The Election Observation Mission commends the Virgin Islands for taking positive steps to improve voting processes and to encourage a more positive campaign environment. Special commendation should go to the election officials who, in a short period of time, administered the election effectively. However, there is distrust in the electoral system, and the Mission continues to express concern that the regulatory framework, particularly in relation to campaign financing, lacks transparency and undermines the equality and openness of the election process. The Mission also expresses concerns about the qualification to vote and stand as a candidate and verification practices which challenge the principle of universal suffrage.” Hon. Pathways to Status in Limited Circumstance and New Pathways to Permanent Residency
1 Thank you for coming out this evening and for your interest in Government’s proposal to provide new pathways to permanent residency and Bermuda status. I hope you walk away with a fuller understanding of Government’s proposals and of the reasons why, we say, we need to act in the manner proposed. In addition, we will look at the existing issues with our legislation and why we need to act. We will also discuss the social and economic benefits for Bermudians in doing so. 2 First, let me give a brief history on recent immigration law in Bermuda. Prior to 1989, Bermuda status was granted under the discretion of the Minister. These were limited to a set number per year. Often, a committee would vet potential applications. Previously, an English test was administered before Status was granted. In 1989, that pathway was abolished living nothing in its place. The absence of any pathways led to much concern in the community. The AG can speak directly to this from his experience. Partly through his advocacy at the time, a new pathway for young children was introduced in 1994. Those who were born in Bermuda or who arrived here before their 6th birthday before 31 July 1989, were entitled to apply for Bermudian status. In 1997, the UBP Government introduced the Working Resident’s Certificate. This was a semi-permanent residency for long-term residents (20 years or more) arriving in Bermuda on or before 31 July 1989. It was conditional upon the WRC holder keeping his or her job. -

STATUTORY INSTRUMENTS Statutory Instrument 1990 No. 587 The Anguilla Constitution (Amendment) Order 1990 1990 No. 587 ANGUILLA The Anguilla Constitution (Amendment) Order 1990 Made 14th March 1990 Coming into force 30th May 1990 At the Court at Buckingham Palace, the 14th day of March 1990 Present, The Queen's Most Excellent Majesty in Council Her Majesty, by virtue of the powers conferred upon Her by section 1(2) of the Anguilla Act 1980 [1] or otherwise in Her Majesty vested, is pleased, by and with the advice of Her Privy Council, to order, and it is hereby ordered, as follows: Citation, construction and commencement. 1. —(1) This Order may be cited as the Anguilla Constitution (Amendment) Order 1990 and shall be construed as one with the Anguilla Constitution Order 1982 [2] . (2) The Anguilla Constitution Order 1982 and this Order may be cited together as the Anguilla Constitution Orders 1982 to 1990. (3) This Order shall come into force on 30th May 1990. Interpretation. 2. In this Order, "the Constitution" means the Constitution of Anguilla set out in the Schedule to the Anguilla Constitution Order 1982. Amendment of section 13 of Constitution. 3. 24-hour Expanded Primary Healthcare Services Now Available on BVI’s 2nd Most Populated Island of Virgin Gorda Pdf Published On February 21, 2020 05:31 PM Angela Burns | February 21, 2020 05:31:08 PM 0 VIRGIN GORDA, BRITISH VIRGIN ISLANDS — With the official opening of the expanded Nurse Iris O’Neal Medical Centre on Virgin Gorda, the second most populated island in the British Virgin Islands, the over 4,500 residents there now have access to a wider range of preventive and treatment services 24 hours a day. Dating back to the 1970’s, the Virgin Gorda District Clinic has been serving the needs of residents and visitors, but major services had to be accessed on the main island of Tortola. The clinic was named in honour of Nurse Iris O’Neal, whose career began in 1939 at the Cottage Hospital, later Peebles Hospital and now the Dr. D. Orlando Smith Hospital in Tortola. She relocated to Virgin Gorda in 1943 after marrying a local. As the only nurse on the island, she became the District Nurse and practiced as a midwife. She performed many procedures using a kerosene lamp or a flashlight, due to little or no electricity in the 1940’s and 1950’s. The original Nurse Iris O’Neal Clinic offered only 2 physicians ambulatory rooms, 1 urgent care area with 2 bed stretchers, 1 wound care management room, 1 room for dentistry with 2 dental chairs, a pharmacy station and other utility areas. Bilateral Relations: India-British Virgin Islands Overview: The British Virgin Islands (BVI), popularly referred as Virgin Islands, is one of the British Overseas Territories in the Caribbean, located to the east of Puerto Rico (US State). The Virgin Islands were discovered by Christopher Columbus in 1493. They became the possession of Great Britain in 1666 when the English Planters took control from the Dutch settlers and have been a British colony since 1672. The Virgin Islands became a Territory on July 1, 1956 and is currently a British Overseas Territory which falls under the jurisdiction of the United Kingdom (UK). The BVI comprising 4 main islands and many smaller ones. The largest island, Tortola, is home to the capital, Road Town. The official currency of the British Virgin Islands has been the United States dollar (US$) since 1959, the currency also used by the United States Virgin Islands. The British Virgin Islands consist of the main islands of Tortola, Virgin Gorda, Anegada, and Jost Van Dyke, along with over 50 other smaller islands and cays. About 15 of the islands are inhabited. The capital, Road Town, is on Tortola, the largest island, which is about 20 km (12 mi) long and 5 km (3 mi) wide. The total area of the BVI is about 151 sq km. The official language of the Islands is English. The current population of the BVI is 35,802 (Dec 2018). The majority of the population (83%) are Afro-Caribbean, descended from slaves brought to the islands by the British. Other large ethnic groups include those of British and other European origin. -

Residence by Investment: a Viable Tool for British Overseas Territories?
Residence by Investment: A viable tool for British Overseas Territories? With much fanfare, earlier this year Anguilla introduced a Residence by Investment program to provide “an ‘elevated’ status to visitors who make significant financial investments into the island”i. Is this a model for other British Overseas Territories to follow? What lessons can be learned from other jurisdictions with decades of experience with this economic development tool? Will the program be successful in meeting this BOT government’s goals? This article will examine all these issues from the viewpoint of someone who has operated in this area for almost three decades representing HNW individuals and their families…the target market of such programs. First, it is worth understanding some history and law. In May 2002, the UK government passed the British Overseas Territories Act 2002 which changed the name of British “Dependent” Territories to British “Overseas” Territories. More significantly for those who possessed British Overseas Territory Citizenship (“BOTC”) up to that moment it made them full British citizens. Along with a second passport, British Citizenship gave the possessor full citizenship rights in the UK and EU wide mobility rights. In an instant BOTCs were able to not only live in their own specific British Overseas Territory, but also the UK and all the countries of the EU. It is worth remembering that the UK government, then lead by Prime Minister Tony Blair, didn’t suddenly decide to benevolently bestow such privileges onto the citizens of BOTs. This privilege was granted in exchange for the legislatures of various BOTs which were also International Financial Centers, to adopt a new UK-set “Know Your Client” standard. -
