Women in Distress and Detention Fund was established in 1996 under an Act of Parliament namely Women in Distress and Detention Fund Act, 1996 (XV of 1996). Since promulgation of the Act, the fund has remained non-operational over the years and not been utilized to assist women in prisons mainly due to following two reasons:—

(I) The composition of high powered Board of Governors, as stipulated in Section 6 of the Act, presented issues of meeting necessary quorum on account of members official engagements.

(II) The frequent merger of the Human Rights Division into the Law and Justice Division and then bi-furcating it to give status of Ministry kept the fund in-operational. Every time Federal Secretariat is re-organized, it brings the need of necessary Parliamentary Amendments in the Act to make it operational. As on creation of an independent Ministry of Human Rights in 2007, the Fund was transferred to it from Law and Justice Division. Accordingly, in December, 2011 the Parliament enacted an amendment in the Women in Distress and Detention Fund Act, 1996(XV of 1996) to make it operational in the Ministry of Human Rights. Again in the wake of reorganization of the Federal Secretariat on 7th June, 2013, and subsequent merger of Ministry of Human Rights with Ministry of Law & Justice, the need for necessary amendments in the Women in Distress and Detention Fund Act (XV of 1996) has emerged for the purpose of making Women in Distress and Detention Fund operational.

In order to overcome this situation and to make this fund operational, Ministry submitted a Summary on 22nd July, 2014 to the Cabinet Division for its presentation to the Cabinet seeking amendment in Section 6 of the Women in Distress and Detention Fund Act, 1996 (XV of 1996). The Cabinet Committee constituted by the Prime Minister for disposal of legislative cases 13 considered Summary for Cabinet on “Women in Distress and Detention Fund (Amendment) Bill, 2014” in its meeting held on 26th January, 2016 and approved the amendments proposed in the Bill. The Bill in its final form with a statement of objects and reasons duly signed by the Minister in-Charge is forwarded to the Law and Justice Division for its transmission to the Parliamentary Affairs Division for its introduction in the Assembly/Senate.

72. *Dr. Nafisa Shah

Will the Minister for Petroleum and Natural Resources be pleased to state:

(a) the objections/issues raised by the Port Qasim Authority on the LNG shipments; and

(b) whether it is a fact that the Government is addressing said issues; if so, how?

Minister for Petroleum and Natural Resources (Mr. Shahid Khaqan Abbasi): (a) Port Qasim Authority has no issues on the LNG Shipments.

(b) Not applicable.

73. *Dr. Fozia Hameed

Will the Minister for Law and Justice be pleased to state:

(a) whether it is a fact that a number of Law Officers have been appointed without observing regional quota and competitive process by the Ministry; if so, the justifications thereof; and

(b) whether there is any proposal under consideration of the Government to make such appointments on merit and according to regional quota; if so, when it will be implemented; if not, the reasons thereof?

Minister for Law and Justice (Mr. Zahid Hamid): (a) All appointments of Law Officers i.e. Additional Attorney General, Deputy Attorney General and 14 Standing Counsel are made under section 2 of Central Law Officers Ordinance, 1970 (Annex-I).

It stipulates that for appointment as Additional Attorney General and Deputy Attorney General, a person is qualified if he fulfills conditions for appointment as a Judge of Supreme Court as mentioned in Article 177 & 179 which are, interalia, minimum 15 years practice as Advocate High Court 177 (2) (b) and upto 65 years of age (Article 179) (Annex-II).

For appointment as Standing Counsel, a person is qualified if he fulfills conditions for appointment as a Judge of High Court, as mentioned in the Articles 193-195 of Constitution of Pakistan, which is minimum 10 years practice as Advocate High Court with age limit 45-62 years (Annex-III).

The Attorney General for Pakistan interviews eligible candidates and sends recommendations to the Ministry of Law and Justice for further processing. The Ministry examines the length of professional experience, and other legal formalities and then initiates the Summary for the Prime Minister for approval for appointment of Law Officers.

(b) All the appointments of the Law Officers were/ are made in accordance with the Central Law Officers Ordinance, 1970. There is no quota system for appointment of Law Officers,who can be transferred from one station to an other on need basis.

