Turnpike Authority Request for Letters of Interest

The Authority (KTA) is seeking a qualified consulting engineering firm to conduct a Roadway Safety Assessment, as generally described below.

KTA Contract No. 7635 Roadway Safety Assessment

Conduct a Roadway Safety Assessment for the existing Kansas Turnpike Authority system (mainline, interchanges, toll plazas, and service areas) from the Kansas- border (KTA/I-35 MM 0) to the I-70/K- 7 (KTA/I-70 MM 224). A partial listing of the scope of services will include; reviewing and updating KTA safety data and trends using Chapter 2 of the 2015 KTA Long Term Needs Study as a reference (KTA 2015 LTNS can be accessed at https://www.ksturnpike.com/about/strategic-direction), evaluation of existing roadway system, identification of potential road safety concerns, defining opportunities to eliminate or mitigate identified safety concerns, and providing system and site specific practical and innovative improvements/countermeasures. The Roadway Safety Assessment shall include guidance and recommendations that will be utilized by the KTA as a decision-support tool to evaluate and program new projects, or to augment safety improvements on projects already programmed.

To be considered, interested consulting engineering firms must: (a) be KDOT prequalified in Category 211 - Highway Design-Major Facility and (b) submit a Letter of Interest response before 3:00 PM on November 1, 2019, to David Jacobson, KTA Director of Engineering/Chief Engineer, by email to [email protected]. A confirmation of receipt of the email response will be provided. The subject line of the response email and the pdf file (5 MB maximum size) name must read ‘‘KTA Contract No. 7635 - Firm Name’’. Interest responses are limited to four pages, with a project history appendix up to four pages.

The Consultant Shortlist Committee, will select three to five of the most highly qualified firms expressing interest and schedule an individual interview. The consulting firms can more thoroughly discuss their experience related to the project at the interview and will be expected to discuss their approach to this project in detail and the personnel to be assigned to this project. Firms not selected to be short-listed will be notified. The following criteria will be used as the basis for shortlist selection of the consulting engineering firms:

1. Professional qualifications. 2. Experience of staff assigned to the project. 3. Firms experience with similar road safety projects. 4. Firms performance record.

The Consultant Selection Committee, consisting of KTA Engineering Staff, will conduct the discussions with the firms invited to the individual interview conferences. The committee will rate and select one firm to perform the professional services required for completing the advertised project. After the selection, the firms not selected will be notified of the outcome.
