1.0 INTRODUCTION:

1. Infrastructure development is important for the development of economy of any state. Uttarakhand inherited an underperforming road sector when formed in 2000 due to under-investment, outdated construction and maintenance practices. Poor condition of the secondary and tertiary road network hampered realization of potential of the agriculture, tourism and industrial sectors. To support its infrastructure vision, State government of Uttarakhand needed to embark on a long term planned and sustainable development program to foster the development of the state.

2. Uttarakhand State Road Investment Program (USRIP III) is being implemented by State of Uttarakhand under the financing of Asian Development Bank which includes road improvement component and Institutional building components. The total length of roads proposed for improvement under USRIP Phase III is 1000.34 km, grouped in 18 contract packages compiled geographically. All these roads have been taken from the prioritized and updated road list of Road Development Plan (RDP) prepared by GOU.

3. The proposed upgrading requires the improvement to required standards through formation widening, rehabilitation/re-construction of damaged/ un-safe structures and pavement strengthening, supervision through independent consultants, land acquisition as required and application of social and environment safeguard measures. Also under USRIP III is the post-construction maintenance of such improved roads to predetermined performance standards, supervision of the physical improvements and administration of maintenance contracts and, consulting services for increasing the capacity of the Project Management Unit (PMU) and Project Implementation Units (PIU) to administer contracts and ensure compliance to social and environment safeguards.

It is expected that once this project is completed, it will impart direct and indirect benefits to road users as well as to the people living in the areas/villages abutting the project roads, in terms of easy access to amenities, better connectivity, safe and economic transport and overall socio-economic development of the project area.

1.1 Project Description:

5. Out of thirteen districts of Uttarakhand, USRIP phase III is running in twelve districts (except district ). There are a total of 84 road sections under 18 contract packages that have been taken for the improvement and strengthening under Phase- III of ‘USRIP’ project. Contract package number C1 to C4 are the ICB packages (International Competitive Bidding) having completion period ranging up to 30 months, whereas contract packages number from C5 to C18 are NCB (National Competitive Bidding) having the contract duration between 12 to 18 months.

6. Road improvement component include upgrading of the existing Village Roads (VR), Light Vehicle Roads (LVR), Other District Roads (ODR) and Major District Roads (MDR) in hilly terrain to a single lane standard (3.75 m carriageway and 6.0 m formation width), and all roads in the plain areas to the intermediate lane standard (5.5 m carriageway and 9.0 m formation width); providing passing lanes on single lane roads; conducting repairs and pavement overlay; strengthening of culverts and bridges; construction of new bridges and cross-draining structures; and providing all necessary road furniture and roadside safety hardware.

1.2 Project Objectives

8. The USRIP project will help in improving the quality of life for people and developing the State’s as well as Country’s economy. Following are the major objectives of USRIP phase III: ‹ Upgradation/improvement of 1000.34 km of Other District Roads, Village Roads and Light Vehicle Roads. ‹ Improving the conditions of the existing road network by carrying out rehabilitation and reconstruction works that are mostly confined within the existing right-of-way (ROW). ‹ Strengthening / reconstruction of the existing carriageway, bringing the roads to standard width, improvement of the safety features and making provisions of adequate signage.

‹ Improvement of the drainage system of the existing road which is very important in hilly areas.

1.3 Environmental Category

9. All 84 roads are existing and no bypasses or major realignments are proposed. All impacts are site specific, few are irreversible and related to minor alignment correction and road widening. Since all the impacts can be readily mitigated, therefore all the contract packages fall under B category as per ADB categorization criteria based on ADB’s Environmental Assessment Guidelines 2003, and Safeguard Policy Statement (SPS) 2009. The project required only IEE for meeting the environmental requirements under the ADB’s policy. Environmental Management & Monitoring Plan (EMMP) was formulated for mitigating and managing the anticipated adverse environmental impacts and enhancing the efficiency of environmental components wherever possible. The recommended EMMP was included in domain of detailed and bid document of all the contract packages. There is a separate budgetary allocation for implementation of EMMP and have been included in the contracts .

1.4 Scope of Report

10. The present report is the third and final Environmental Monitoring Report covering the period from January 2017 to December 2017. The report reviews the compliances of environmental activities set in EMMP during the period and processes practices/innovations leading to improved and sustainable environment in the future.