Will the Minister for Petroleum and Natural Resources be pleased to state the ratio of availability of gas will be observed for the general public in the country due to the import of LNG?

Minister for Petroleum and Natural Resources (Mr. Shahid Khaqan Abbasi): At present average production of gas is 4,000 MMCFD and estimated average demand is more than 6,000 MMCFD. Thus, leaving a shortfall of more than 2,000 MMCFD. Currently, on average 4,000 MMCFD RLNG is being injected into the system. 15 The country is facing vast gap between demand and supply of gas. Shortfall is bridged through load management in different sectors in Punjab & to some extent in Sindh including Power, Industry, CNG and Fertilizer in order to cater for high priority domestic and commercial sectors in accordance with the Natural Gas Allocation and Management Policy, 2005.

With the import of Liquefied Natural Gas (LNG) and injection of Re-gasified LNG (RLNG) into the system, the gap has been mitigated to a great extent. It has enabled SNGPL to ensure uninterrupted supplies to its consumers. Currently, gas supply to Domestic, Commercial, Industrial, Power, Fertilizer and CNG sectors across SNGPL’s network is being made on uninterruptible basis.

75. *Sheikh Salahuddin

Will the Minister for Law and Justice be pleased to state the scams of corruption unearthed during tenure of the present Government alongwith present status thereof?

Minister for Law and Justice (Mr. Zahid Hamid): NAB is an Anti Corruption Organization whose primary responsibilities to eliminate corruption from the country. During the tenure of the present Government, Regional Bureaus of NAB took cognizance of many cases. Cases of 100 Million and above are considered as Major Scams related to the following fields.

(i) Housing Societies

(ii) Modarba

(iii) Over pricing of drugs

(iv) Mis-use of powers and loss to the National Exchequer. Regional Bureau-wise detail of said major scams and their present position have been tabulated as under:— 16

76. *Sheikh Salahuddin Will the Minister for Petroleum and Natural Resources be pleased to state: (a) the status of import of LNG at present; and (b) the steps being taken by the Ministry to control loadshedding of gas during the coming winter season? Minister for Petroleum and Natural Resources (Mr. Shahid Khaqan Abbasi): (a) LNG supplies are being arranged by PSO through competitive bidding process as well as under Government to Government, arrangements from. Qatar. The supplies of LNG started since March, 2015 and a total number of forty (40) LNG cargoes (equivalent of 126,917,474 MMBTU) have been arrived in the country so far. (b) The country is facing vast gap between demand and supply of gas which is bridged through load management in different sectors in Punjab & to some extent in Sindh including Power, Industry, CNG and Fertilizes, in order to cater for demand of high priority domestic and commercial sectors in accordance with the Natural Gas Allocation and Management Policy, 2005. With the import of Liquefied Natural Gas (LNG) and injection of Regasified LNG (RLNG) into The system, the gap has been mitigated to a great extent. It has enabled SNGPL to ensure uninterrupted supplies to its consumers. Currently, gas supply to Domestic, Commercial, Industrial, Power, Fertilizer and CNG sectors across SNGPL’s network is being made on unintorruptible basis. 17 The gap of demand and supply however widens further and situation worsens during winter months on account of usage of room and water heaters. In order to ensure uninterrupted supplies of indigenous gas to highest priority domestic sector, indigenous gas supplies to lower priority sectors shall be managed / curtailed, especially during peak winter months.

77. *Mr. Muhammad Muzammil Qureshi

Will the Minister for Communications be pleased to state:

(a) whether it is a fact that the contracts have been given to collect Toll Tax on the National Highways (NH) by the present Government; if so, the terms and conditions thereof;

(b) whether there is any proposal under consideration of the Government to establish an institution/department for collection of said Tax itself; and

(d) whether there is an other proposal under consideration of the Government to establish an institution/department for the maintenance and repair works of the said National Highways in a proper way/system?

Minister for Communications: (a) The contracts for collection of toll on National Highways have been awarded in FY 2015-16 for next financial year 2016-17 on competitive basis as per PPRA Rules 2014.

