1. Introduction of the Project

The Government of Sri Lanka undertakes the Greater Colombo Water and Wastewater Management Improvement Investment Program (GCWWMIIP) with the recommendation of the National Water Supply and Drainage Board (NWSDB) and the financial assistance from the Asian Development Bank (ADB), Agence Francaise De Developpment (AFD) and the Government of Sri Lanka (GOSL).

The project comprises of (i) establishing Greater Colombo NRW reduction mechanism; (ii) rehabilitating the water distribution network; (iii) strengthening institutional, operational and maintenance capacity of NWSDB; and (iv) Increasing public awareness on NRW (v) Ambatale Water Supply Systems Improvement and energy saving aspects in water transmission.

The major objectives of the project are:

(i) to increase of water supply availability and efficiency in Colombo city; (ii) enhance the distribution system and reduce NRW from 49% to 18% by the year 2020; (iii) to establish a long-term mechanism to reduce NRW; (iv) to enhance the institutional, operational and project management capacity of NWSDB.

1.1 The indicative scope of physical works for the Project 1 & 2

1) Replacement of System Input Volume (SIV) meters with electromagnetic meters for remote reading; 2) Rehabilitation of Colombo city water distribution network by replacing Cast Iron (CI) pipes with HDPE, PVC & DI pipes as per DMA concept and de-scaling & relining larger diameter pipes, introducing reinforcing pipes, establishment of DMA’s with electromagnetic meters for remote reading; (refer the Annex 1 for the Project Area map) a. Under the ADB project CMC Area of Colombo City will be covered for pipe replacement / rehabilitation works. Colombo city will be divided in to 69 DMAs for easy operation & maintenance. DMAs were divided as sub DMA.

Environmental Management & Monitoring Report Annual Report - Year 2016 2.2 Descriptive Details of Physical Progress Critical construction activities that were carried out in each project during the reporting period are listed below

2.2.1 Colombo North Area System Rehabilitation – Package I

(a) Civil work (i) Trial pits, Trial trenches Trial trenches excavations required for verification of the model as well as for the 1200mm. transmission line have been completed for all DMAs. Altogether, 270 locations were excavated. Almost all such locations are permanently reinstated now.

Trail pits and trial trenches excavation works are carried out during the less in day time and mostly done at night time to minimize the public disturbances. Contractor has properly used traffic signs –(Road works ahead & Mandatory signs) and safety equipment ( warning and safety sign boards, safety jackets, safety helmets, safety gloves ,gum boots barricade tapes, traffic cones & blinking lights) have been provided.

(ii) Distribution Line Pipe laying work commenced on 24th July 2015 with the final approval of the detail design of DMA 1 & 3. Work in DMAs 2A, 2B, 5A, 11B and 9A are in progress. The CMC was granted principle approval to groups of roads in each DMA when the application, along with details such as trench width, pipe diameter and details of the roads, is made. Further, CMC was granted approval for pipe laying in 17 roads in DMAs 2A & 2B. The total length of pipe laying done is 35,684.47 m. with pressure testing done in 24, 241.13 m successfully. The contractor is equipped with all the safety gear for workmen, equipment necessary for road safety during the night work with lighting, excavation and road reinstatement, GPS equipment used for recording locations of pipe and other utilities. House to house survey was carried out before commencement of the work.

(iii) Transmission main Laying and Connecting of DI Pipes Supply and installation of Ductile Iron transmission main from bridge at Sedawatta to existing Ellie House reservoir. The total length - 2,081 m. Inspection was done in existing Sewerage, Telephone, Electricity, Water and any other utility lines. Excavated trial pits in every 25m interval to identify the rock areas and Utility lines. Shoring arrangement was done wherever necessary. Carried out trial excavation for 1 m length in 100m interval to determine the shoring requirements and soil test (depth of 2.5 m and width 2.0 m). Backfilled the trial pits with suitable soil after 8hrs inspection. Pipe installation done day & night, traffic diversion, utility diversion (if any) etc. If the excavated soil was unsuitable, quarry dust used for backfilling. Back filling and compaction was done layer by layer.

Environmental Management & Monitoring Report Annual Report - Year 2016 Permanent Reinstatements Permanent Reinstatements was carried out after completion of backfilling and compaction according to the specification. Scarified and trimmed the broken edges a base of ABC was laid and compacted by means of roller. Compacted ABC layer was 225 mm thickness of (to attain minimum 98% MDD as per specification).Applied a prime coat of emulsion bitumen (CSS 1) - at the rate of 0.5 litter per square meter. Overlaying of bituminous coat with the application of 50 mm thick asphalt concrete was done.

Safety Arrangement Safety cones, Information boards, barricades, warning signs was place along the excavation area. Deployed two traffic controllers beside the construction area to control the traffic. Strong metal plate was placed crossing over the trench, if the excavated trench crosses the footpath. In the event of road closure, prior approval was taken from relevant authority. Blinking lights was provided for open excavated areas at night time barricade tapes was provided for open excavations. Note: Constantly one side of the road was allowed access for people and vehicles, to minimize the disruption of the entering and exiting. Other side of road closure for construction work.

