LOGISTICS CLUSTER – MEETING MINUTES HAITI EARTHQUAKE EMERGENCY RESPONSE

1. REVIEW OF ACTIONS POINTS

ACTION POINTS for the LOGISTICS CLUSTER: • to look into additional storage space  Ongoing; • to check with MINUSTAH if there is a crane available in Jeremie to unload trucks;  MINUSTAH does not have forklift or crane facilities in Jeremie, but in the regional base in Les Cayes (for empty 20 feet containers only); all big movements of MINUSTAH containers (to Miragoane, Jeremie or Les Cayes) come by truck or barge WITH a big forklift. • to check with MINUSTAH if there is a notice board on Logbase (vacancies, availability of staff, etc);  There is no notice board on Logbase. • to check with UNHAS regarding the continuation of their services;  UNHAS passenger flights from/to Santo Domingo will end on Saturday, 09 October, because the contract for the fixed-wing aircraft LET 410 will not be extended. Requests submitted to UNHAS booking office for movement to/from Santo Domingo after 08 October will not be processed.  Helicopter flights will continue to operate to locations within Haiti, such as , Les Cayes, Petit Goaves, Dufour, Gonaives Port-de-Paix, Cap Haitien. • to revert regarding the new Customs form: “Formulaire d’ Engagement de Restitution des Taxes”;  The Ministry of Finance confirmed that this form is now required for NGOs importing goods to Haiti.

ACTION POINTS for Logistics Cluster PARTICIPANTS: • to inform about expected sea cargo movements / pipeline information.  Only 2 agencies requested the use of the barge so far. • to complete the Prepositioning matrix developed by OCHA;  Ongoing; some NGOs already provided feedback, some others pending.

3. OPERATIONS UPDATE 3.1 Transport • Surface o total dispatch for the month of September was 690mt (2,264 m 3); o total dispatch from Port-au-Prince since the beginning of operation: 9,700mt (approx. 45,700 m 3); this excludes dispatches from Santo Domingo. o mainly shelter items, followed by food, agriculture and WASH items; o to various locations, including Les Cayes, Leogane, Petit Goave, Grand Goave, Leogane and Jacmel, Jeremie and Port-au-Prince area. • Air o The number of requests for air transport is also decreasing. In September , 9mt have been transported by helicopter; o Available assets: - 1 x Mi-171 helicopter with a 3mt capacity can deliver to inaccessible areas; - 1 aircraft LET 410 , 19-seater, is still available for humanitarian passenger transport and operates between Port-au-Prince and Santo Domingo . It can also carry 1.7 mt of cargo and can be utilised for medical evacuations; NOTE: this service will end on 09 October 2010. • Sea o The barge is currently in Port-au-Prince. The WFP Shipping Officer and the Barge Captain will conduct an assessment in Ile de la Gonave today , 05 October, to find out if the port is accessible and cargo can be offloaded.

 ACTION POINT: Logistics Cluster particip ants to inform about expected air and sea cargo movements / pipeline information until the end of the year, in order for the Logistics Cluster to maximise the use of the barge, review the transport strategy and mobilise resources accordingly.

3.2 Warehouses • Logistics Cluster Warehouse 3 is operating at full capacity. There is not much space available inside established Mobile Storage Units; however, there is space for commodities which do not need to be covered.

3.3 Response to the Rainstorm in Port-au-Prince on 24 September • OCHA convened an Emergency Response Task Force for a few days, with main clusters represented to ensure full coordination of assessments and response. The DPC activated the d'Operation d'Urgence Departmental to coordinate the response. Logistics Cluster representatives joined the Task Force to provide advice and support to humanitarian partners in the delivery of relief assistance to the affected camps. Over the weekend (25/26 Sept), support for transport was provided to IOM and ACF . Tarpaulins, tents, kitchen sets, jerry cans, hygiene kits and mattresses, were delivered to five different camps in Port-au-Prince. The Logistics Cluster participated also in the emergency meetings called by the DPC Director and the Minister of Interior .

3.4 Civil/Military Coordination • And as part of the Task Force, the Logistics Cluster coordinated with the Joint Operations and Tasking Centre (JOTC) to request MINUSTAH and UNPOL assistance in the provision of security during transport of emergency relief items and distribution at the sites. • The simulation exercise in Jacmel and Port-au-Prince was completed on 24 September with a de- briefing session. Of note: o In a real emergency situation, if the mobile (cellular) system is down, radio communication will become a primary communication means , leaving satellite phones as backup due to extremely

high running costs. However, in special cases, such as operations in remote locations without UHF/VHF coverage, organizations that do not have HF bases/mobiles, or if there is a need to send/receive confidential and sensitive information , satellite phones could become the primary communication means. Therefore, it is recommended to all parties involved in emergency relief operations to have activated satellite phones in stock / assigned. o In case of emergency, the humanitarian community will be able to draw, as a means of last resort, not only on MINUSTAH assets but also on resource from bilateral military forces such as the United States Government. o The concept of the Emergency Joint Operations Centre (EJOINT) needs to be fully developed, executed, and exercised. Many of the conversations to coordinate humanitarian activity taking place in the Expanded Joint Operations Centre (EJOC) would be, under the planned structure, be coordinated by the EJOINT. o The Humanitarian Incident Response Team (deployed by the EJOINT) is a foundation tool for the clusters. This team envisages inclusion of MINUSTAH police and military participation for duel purposes: to provide security related advice/assessment and to provide liaison/assessment information back to MINUSTAH through JOTC/EJOC. • During this week, US Government donors are meeting in Washington DC for the annual high level bilateral consultations . One of the Agenda items will be: Concerning civ-mil relationships in recent operations, what has worked, what hasn’t, and what emerging issues does WFP see on the horizon? The Logistics Cluster prepared a short briefing on the subject matter. The briefing can be shared with interested Logistics Cluster participants.

3.5 Geographic Information System (GIS) • A Logistics Cluster GIS Officer was on mission in the North Department to assess main transport routes and to identify bridges which are vulnerable to damage. The final report was presented, which includes a set of six maps . • Recent map updates : Road Condition map in French, Operational Warehouse assets; Transport Infrastructure and Hazard map , Turgeau roads for GOAL, Carrefour roads for AVSI, Prepositioning map for UNICEF, NGO coverage for emergency food distribution for WFP.

4. AOB • The Consolidated Appeal Process (CAP) 2011 has been initiated and we have been asked to consult with Logistics Cluster participants to agree on priorities and objectives and to jointly appeal for funds. OCHA will facilitate a workshop for Government representatives, NGO and UN staff on 08/09 October in Port-au-Prince to discuss the Common Humanitarian Action Plan (CHAP) on which the CAP is based . A response plan by Cluster has then to be submitted to OCHA one week later. The Humanitarian Coordinator will send the final draft to OCHA HQ on 02 November.

 ACTION POINT: Logistics Cluster participants to join us at the CAP /CHAP workshop and to then provide us with their projects for 2011 for consolidation.

• Clinton Vehicles: the temporary UN number plates are now expired and will have to be returned. Each organisation is required to register the vehicles under their own name.  ACTION POINT: Logistic s Cluster participants allocated with a Clinton vehicle, to return UN number plates, to remove any WFP visibility items (e.g. WFP stickers on the doors) and to register the vehicles under own name/organisation.