Terms and conditions are illustrated as under:— —————————————————————————————— (i) Bidder should have a valid Pakistan Engineering Council license as Operator (“O”) category.

(ii) Bidder must be Pre-qualified.

(iii) The bidder has to quote maximum/highest bid for winning specific toll plaza.

(iv) Term of contract is for 1 year i.e. upto 30th June, 2017. —————————————————————————————— 18 (b) Presently, there is no proposal under consideration to establish a separate department to collect toll on National Highways by NHA.

It is informed that Chapter III, Para 10(2) (vii) of NHA Act 1991 as amended in 2001 empowers NHA to “Levy, collect or cause to be collected tolls on National Highways, strategic roads and such other roads as may be entrusted to it and bridges thereon”.

(c) No, there is no such proposal under consideration of the Government to establish another institution/department for the maintenance and repair works of National Highways.

NHA being premier road authority in the country, already has its own well established system for maintenance and repair of NHA road network.

Maintenance of the roads is timely and appropriately carried out by NHA due to which condition of roads is improving day by day.

So, in the presence of an already well established and appropriate system in NHA for repair and maintenance of highways, there is no need for another parallel institution/department as it will do nothing more than being a financial liability on national exchequer.

78. *Ms. Nafeesa Inayatullah Khan Khattak

Will the Minister for Human Rights be pleased to state:

(a) the issues of human rights being dealt by the Ministry after the Constitution (Eighteenth Amendment) Act, 2010; and

(b) the mandate of the Human Rights Wing after the said amendment made in the Constitution?

Minister for Human Rights (Mr. Kamran Michael): (a) According to Rule 3(3) of Rules of Business, 1973, the Ministry of Human Rights is dealing with the following issues/matters relating to human rights as provided in Schedule-II as under:

1. Review of human rights situation in the country including implementation of laws, policies and measures. 19 2. Coordination of activities of Ministries, Divisions and provincial Governments in respect of human rights.

3. Initiatives for harmonization of legislation, regulations and practices with the international human rights covenants and agreements to which Pakistan is a party and monitoring their implementation.

National Commission on the Status of Women (NCSW) 20 (b) After the implementation of said amendment, the following subjects of devolved Ministry of Women Development have been assigned to the Ministry of Human Rights in addition to the earlier allocated business (Rule of Business 3(3) from Rule 1 to 12) above (Annex-I).

(a) the advantages achieved from the Transit Transport Framework Agreement (TTFA) signed by Pakistan during the year1998; and

Minister for Communications: (a) Transit Transport Framework Agreement (TTFA) has not yet been implemented. Therefore, no benefits have been accrued by any member country.

(b) Two corridors have been established;

(i) Islamabad-Tehran-Istanbul (ITI) Rail Corridor

(ii) Islamabad-Tehran-Istanbul (ITI) Road Corridor 21

Rail Corridor was operationalized, however, it has been halted due to few impediments which are being removed by the Railway Authorities of enroute countries. Similarly, efforts are being made to operationalize the ITI Road Corridor. So far, 3 meetings of Pakistan, Iran and Turkey have been held and 4th High Level Working Group Meeting has been scheduled on 17-18 August, 2016 in Islamabad to finalize the operational modalities.

(a) the details of the existing network of gas pipelines including industrial pipelines and its capacity to transport gas/LPG in the country;

(b) whether there is any proposal under consideration of the Government to expand gas grid network/industrial pipelines in the country; if so, the details thereof;

(c) the investment made by the public and private sectors/companies during the tenure of the present Government;

(d) the present status of ongoing gas projects;

Minister for Petroleum and Natural Resources (Mr. Shahid Khaqan Abbasi): (a) Sui companies have an integrated network which is segregated into transmission & distribution systems. However, in view of severe shortage of gas prevailing in the country, Government of Pakistan is aggressively pursuing the import of 1.2 BCFD LNG into the country to meet the shortfall in gas supplies. Accordingly, in order to take up this additional gas into the system, SNGPL has planned its system augmentation project downstream starting from Sawan upto Lahore whereas upstream Sawan pipeline is being laid by SSGCL.

