Most frequently heard comment over the last 15 months: “WOW…There’s construction everywhere in Madeira!” Very true and for good reason! Not only is new home construction taking place, the City continues to embark on some major infrastructure projects in 2021, some of which were started in 2020. With over $5 million in road and utility projects, there is a substantial amount of disruption to both our neighborhoods and major streets. Here’s an update on all of those projects and more that are currently in the “discussion phase”:

Water Main Replacement Phase 1 and 2. Except for restoration work, all of the water mains have been installed and are operational in Phase 1. This includes the neighborhood around the Madeira Elementary School along with Thomas Drive and Juler Avenue. The contractor has begun the street repair phase of the project Thomas W. Moeller that includes replacing curbs, repairing/replacing storm water pipes and catch City Manager basins and then a new street surface. The street resurfacing is scheduled to take place in June. Phase 2 is also well underway. Water main replacement work continues on Iuka and Osceola. Once the pipe replacement is complete, the 2021 Street Repair Program will take place in late summer/early fall. We will update the schedule on the road work once we have approved the bids for those streets, which include Sanoma Drive/Avenue, Rita Lane, Iuka Drive and Osceola Drive. I cannot say it often enough - thank you to all of the residents in these neighborhoods for your patience and understanding. Infrastructure work is time-consuming and messy. However, the end product will improve service, aesthetics and property values once it is completed. Please continue to drive safely and observe the No Parking areas so the contractor can finish the project.

Euclid Avenue Project Update. City Council recently awarded a contract to Nemann Construction to rebuild Euclid Avenue between Camargo and Hosbrook Roads. This work is scheduled to begin on May 1 with a completion date of October 31st. This is another major road project, which will include replacing all of the original storm water system, spot curb repairs, new pavement and a sidewalk on the south side of the street from Maple Avenue to Hosbrook Road. It also includes a redesign of the intersection at Camargo to improve vehicular and pedestrian safety. Total cost of the project is $1.7 million. Funds for the project come from several sources, including a $350,000 State Capital Improvement Fund Grant, a $100,000 Municipal Road Fund grant from Hamilton County, and the remaining funds from the City’s Street Repair Fund. As previously reported, in order to complete the project in the shortest period of time, we will be closing sections of Euclid to through-traffic as the contractor installs the new storm water pipe in the middle of the street. Residents living in the closed section will be given complete access, along with any school bus traffic on their routes. Detours will be published through the City’s social media and email announcements.

Miami Avenue Traffic Calming Project Update. With the completion of the Miami Avenue Traffic Study last year, we have been actively pursuing outside funding opportunities to begin design and construction of this project. There are a number of outside grants available to fund a project like this. We are evaluating those grant programs to see which are most advantageous to the City in terms of funding amount and timing. If you have not already done so, we encourage you to review the report and animation video prepared by 143Engineers. The links to the report and video can be located on the City of Madeira website www.madeiracity.com.

McDonald Commons Master Plan Update. The consultant, MSA Design, began work on the Master Plan for McDonald Commons in March. To date, there have been several “stakeholder” meetings with specific groups to identify, in a broad manner, the recreation issues facing the facility in the future. Next steps will be to engage the general public in the discussions to further refine the facilities and spaces for the future of park and recreation space in the City. Watch for opportunities to comment through the City’s listserv and website. Your comments and suggestions will be valuable in the overall development of the Master Plan, which will guide any future improvements to the facility.

Development Projects Update. There are several projects within the business district (and beyond) that are either underway or will begin in the near future:

6911 Miami Avenue (former Village Co-Working Space). The owner of the property has leased the entire building for a business called “Top Nails Salon and Spa”. Interior work on the building is underway. There is no schedule for completion at the time of this report. 7136 Miami Avenue (former PNC Bank). Property was sold by PNC to a company that will have cosmetology and related medical services. The business is called “Clinique en Beaute”. According to their website, the business currently has a location on Beechmont Avenue in Anderson Twp. Swing Line Grill. Demolition of the former B&B Mower site is scheduled for mid-April with construction beginning immediately. There is no schedule for completion at the time of this report. Redden Fine Meats and Seaford – Madeira Train Station. The new tenant continues to work on the train station building with plans to begin operation in early May. Stewart Road Development. The Planning Commission recently approved the development of 5 single-family lots on Stewart Road with access on Woodsway Drive at Rosalee Lane. The developer is currently completing the construction documents for the development of the property. Construction will only begin upon satisfactory completion of the plans and issuance of permits. Work on the site may begin later this Spring.

Mayor’s Moment

Spring is buzzing, quite literally!!! The Brood X cicada storm is soon upon us, another event to remember for years to come.

In this edition, I’m spotlighting Boards and Commissions, all of which are community volunteers appointed by City Council. We have periodic openings throughout the year advertised in the Friday Flash email communication. (Sign up at madeiracity.com to get this and other important emails from the City – be in the know about many interesting and informative things happening every week in the city!!) We also have terms ending for many positions in December each year with postings made for new volunteer applications – keep an eye out for areas that interest you, or simply call the City Administrative office at 561-7228 to inquire about openings. Planning Commission: The Planning Commission is responsible for the development and maintenance of a zoning and subdivision code regulating the development of structures and lots within Madeira. They prepare plans for land use, capital improvements, and the central business district to recommend to Council for adoption. The Commission considers amendments to the zoning code and map and was instrumental in developing Madeira’s Comprehensive Plan.

Planning Commission members meet monthly, as well as in sub-committees as needed, serving staggered four-year terms appointed by Council. Thank you to these neighbors giving of their time and talents: Chairperson Bobbie Hintz, David Dye, Chad Shaffer, Barry Feist, Carly Chu, Melisa Adrien, and Doug Moorman (Council Representative).

