Job Title: Senior Specialist: Neglected Tropical Diseases

Indirect Reports: Neglected Tropical Diseases (NTD) Project Staff

Organisational Background:

Malaria Consortium is a leading global non-profit organisation dedicated to the comprehensive control of and other communicable diseases and to the promotion of child health in Africa and Southeast . Malaria Consortium works with communities, local and international governmental and non-governmental agencies and academic institutions to ensure that good evidence supports delivery of effective services. It provides technical support for monitoring and evaluation of programmes, evidence-based decision-making, strategic planning and service delivery. The organisation works to improve not only the health of the individual, but also the capacity of national health systems, which helps to relieve and support improved economic prosperity. Malaria Consortium has a strong track record in NTD control, and is expanding its engagement in this area.

Job Purpose:

To provide technical leadership on NTDs for Malaria Consortium and to expand Malaria Consortium’s engagement in NTD control, including development and technical oversight of NTD projects, ensuring that the organisation achieves its NTD strategic objectives with the highest technical quality.

Key Responsibilities:

Strategic Development 1. Work with the Malaria Consortium Technical Directors (Global, Africa, Asia and Monitoring & Evaluation) to refine Malaria Consortium’s technical strategy for neglected tropical diseases. 2. Provide leadership in NTDs for the Malaria Consortium’s technical team. 3. Identify opportunities for Malaria Consortium to develop its assistance to countries for malaria control and other communicable diseases 4. Support strategic engagement with partners and donors to raise the profile of Malaria Consortium’s NTD work, and identify areas of interest for donor support. 5. Identify and explore opportunities for business development in NTDs, and participate in developing project proposals. 6. Participate in technical cluster activities and other MC technical fora 7. Contribute to organisational reporting, such as reports to trustees and Annual Review

Technical Support 8. Be responsible to provide technical guidance and coordination in relation to NTDs, to Malaria Consortium projects, programmes and activities.

9. Provide technical assistance to Ministries of Health and Malaria Consortium’s development partners for policy, strategy development and programme planning and implementation relating to NTD control to see that programmes conform to global and national best practices. 10. Support operational research development and implementation with special focus on NTDs and community interventions. 11. Contribute to technical professional development of Malaria Consortium staff, and its primary stakeholders by keeping them updated on technical developments in NTDs. 12. Work with Technical Directors and cluster leads to assign technical support to NTD projects as needed.

Communications and Documentation 13. Develop technical, project and policy briefs on NTDs and other relevant areas and contribute to advocacy materials. 14. Lead the documentation of the organisation’s learning in NTD control

Project Management 15. Where agreed by the Global Management Group, act as Principal Investigator/ Budget Holder on key NTD projects, working with in-country or multi-country project management leads 16. With the assigned project managers contribute to, and review, NTD grant reports 17. Ensure the quality of all NTD work. Participate in quarterly performance assessments 18. In collaboration with the M&E Director contribute to provision of NTD progress data for organisational monitoring.

Representation 19. Represent Malaria Consortium at international meetings/workshops on NTDs including relevant networks

PERSON SPECIFICATION

Qualifications and Experience:

Essential:

 Post-graduate qualification in a public health or relevant biological sciences.  Several years international public health experience in different low-income country settings (preferably in Africa and Southeast Asia/Pacific regions).  Extensive experience in NTD control and operational research.  Experience in NTD mapping methods  Experience in managing projects and staff teams, including training and mentoring  Previous engagement in successful proposal development  Demonstrated ability to liaise effectively with international and local government and non- governmental organisation officials

Desirable:  PhD level qualification in or public health or a medical doctor with at least a relevant Master’s degree  Familiarity with statistically analysis methods and software will be an added advantage.  Experience in malaria and neglected tropical diseases control and child health  Familiarity with disease elimination strategies  Use of statistical packages such as STATA, EpiData, and SPSS

OTHER KEY INFORMATION

Length of contract: 2 years with the possibility of extension depending on funding

Location: Likely London, UK, but Kampala, , Malaria Consortium Africa Regional Office, will also be considered

Travel involved: Up to 40% time; to countries in the region as well as global meetings