(c) The investment, made by public sector gas utility companies i.e. SNGPL and SSGCL is given at Annex-A & B respectively.

(d) The requisite status is given at Annex-C.

(e) The routine system augmentation is a normal on going exercise, budget provisions are kept and material procurement will be carried out accordingly. Timely approvals are arranged and execution work is being monitored for timely execution and completion of project.

, It is further apprised that Government of Pakistan is monitoring the ongoing projects (LNG projects) minutely and extending all possible help to ensure the timely completion of said projects.

(f) SNGPL has reported that the gas based industries have been badly affected due to severe gas shortfall on SNGPL’s network. However, with the additional gas input in company’s system through import of LNG, supplies of same have been restored to industrial consumers in Punjab and there has been an improvement in the demand supply situation.

SSGCL has reported that based on the availability of gas, only one day Industrial closure is being observed on weekly basis.

(b) Consumers across the network may face low pressure issues due to operational constraints, due to demand-supply imbalance. In order to combat the situation, gas supply to lower priority sectors is. managed, especially during winter months.

Minister for Communications: (a) An amount of Rs. 2,274 million has been collected as Police Fine during FY-2015-16.

(b) List of banks where the said amount has been deposited is attached at Annex-A

(c) As per the approval of Federal Cabinet in the year 2000, all fine collected on Federalized Highways and Motorways shall be equally utilized by the National Highway Authority (NHA) and National Highways and Motorways Police (NH&MP) after deduction of collection charges.

NHA utilizes its share on maintenance of its road network while NH&MP utilizes its fine share for rewarding deserving police officers and on road safety education. 25 Annex-A 26 27 83. *Ms. Munaza Hassan:

Will the Minister for Petroleum and Natural Resources be pleased to state:

(a) the steps taken by the present Government to expedite the construction work on the Pak-Iran Gas Pipeline Project; and

(b) the time by which the construction work of the said project will be completed?

Minister for Petroleum and Natural Resources (Mr. Shahid Khaqan Abbasi): (a) For early implementation of the Project, Pakistan has requested Iran for amendment in the Gas Sales and Purchase Agreement (GSPA) allowing both parties to complete the project in the extended period. A draft amendment has also been shared with Iran in this regard, Iran has agreed to negotiate the same alongwith some other amendments in the GSPA. Moreover, construction work on a gas pipeline project, namely Gwadar-Nawabshah Pipeline Project (GNPP) is expected to commence soon on the same route of Iran Pakistan Gas Pipeline Project in collaboration with Government of China.

(b) Revised timeline for completion of the project will be decided mutually in the forthcoming meetings between Pakistan and Iran.

84. *Mr. Sajid Ahmed:

Will the Minister for Petroleum and Natural Resources be pleased to state the steps taken by the Government to overcome the shortfall of gas during the coming winter season?

Minister for Petroleum and Natural Resources (Mr. Shahid Khaqan Abbasi): The country is facing vast gap between demand and supply of gas which is bridged through load management in different sectors in Punjab & to some extent in Sindh including Power, Industry, CNG and Fertilizer in order to cater for demand of high priority domestic and commercial sectors in accordance with the Natural Gas Allocation and Management Policy, 2005.

With the import of Liquefied Natural Gas (LNG) and injection of Regasified LNG (RLNG) into the system, the gap has been mitigated to a great extent. It has enabled SNGPL to ensure uninterrupted supplies to its consumers. Currently, gas 28 supply to Domestic, Commercial, Industrial, Power, Fertilizer and CNG sectors across SNGPL’s network is being made on uninterruptible basis.

The gap of demand and supply however widens further and situation worsens during winter months on account of usage of room and water heaters. In order to ensure uninterrupted supplies of indigenous gas to highest priority domestic sector, indigenous gas supplies to lower priority sectors shall be managed / curtailed, especially during peak winter months.

85. *Mr. Sajid Ahmed:

Will the Minister for Science and Technology be pleased to state:

(a) the name of companies which are producing liquid milk in packets in the country at present; and

(b) whether those companies are producing it according to the hygienic principles?