2.0 OVERALL PROJECT PROGRESS

11. Of the total 18 contract packages of USRIP-III, civil works on 10 contract packages have already been completed in the last reporting period i.e., by the end of December 2016.

12. Contract package C4 (15 sub project roads) and package C2 (7 sub project roads) were terminated vide PMU’s letter no 948/65 (4) PMU (USRIP-3) dated18-07-2016 and 223/65C2 PMU dated 09-02-2017 respectively due to slow progress of the construction and also for not fulfilling contractual obligations as per the contract.

13. Subsequently, in order to complete the balance works of C4 package, all 15 sub project roads were divided into 10 smaller packages and were rebidded through NCB procedures. Similarly out of 7 sub project roads of C2 package, 2 sub project roads were rebidded and 4 sub project roads were added in the scope of adjoining contracts i.e., C1 (One road) and C3 (Three roads). One road (Sirsa Mod to Shaktifarm sub project road) of package C2 was dropped from the scope of USRIP-III due to delay in obtaining forest

clearance. Hence 12 new contract packages were formed and details are given as below:

15. Till the end of this reporting period, civil works on all the contract packages except for one contract package i.e., C15 were completed. Physical progress of package C15 is 95 % and only minor works like road furniture are remaining in one sub project road of this package. Details of completion are given as below:

As stated in the loan document, all the required statutory clearances need to be obtained before commencing the civil work. In USRIP-III project, no road project required Environmental Clearance from MoEF&CC. Only tree cutting and forest clearance were required which needs to be obtained from the State Forest Department. Other clearances for some construction activities such as setting up of Hot mix plant/WMM plant are required to be obtained from the State Pollution Control Board (SPCB).

17. NOCs from the State Pollution Control Board and Forest Department: As part of general clearance, PWD has obtained permission from Uttarakhand Environment Protection and Pollution Control Board (UEPPCB) required for working in the project area vide letter no. UEPPCB/HO/NOC-1970/2014/771 dated 14.08.2014 for civil works in Garhwal region and UEPPCB/HO/NOC-1859/2013/1091 dated 23.11.2013 for Kumaon region.

18. As per the IEE report of USRIP III project, 51 sub project roads require the forest clearance. However, during the project operation two sub project roads (Pabo Damdeval sub project road in C13 package and Raitoli Jaisoli sub project road in C11 package) were reported to have sufficient available road width and therefore do not require any forest acquisition. Hence, these two forest proposal were removed from the total list of forest cases.

19. Now, forest clearance was required only in 49 subprojects, of which 48 sub project roads have received forest approval. Proposal for one sub project (Bhikiasain to Jeenapani (VR/LVR) was submitted to Government of Uttarakhand but was rejected on the ground that the required area is the grazing land and hence permission could not be granted for its diversion. Since this area was very small and hence the civil works was undertaken in the available width with minor realignment. Details of the forest clearance are enclosed in Annexure I .

20. All the Contractors of USRIP-III have obtained labour license and Workmen Compensation Insurance.

21. Regarding Consent to establish (CTE) and Consent to operate (CTO) for the Hot Mix plant (HMP), out of 18 contractors, 14 contractors have obtained Consent to Establish (CTE) and Consent to Operate (CTO). Remaining contractors have borrowed the Bitumen material from other’s licensed HMP and had submitted the consent and agreement copy of HMP plant. Details of the statutory clearances are provided in Annexure II .

22. As far as the requirement of WMM plant is concerned, this is required only in package C1 and C2. Contractor of both the packages have received CTE and CTO for the plant.

4.0 COMPLIANCE STATUS WITH THE ENVIRONMENTAL COVENANTS AS STIPULATED IN THE LOAN AGREEMENT 23. 5.0 COMPLIANCE STATUS WITH ENVIRONMENTAL MANAGEMENT AND MONITORING PLANS AS STIPULATED IN THE ENVIRONMENTAL DOCUMENTATION AS AGREED WITH ADB:

24. For the effective management and implementation of the EMMP, the Project management unit (PMU) has full time Environment Safeguard expert. Besides, there were four Construction Supervision Consultants engaged for this project. Each CSC has one Environment expert who has been assisting the PMU and PIU to overseeing safeguards compliances and EMMP implementation at site. Since, the environmental experts of Construction Supervision Consultants were on intermittent basis and therefore for the regular monitoring of environmental management plan implementation at site, one of the staff from existing site staff is also designated for the monitoring.