Parks and Recreation Board: The Parks and Recreation Board consists of up to 15 voting members and one non-voting member, appointed by City Council. All members of the Parks and Recreation Board serve two-year staggered terms, including one representative from City Council.

The Parks and Recreation Board is instrumental in the planning and execution of the many events in the City, such as the Easter Egg Scramble, Independence Day Celebration, Street Dance, Bonfire on the Ballfield, and many other activities throughout the year.

The Board prepares and submits plans, programs, and recommendations relative to public recreation and City parks. The Board will also initiate studies or recommendations upon its own initiative or at the request of City Council.

We hope these great volunteers will have more opportunities to lead us in 2021 fun than they did under 2020 restrictions: Chairperson Anne Horne, Sharon Fox, Ryan McAleer, Amanda Bicking, Chris Carr, Jeremy Cross, Ramzi Takiedienne, Cliff McNamara, Kaity Rowe, Kevin Schad, Lindsay Grome, Shane York, Alex Simons, and Brian Mueller (Council Representative).

Madeira Senior Commission: The Senior Commission is an advisory group to City Council, serving 2 year terms, appointed by Council. They work to improve the quality of life of area seniors by disseminating information, planning events, understanding aging-in-place issues, and exploring housing alternatives. They also serve as a sounding board for Madeira seniors.

Senior Commission events are listed on the City website Calendar of Events and in the Friday Flash email newsletter (another shameless plug to sign up at Madeiracity.com!!). All are welcome to attend the meetings and events.

Board of Zoning Appeals (BZA): The volunteers on the BZA are champions for fine details and meet monthly to hear cases. Any deci- sion of a public official made in the administration of the City’s zoning ordinance may be appealed to the BZA in accordance with the procedures established by ordinance. The BZA has the authority to interpret provisions of the zoning ordinance and to confirm, modify, or reverse the zoning decision of the public official. The BZA considers requests for variances in accordance with the standards established by ordinance and has the authority to grant relief from the strict application of the zoning ordinance.

A big thanks to these volunteers investing their time learning all they need to know to serve on the BZA: Chairperson Steve Karoly, James Curee, Kent Lutz, Grant Wenstrup and Chris O’Malley.

Madeira Historical Preservation Commission: The MHPC prepares standards regulating the modification of buildings and other developments within the Madeira Historic District and may prepare amendments as needed. The Madeira Historic District includes the buildings commonly referred to as the Train Depot, Muchmore House at 7010 Miami Avenue, and the Hosbrook House at 7014 Miami Avenue. The MHPC considers all petitions for amendment of the standards for the Historic District referred to it by City Council and may, on its own, propose amendments to such standards.

Thank you to the following members of the Madeira Historic Preservation Commission: Bobbie Hintz (Planning Commission representative), Scott Gehring (Council Representative), Jeff Evans (architect), Adam Rathge (Historian), and a vacancy for a construction specialist.

I highlighted the newly formed Madeira Inclusion Committee in our last newsletter, and I appreciate their recommendation to get this information out to the community showcasing all the many opportunities to contribute to life here in Madeira.

Madeira Cub Scouts of Pack 20 Celebrate!

On March 2nd, Cub Scout Pack 20 held its annual Blue and Gold Banquet at the Madeira Silverwood Presbyterian Church. This event is an annual tradition celebrating the anniversary of scouting in the U.S (since 1910). A BIG part of the evening was the Order of the Arrow of Light ceremony, which marked the “graduation” of the fifth-grade Cub Scouts into Boy Scouting. The Arrow of Light is the highest award possible in Cub Scouting. The Scouts received a ceremonial arrow to commemorate their many achievements and a patch that the Scout may wear on their uniform throughout the rest of their scouting adventure. Scouts from left to right: Gordon Green, Blake Sams, Cooper Causey, and Preston Davis. The dedication and hard work of these five fifth graders is commendable. Congratulations! Many thanks to Mike Sams, who served as Den Leader and guided these young Scouts through Cub Scouting. Children of Madeira residents that will be five (5) years old on or before September 30, 2021 are eligible to be registered for Kindergarten for the 2021-2022 school year. The Madeira City School District uses an online process for Kindergarten registration. Please see www.madeiracityschools.org/Madeira Elementary School for complete registration information. Spring Cleaning???? Have things you don’t know what to do with but want them out of your house? Here’s a few tips:

Old Paint If you find some cans of LATEX paint that are almost all used up, open the cans, and let the paint dry up in the can. You can then leave the lid off and dispose of the can in your regular trash.

If you have quite a bit of LATEX paint in a can, you can donate it to Mat- thew 25 Ministries (11060 Kenwood Road, Blue Ash, 513-793-6256).

Have a non-latex/oil-based paint to get rid of? This type of paint is considered a residential hazardous waste and cannot be put in your regular trash. Check out the options for disposal at www.hamiltoncountyrecycles.org.

Leaves and Yard Waste These items may be placed in trash bags (no need for special yard waste bags), and put them out with your regular trash with a $0.75 sticker on each bag under 75 pounds. The stickers may be purchased at the Madeira Kroger Customer Service Desk. The City has annual branch and limb pick-up in May (see cover page for details) and annual leaf collection starting in mid-October and running to the end of the year.

Rolls of Carpet/Padding Lengths of carpet/padding up to 4’ and no larger than 2’ in diameter should be rolled, secured and stickered with 1 sticker for each bundle.

Please call the Administration Office to advise that you will have these items ready for pick-up on your usual trash day. Please give at least 24 hour notice that you will have items out for pick up.