Minister for Science and Technology: (a) The Pakistan Standards & Quality Control Authority (PSQCA), an organization under the administrative control Ministry of Science and Technology (MoST), under its Act VI of 1996 is mandated to monitor the quality of products falling under the Compulsory Certification Mark Scheme. At present, 103 products come under Compulsory Certification Marks Scheme out of which 37 are food items (Annex-A). Currently, liquid milk is not in the mandatory list of PSQCA.

PSQCA, after due consultation / approval of the relevant technical committee, has recommended a process of inclusion of liquid milk in the mandatory items list of PSQCA.

The Packaged Liquid Milk standard (PS: 5344-2016) and draft SRO for inclusion in compulsory certification marks scheme of PSQCA, has been forwarded to relevant Ministries / Divisions / Provincial Governments for eliciting their comments prior to forward the draft SRO to Law and Justice Division for vetting. Then PSQCA shall be in position to carry out inspection / certification of manufacturers.

Complete list of names of manufacturers can be provided by PSQCA after inclusion of packaged milk in the list of Mandatory items and further registration/ certification compliance as per Pakistan Standards Specification. 29 (b) Currently, Liquid Milk is not a mandatory product of PSQCA. Once this standard is made mandatory the hygienic principles will be complied accordingly as per Pakistan Standards Specifications. 30 86. *Malik Abdul Ghaffar Dogar:

Will the Minister for Communications be pleased to state:

(a) the company to which contract for the construction work of Khanewal-Multan Motorway Section was awarded alongwith the terms and conditions thereof;

(b) whether it is a fact that the construction work of said Section has not been completed so far; if so, the additional expenditures to be incurred thereupon alongwith the responsibles therefor;

(c) whether it is also a fact that the roads and other civic infrastructure of NA-148 have badly affected therefrom;

(d) whether it is further a fact that as per agreement it was the responsibility of the said company to reconstruct/renovate the said roads and infrastructure;

(e) whether it is also further a fact that the said company has failed to fulfill the said responsibilities; and

(f) the steps being taken by the said companies to reconstruct the said roads and renovate the said infrastructure as per agreement?

Minister for Communications: (a) Khanewal-Multan Motorway Section was awarded to M/s EKO-KRC-JV under FIDIC conditions of contract, with financial assistance from Islamic Development Bank.

(b) The work has been substantially completed and inaugurated by Honorable Prime Minister of Pakistan on 21st November 2015. The Motorway is operational and revenue collection has been started since January 2016.The minor punch list works like weigh station and road lighting were taken after substantial completion and have now been completed. No additional expenditure is required for such works, instead project has been completed with a saving of Rs.1000 million (approx.). (Awarded amount is Rs. 12937 million. and Tentative completion amount is Rs.11755 million). Contractor is bound to remain at stie till expiry of Defect Liability period i.e 21st November 2016 for any probable rectification. 31 (c) Roads and other civic infrastructure of NA-148 has not been affected by construction of Motorway between Khanewal-Multan. As per contract, the contractor for Motorway was bound to adopt reasonable means to avoid the damage to local roads for transportation of his materials. Accordingly, he built a service track within ROW of motorway alongwith pipe culverts on watercourses and bailey bridges over canals for transportation of his machines/materials. For the earth from borrow areas, the contractor used existing earthen tracks from fields.

(d) It is responsibility of company to reconstruct/renovate any local road if the same was used by the company. As elaborated above the contractor remained using the service track for his machines. Perhaps such roads have been detoriated due to lack of maintenance by parent department, as no maintenance by parent department was witnessed during course of construction of Motorway

(e) The road sections which were directly affected by construction (at points of under passes etc) have been reinstated by the company within NHA’s ROW and these are performing well. Hence it is perceived that company has fulfilled its responsibility.

(f) The company has fulfilled its obligation by reinstating the affected stretches at points of underpasses within ROW of motorway. There is no tool in the prevailing contract to compel the contractor for rectification of damaged infrastructure which has not been established to be used by contractor.

