Notice inviting Bids/Quotations for Moving/Shifting of office and residences of the Indian Embassy to its the new Complex in District, ,

1. The First Secretary/Head of Chancery, Embassy of India, Bahrain, invites Bids/Quotations for moving/shifting of its office and residences to its new Chancery-cum-Residential Complex at Road No.2819, Block No.428, Seef District, Bahrain, tentatively in May-June 2017.

2. The interested companies, fulfilling the eligibility & qualification criteria given below, may submit their bids/quotations, in two sealed covers, to the office of First Secretary/Head of Chancery, Bldg. No.182, Road No.2608, Block No.326, Al-, Manama, Bahrain (Tel: +973 1771 2683 / 1771 2649) on or before 1100 hrs of Thursday, 27th April, 2017, as per following details:- Cover 1: Technical bid: The envelope should be prominently superscribed “TECHNICAL BID FOR MOVING WORK" and should contain particulars of the bidder (including key personnel and their contact telephone numbers and email addresses) along with: a) Bid Security / Earnest Money Deposit of BHD 300 (Bahraini Dinars Three hundred only) in the form of Certified Cheque / Bank Guarantee / Initial Bond / Bank Draft of a Registered International Bank in favour of “Embassy of India, Bahrain” and valid at least up to July 25, 2017. b) A brief profile of the company; c) A preliminary description of the proposed work & method; d) A draft contract to be signed between the two parties; and e) The documents listed at para 4 (Qualification of Bidders). The technical bids would be opened at 1130 hrs on April 27, 2017, in the presence of bidders or their representatives who may like to attend the proceedings.

Cover 2: Financial bid: The envelope should be prominently superscribed “FINANCIAL BID FOR MOVING WORK" and should contain the financial bids / quotations in Bahraini Dinars separately for office and the total of nine residences specified in the scope of work below.

The date and time of the opening of financial bids would be intimated by email to the technically qualified bidders and the bids would be opened in the presence of qualified bidders or their representatives who may like to attend the proceedings.

3. Eligibility of Bidders:  This Invitation for Bids/Quotations is applicable to all companies who are registered as a commercial entity with Govt. of Bahrain for providing moving/shifting services.  The bidder shall conform to the Laws of the Kingdom of Bahrain and his attention is particularly drawn to the laws governing employment of manpower.  Bidders must have registered their employees in the Kingdom of Bahrain with the Ministry of Labour / LMRA and receive a certificate of registration. It must also have registered its employees with the General Organization for Social Insurance (GOSI) and contributions must be paid monthly for compulsory insurances against old age, disability and death (for Bahraini employees), and against work-related injuries including death (for all employees) as per Bahraini law.  The bidder should not have been debarred or black-listed for providing services by any of the agencies of the Government of the Kingdom of Bahrain

4. Qualification of Bidders: All Bidders shall provide in the technical bid, a preliminary description of the proposed work & method, and also submit relevant documents to demonstrate: i) Registration as commercial establishment with the Government of the Kingdom of Bahrain; ii) Satisfactory certificates / testimonials from the relevant clients for three similar services provided by them in the last three years along with the relevant contact details of such clients for reference purposes; and iii) A signed undertaking to confirm fulfilling of eligibility criteria mention in para 3 (Eligibility of Bidders) above; and

5. Scope of Work: Provision of required manpower, material and equipment for carrying out moving work as per detailed description provided in Annexure ‘A’

6. Bids/price-quotes submitted should be valid for four months and should indicate separate charges for shifting of office and residences (total 9 flats) mentioned in the scope of work. The Embassy may ask for services in respect of any one or both the items mentioned listed in the scope of work.

7. The Embassy reserves the right to reject a bid without assigning any reason and to restrict the bids to any number deemed suitable by it, if too many bids are received. The Embassy also reserves the right to reject the bid if any of the conditions in the draft contract is/are not acceptable to the Embassy and the changes proposed are not accepted by the bidder.

Annexure-‘A’

DETAILED WORK DESCRIPTION

A. Scope of Work:

I) Shifting of nine residences located in , Adliya & to their respective designated flats at the new Indian Embassy Complex in Seef Disctrict

i) Shifting of all personal effects and house-hold items of the Embassy official with professional packing of fragile/breakable items (e.g. crockery, glassware, decoration articles, etc.); ii) Unpacking of some or all of the packed items as requested by the concerned Embassy official at his new residence; iii) Shifting & placement of some items of furniture (to be specified by the occupant) to the new residence; and iv) Removing the discarded/left-over Embassy-owned furniture items (to be specified by the occupant) from the residence and its disposal at the authorized waste-disposal site in Bahrain;

II) Shifting of office from Gudaibiya to the new Indian Embassy Complex in Seef District a) Section-wise shifting of all office files and equipment with appropriate packing to avoid loss or breakage, to the designated room(s) in the new complex in accordance with the time-schedule indicated by the Section In-charge. (The public dealing sections may need to be shifted over a closed week-end); b) Proper removal of the files and official records from the existing almirahs/cup- boards/racks and their placement at the new location in designated almirahs/cup- boards/racks; c) Shifting of almirahs/cup-boards (to be specified by the Section In-charge) and their placement in the new location; d) Proper removal/disconnection of computers, printers, fax machines, photo-copiers, shredder, table-top glass, etc. and their placement/reconnections at the designated desks in new location; e) A few items of furniture (to be specified by the Embassy), including refrigerators, microwave oven, televisions, water-dispensers, would also be shifted to the new complex. f) The shifting of office would also include shifting of personal & household items of the Security Guard.

B. Manpower, packing material & vehicles

The selected company would use their own professional manpower, packing material and vehicles for the above-mentioned moving/shifting work. The man-power deputed should be properly identifiable through uniform, identity cards & name-tags. The details of man-power so deputed will be provided to the Embassy at least one day in advance of carrying out the specific packing/shifting work.
