a) Quantative data b) Qualitative data 3 Foreword Neighbourhood Development Plans come out of the Government’s determination to ensure that local communities are closely involved in the decisions which affect them. The Heacham Neighbourhood Plan has been developed to establish a vision for the village and to help deliver the local community’s aspirations and needs for the plan period 2017 – 2036. Following an application by Heacham Parish Council, on 19th May 2017, the Borough Council of King’s Lynn and West Norfolk (BCKLWN) designated the Parish of Heacham as a Neighbourhood Area. This empowered Heacham Parish Council to lead the production of a Neighbourhood Plan with the support of, and input from, the residents of the Parish. Unlike the Heacham Parish Plan 1987, upon which it builds, our Neighbourhood Plan is a statutory document that will be incorporated into the district planning frameworks and must be used by the BCKLWN to determine planning applications. Our Plan has been produced by local residents, with the support of the Parish Council, using the views of the residents of Heacham. The Planning Group has consulted and listened to the community and local organisations on a wide range of issues that will influence the well-being, sustainability and long-term preservation of our rural community. Every effort has been made to ensure that the views and policies contained in this document reflect those of the majority of Heacham residents. The Heacham Neighbourhood Plan has been developed by volunteers from the village to: protect the village from uncontrolled, large scale, or poorly placed development; spread any development required by the BCKLWN’s Core Strategy around the village across several small sites; ensure that development is sympathetic to, and improves, the look and feel of the village; take steps to ensure provision of smaller homes, for rent, shared ownership or suitable for first-time buyers, that are affordable to local, younger people on average incomes minimise the loss of greenfield sites by, where possible, using previously developed sites; give Parishioners the potential to access more Community Infrastructure Levy funding to improve village facilities; and identify, in a Heacham Parish Action Plan 2018, additional actions to improve Heacham’s facilities, services and local environment and to address issues beyond the scope of the Neighbourhood Plan. In preparing it we have tried to ensure that we understand the views of residents and businesses through a programme of consultation which has involved a questionnaire to all households and three open days. The next stage is a six week period of consultation with residents, businesses and statutory consultees. This is a legal requirement and we will then consider all the comments that are received and determine whether changes to the Pre- Submission Draft are necessary. 4 The Plan will then be submitted to the Borough Council who will undertake a further six week submission consultation, which again is compulsory. On completion of this the Plan will be the subject of an Independent Examination to check whether it complies with national policy and guidance, the strategic policies of the Borough Council and European regulations. If it passes this test it will be the subject of a referendum of all those registered on the electoral roll to determine whether it will be brought into effect.