87. *Malik Abdul Ghaffar Dogar:

Will the Minister for Communications be pleased to state:

(a) whether it is a fact that the Tatepur Interchange on Khanewal- Multan Motorway Section was approved;

(b) whether it is also a fact that the construction work of said Interchange has not been completed so far;

(c) whether there is any proposal under consideration of the Government to construct the said Interchange on Bodhala Road instead of Tatepur; if so, the details thereof; and

(d) the time by which the said Interchange will be constructed on Bodhla Road? 32 Minister for Communications: (a) Tatepur Interchange was part of the approved scope of Motorway Khanewal-Multan Section.

(b) The land acquisition of Interchange was started but it could not be completed as the land was under use of for radar stations. Hence the work on the above Interchange could not be started as yet. Only the flyover at Tatepur road is constructed to facilitate the commuters to move across the Motorway.

(c) The case for construction of Interchange at Multan Bodhla Santt road is under consideration for taking up with GOP as a fresh project.

(d) The time for completion of Interchange will be decided once the scheme is approved by the competent Forum and after completion of procurement process. However, it is not included in this year’s PSDP list.

Minister for Communications: (a) Karachi-Lahore Motorway is part of re-designated Peshawar-Karachi (PK) Motorway and planned to be constructed as a 6-lane access controlled facility connecting Karachi, Hyderabad, Sukkur, Multan and Lahoe. The first section following the motorway M-9 originates from Karachi and terminates at Hyderabad having a total length of 136 Km. This section has already been taken up on BOT and construction is underway. The Hyderabad-Sukkur section of PK Motorway (which will be take on BOT in near future) takes off from Hyderabad and ends at Sukkur having a total length of 299 Km. The next section starts from Sukkur and terminates at Multan with a total length of 392 Km. The last section Lahore-Multan follows the alignment of under construction Motorway M-4 and after Abdul Hakeem it follows a new alignment which ends at Lahore. Length of Lahore Abdul Hakim Section is 230 Km. (b) NHA has planned to provide Service Areas along the PK Motorway. Provision of bus station is not covered under the scope. There are no bus stations on Motorways as Motorways are access controlled. However, interchanges are made available. 90. *Ms. Nighat Parveen Mir: Will the Minister for Communications be pleased to state whether it is a fact that the cost of Burhan-Havelian Motorway has increased; if so, the details thereof? Minister for Communications: Burhan to Havelian Expressway (E-35) project was initially designed as a 4-lane expressway with PC-1 cost of Rs. 30.986 billion. Upon directive of Honorable Prime Minister of Pakistan, the project has now been converted from 4-lane expressway to 6-lane motorway, hence cost increased from Rs. 30.986 billion to Rs. 34.165 billion accordingly.

(b) SNGPL has reported that now, 10" dia. X 8.80 Kms supply main has been laid and commissioned for Sector I-16 which is passing through Sector I-14. Work for laying of distribution network in I-14 shall commence shortly subject to proper development and clearance of route by CDA.

(a) whether it is a fact that the Pakistan Council of Research in Water Resources (PCRWR) has no fund to ensure sustainable research; 5 (b) if so, whether there is any proposal under consideration of the Government to give an endowment fund to the PCRWR for the said purpose?

Minister for Science and Technology: (a) Pakistan Council of Research in Water Resources (PCRWR) is a national R&D organization with Headquarter at Islamabad and five Regional Centres at Lahore, Bahawalpur, Tandojam, Quetta and Peshawar. PCRWR under administrative control of Ministry of Science and Technology is undertaking & promoting Research in different aspect of water sector more specifically, irrigation, drainage, surface and rainwater harvesting, water quality assessment and monitoring, water conservation and development of water quality improvement technologies etc.

It is incorrect to say that PCRWR has no funds. The factual position is that PCRWR is being provided with funds on regular basis, keeping in view the resource position as well as the requirements. Details of development and non-development budget for the last five years are given below:—

The issue of allocation of more funds for R&D budget of R&D organizations attached with Ministry was taken up with Finance Division. Resultantly, they have committed the allocation of Rs. 265.00 million for this purpose in the budget 2016-2017 as compared to Rs.61.00 million in the budget 2015-2016. Accordingly, PCRWR would also be allocated more funds from additional allocation.