Shifting of Water Meter to accessible location In accordance with the requirement of water meter location changing in the Crow Island area (DMA 03), a comprehensive House to House awareness programme conducted successfully with the participation of the PMU Sociologist, PIU officers & TODA-Sierra officers. (a) Civil work Trail pit excavation and pipe laying Public awareness was done by contractor before commencing trial trench and pipe laying. Awareness notices were distributed to public to make them aware of the on-going project activities. The Contractor coordinate with relevant authorities and other parties through the Employer and obtains permission for the excavation and pipe laying. SLTB and private bus companies were informed at least one week before, if any traffic re-routing happens due to the excavation and pipe laying work. In such case, alternative routes was provided and at the both ends of the closed roads signs was be placed. During excavation, half of the road was closed to minimize the disturbance. Traffic control and the road safety program proposed during the day and night. Traffic controllers were provided with illumination (Duel Color) traffic controlling battens to manage the traffic. Further, hazard warning flash lights were installed to warn the motorists in night. Traffic signs and safety equipment’s ( warning and safety sign boards, safety jackets, safety helmets, safety gloves, gum boots, barricade tapes, traffic cones & blinking lights were provided during excavation. The Contractor was take reasonable measures to control air pollution due to dust from their construction activities. Earth surface causing emission of dust was kept moist with water. Dusty material in piles or in transit was covered as practical as possible to prevent blowing in the wind. Sufficient number of water bowsers was used to above purpose. Machinery and equipment was operated under normal conditions to avoid noise. The Contractor was maintain the roads to be reinstated until they are permanently reinstated after completing pipe laying work including pressure testing of pipelines and testing of the backfill of the trenches.

Public was educated about the area that the civil work is to be done and about the inconveniences that they can undergo.

2.2.3 Construction of Ellie house Area Engineer’s office The proposed building is designed as five story building and it is planned to construct first three stories under this contract. 2.2.4 Construction of booster pump stations in Colombo City (Eli house) Construction of proposed pump house at Ellie House, and caretaker quarters. 3 Environmental impacts, mitigation measures taken at site and monitoring Key activities discussed under section 2 have been carried out in each subproject during the reporting period. These activities in general have impacts on physical, ecological and social environments for which mitigation measures have been taken by the contractor under the supervision of PIU and PMU. The effectiveness of mitigation measures have been monitored and recorded by the contractor and PMU. In cases where further actions were needed, the PMU has advised the contractor. Table 3.1 below summarizes the activities carried out in each subproject, their impacts to the environment, mitigation measures taken to avoid/ minimize the adverse impacts, effectiveness of the mitigation measure adopted and any further action needed.

4. Environmental monitoring measures - Base Line Survey The term “baseline” refers to conditions existing before development against which subsequent changes can be referenced. An Environmental Baseline Survey helps to understand existing environmental conditions thus defining the focus of the environmental impact analysis and resources that need protection through appropriate and viable mitigation measures. Based on the approved EMoPs, the Package I &II, contractors have to carry out the monitoring of selected environmental parameters such as ambient air quality, noise levels and the water quality periodically. The contractor should monitor the above parameters during the pre-constructing (baseline) and construction period of project.

Colombo East Area System Rehabilitation – Package II Monitoring of ambient Air quality Water and Noise had been monitored at the pre - construction stage by the contractor in the month of Mach 2016 and a June 2016. The observer of the event of Air quality and Noise is National Building Research Organization (NBRO) and the event of Water is National Water Supply & Drainage board (NWS&DB). The final observations should be done during construction stage.

6. Public complaints Grievance Redress Mechanism (GRM) was established on 3rd February 2016 and 10th February 2016 for package II to receive, evaluate and facilitate the resolution of AP’s concerns, complaints and grievances about the social and environmental performance at the level of the project.

The Grievance Redress Committee (GRC) will have the following as members: Divisional Secretary as Chairperson, GCWWMIIP Project Director, PMU Social Development/Safeguards Officer as the Convener, Project Public Relations Officer, Director of the project NGO, the Area Engineer, Maigawatta (NWSDB), representatives of APs, Community Based Organizations (CBOs), and eminent citizens.

Grievance redress/ suggestion forms, complaints / suggestion boxes and complain register was placed at following four locations.

7. Conclusion and further actions The project will benefit the general public by contributing to the long-term improvement of water supply system and community livability in Colombo City. The potential adverse environmental impacts are mainly related to the construction period, which can be minimized by the mitigating measures and environmentally sound engineering and construction practices.

The ongoing works of sub projects did not make vital impacts to the surrounding environment. However, observations revealed that there were some impacts due to dust emission. It was exposed that construction safety and the occupational safety activities which are very poor at Package I. The contractors of Package I should further improve their safety culture/occupational safety and construction safety.

The ongoing construction works may have caused traffic congestion due to high volume of traffic and narrow condition of existing roads, Therefore a good traffic control plan must be implemented throughout the working period.

The project’s Grievance Redressal Mechanism was established. No significant issues were observed during the reporting period. The contractors should give attention to reduce public nuisances caused by the construction works, especially they involved for rectification activities on utilities and house damages.