25. Contractors of respective contract have designated Environmental Officers for the sound implementation of EMP. Each PIU have also nominated Assistant Engineer to closely monitor the implementation of environmental management and monitoring plan (EMMP) for all the sub projects.

26. The Project management unit (PMU) in consultation with the Program Management Consultant (PMC) has prepared standard format for monitoring the implementation of EMMP. The information shared in these monitoring reports includes information on statutory clearances, environmental monitoring status at construction sites, measures for workers safety at construction site and camp site, and control measures being adopted etc.

27. Safeguard experts either from PMU or CSCs have been conducting the regular site visits to the project area to ensure implementation of the EMMP. Based on the site visit reports of the safeguard experts, instructions are being given to the Contractors. Photographs of the site visits are given in Annexure III.

28. Training and Technology Transfer : In order to ensure a smooth implementation of the EMMP in the new awarded contracts, training program was organized for the Contractors and project staff of PIUs at Project Management Unit, Dehradun on 8th of February 2017. Besides, on-site trainings were also organized by the Environment Experts of Consultants during their various site visits. The various issues covered in the training programs include Environmental Safeguards requirements, Implementation of EMMP and its importance for the project, Roles and responsibilities, Clearances required for Project, Challenges in implementing EMMP, etc.

29. Public Consultations : During the site visit to the project area, the public consultations are also being carried out by the safeguard experts with an aim to make community aware about ongoing activities and also to note any issues or the grievance at site due to the project activity. The public consultation conducted during this reporting period revealed that in general the local were satisfied with project activity. In few of the sub project roads certain issues related to dust generation, waterlogged roads, and slow speed of work and safety issue were raised by the local communities. Photographs of public consultation are presented in Annexure IV.

30. Implementation of EMMP during the reporting period was found to be satisfactory except in C2 package, where the implementation of EMMP was partially satisfactory. The contractor in this package was progressing very slow and in few of the sub project roads; the contractor has left the site unattended, which caused dust pollution and inconvenience to the locals. Several instructions were given to the contractor regarding slow progress and non compliance to contractual obligations in respect implementation of EMMP. The Contractor was also given Notice to correct and subsequently the PIU has done the compliances at cost and risk of the contractor. Later on the contract package C2 was terminated by PMU vide letter no. 223/65C2 PMU dated 09-02-2017.

31. In the remaining contract packages of USRIP-III project, there are only few areas of EMMP which needs improvement such as safety arrangements and usage of personal protective equipment by the workers. This is being achieved through continuous follow up and monitoring with the contractors. The status of EMMP during the reporting period is presented in Annexure V .

6.0 APPROACH AND METHODOLOGY ENGAGED FOR ENVIRONMENTAL MONITORING OF THE PROJECT

32. Environmental Monitoring is important to ensure that environmental impacts are prevented and mitigated in conformity with the EMP ADB safeguards to ensure that sound road developmental practices are followed for the protection of the environment and social aspects.

33. For the supervision of construction activity including implementation of environmental management and monitoring plan by the contractor, PWD has commissioned the services of 4 Construction Supervision Consultants. For each CSC, one Environment expert as per their jurisdiction has been engaged on intermittent for the monitoring of EMMP at site. The details of the Construction Supervision Consultant deployed in USRIP Tranche 3 are given as below in Table 4 :

34. Since civil works in contract packages under CSC2 and CSC4 were remaining, hence for the effective implementation of EMMP and regular monitoring, two additional position of Assistant Environmental Officer in CSC2 and one position in CSC4 were created which has improved the environmental compliances at site.

35. The supervision consultant submits periodic report that includes information on implementation of EMMP. The environmental information captures in these reports includes statutory clearances obtained by contractor, environmental; monitoring status of construction sites, pollution control measures being adopted, and measures for workers safety at construction site and camp site etc.

36. Constant monitoring of EMMP implementation on under construction projects is also being carried out by Superintending Engineer (SE) of Garhwal and Kumaon region and nominated nodal officers from PIUs. Concerned staff of SE regularly visit the construction sites and report to the team leader of CSC about issues related to the environment and non- compliances of measures as given in EMP. Necessary directions, in case of non-compliances, are being given to the contractor on the site and through the writings about the procedures to resolve the issues or requirements.

7.0 MONITORING OF ENVIRONMENTAL RECEPTORS/ATTRIBUTES (E.G. AMBIENT AIR, SURFACE WATER, NOISE ETC.)

37. Besides regular on site monitoring for the implementation of Environmental Management Plan, air quality, water quality and noise levels were required to be monitored to check any adverse impact due to construction activities and to ensure that plants and machineries working on project do not pollute the surrounding environment. The monitoring of environmental parameters has been carried.

According to the Environmental Management Plan, the contractors are obliged to conduct soil, water, air quality and Noise monitoring tests every 3 months except for the monsoon season. Few photographs depicting the environmental monitoring carried out are given as Annexure VI .

38. During the reporting period, all the contractors except for package C8 and C18 have conducted the environmental monitoring. Civil works on both these two packages have completed in June 2017. Monitoring frequency conducted by the Contractors is presented in Table 5. PMU through Construction Supervision consultants have constantly instructing the contractors to maintain the frequency of quarterly monitoring as per approved EMP monitoring plan. The PMU has also instructed the Construction supervision consultant to take penal action against the contractors for this non-compliance.

39. In air quality, the parameters monitored include PM 10 , PM 2.5, SO 2, NOx, and CO. The Drinking water quality parameters include temperature, pH, TDS, Hardness, Chloride, Fluoride, Iron/Total alkalinity, total coliform and E. Coli etc. Surface water quality parameters include pH, Dissolved Oxygen, BOD, COD, Turbidity, Conductivity, Hardness, Free ammonia TDS etc. The ambient air and ambient noise parameters monitored have been compared with the standard given in Central Pollution Control Board (CPCB).

40. The monitoring results of ambient air, ambient noise and ground water/ drinking water are within permissible limits and results are given below in Table 6, 7 and 8.

41. There is no such environmental aspect that was not covered earlier.

9.0 DETAILS OF COMPLAINTS RECEIVED FROM PUBLIC AND ACTIONS TAKEN THEREOF TO RESOLVE

42. To address the public grievance, each Project Implementation Unit has complaint register where the locals can register their complaint. During the reporting period, it was realized that the public should have an easy access for filing their complaints for which the existing grievance redressal mechanism should be strengthen by making it more robust. Hence, information board having information of postal address, telephone no. and email ID of Project Management Unit, have been placed at the start and end point of each project road, so that the public can complain directly in the PMU either through telephone or email. PMU is ensuring that each grievance be addressed and complainant is also intimated about the redressal. A record of the complaint/grievances received either in the PIU or directly in the PMU is also being maintained in the PMU. Photographs showing the grievance board at site are given in Annexure VII .

43. During the reporting period, few complaints of the public in contact package C-2 regarding the environmental issues were received in the PIU through District Grievance Redressal Cell, Udhamsingh Nagar constituted at district level and Samadhan portal of Uttarakhand State. The complaints were related to the dust issue and slow progress of work. The issues were raised as the contractor has almost stopped work and has not taken any mitigation measures. The contractor was issued notice to correct and after that mitigation measures such as water sprinkling and removal of the pebbles and other safety measures have been taken at the cost and risk of the contractor.

10.0 FOLLOW UP ACTIONS AND CONCLUSIONS

44. Except for one sub project road of package C15, civil works on all the roads of USRIP-3 have been completed. The contract package C15 has 95% physical progress and only minor works such as road furniture are remaining and this 5% works will be completed through the State Fund. The loan closing date is December 31, 2017 and hence this is the final and last Environmental Monitoring report.

45. Implementation of EMMP was found to be satisfactory and public consultations carried out in this reporting period shows that residents were satisfied with the Project. During this reporting period, for the effective implementation of EMP at site, additional position of Assistant environmental officer for full time were also created which has improved the implementation of EMP at site.
