5 STORY Darren Tan DESIGN Qiyang Sng his year marks the 50th anniversary of the RSAF. Our Air Force has Tcome a long way over these 50 years, when Singapore started with almost no air defence capability. Today, we have put together a formidable air defence arsenal and the RSAF is recognised as one of the most modern and competent air forces in the region.

The 1st Generation RSAF was known as the Singapore Air Defence Command (SADC). It was inaugurated on 1 Sep 1968, and later renamed as the RSAF in Jul 1975. The SADC started off with two Cessna aircraft from the Singapore Flying Club. It achieved its first milestone two years after its inauguration – the addition of the British-made Hawker Hunter on 8 Sep 1970 equipped the SADC with its first fighter aircraft, marking its foray into air warfare. Subsequently, the RSAF entered the realm of supersonic flight with the Northrop F-5/F Tiger II fighter aircraft on 19 Feb 1979, strengthening its air superiority and its ability to execute many more air defence and air combat operations. Today, the RSAF is currently operating both the F-16C/D and F-15SG fighter aircraft, which are among the most advanced fighter aircraft in the world. The next milestone for the SADC was the inauguration of its first helicopter SQN, which was declared operational on 29 Sep 1969. It operated the French-made Alouette III helicopter and was primarily used for Search-and-Rescue (SAR) missions and casualty evacuation (CASEVAC) missions. Within two years of its formation, the SQN was called upon to participate in the Kuantan flood relief operations. Likewise, the RSAF’s helicopters have developed new roles and capabilities locally and overseas, particularly in joint operations with the Army and Navy. 7 The structure of the RSAF has evolved to meet Singapore’s increasingly complex air defence needs throughout the years. Before a reorganisation into the 3rd Generation RSAF, the Air Force was structured according to the Air Bases. Subsequently, as the RSAF grew, the re-organisation into the 3rd Gen RSAF allowed it to become a more responsive organisation.

On 5 Jan 07, then Minister for Defence, Mr , announced the restructuring of the RSAF into five operational Commands during the inauguration of Air Defence and Operations Command at Chong Pang Camp. At the ceremony, Mr Teo emphasized the need for the RSAF to be vigilant. He said, “The RSAF must provide vigilant and robust island air defence, 24 hours a day, 7 days a week, to ensure the sovereignty of our territorial air-space and guard against transnational terrorist threats. It must also be ready to deploy for contingency operations in our region and beyond, including peace support missions and humanitarian and disaster relief operations, often at a moment’s notice. The RSAF therefore needs new and more flexible and capable structures to better undertake the full spectrum of operations from peace to war.” With this structural change to the 3rd Gen RSAF, the new Commands complemented HQ RSAF – which consists of established departments to oversee strategic and policy-level development of manpower, intelligence, operations, logistics, plans, training and safety issues for the RSAF. On 21 Mar 2010, the 6th Command, Air Force Training Command, was inaugurated. This marked the completion of the transformation to the 3rd Gen RSAF.

The re-organisation of the RSAF enhanced its ability to support the SAF in complex environments, allowing it to contribute more effectively to the SAF’s operations across the air, land and sea domains. The organisation’s transformation to meet Singapore’s growing air defence needs has cemented its position as one of the leading air forces in the region.

8 Participation in local and overseas exercises has been essential in maintaining the RSAF’s capabilities as a cutting edge air force. Overseas bilateral exercises have allowed the RSAF to benchmark itself against leading international air forces, while local exercises have allowed the RSAF to maintain a high level of operational readiness. Large-scale exercises that the RSAF frequently participates in include Exercise Wallaby, the SAF’s largest unilateral overseas training exercise held in Shoalwater Bay, Australia; Exercise Pitch Black, a large-scale multinational air combat exercise hosted by the Royal Australian Air Force in Darwin, Australia; Exercise Cope Tiger, an annual trilateral air exercise with the Royal Thai Air Force and the in Korat Air Base, Thailand; the Exercise Red Flag series, air combat exercises held in Nevada, United States of America; and Exercise Forging Sabre, an integrated strike exercise held in Phoenix, Arizona. Local exercises include Exercise Torrent, the RSAF’s alternate runway exercise which demonstrates the RSAF’s ability to convert a public road into an operational runway in times of contingency, as well as its operational capability and readiness to operate from a public road to deliver air power; and the Exercise Bersama series, which are major Five Power Defence Arrangements exercises.

In addition to having a strong and credible defence, the RSAF showed that it was able to respond effectively in times of need, both locally and overseas. It has taken part in several notable rescue missions such as the Singapore Cable Car Disaster in 1983 and the Hotel New World collapse in 1986; disaster relief operations for the Kuantan Flood in 1971, Boxing Day Tsunami in 2004, Hurricane Katrina in 2005, Nepal and Christchurch earthquakes; and fire-fighting aid to Thailand and Indonesia.

- The Super Puma helicopter in particular carried out its own additional array of challenging combat missions as part of its exercise tasking, occasionally with the Ground-Based Air Defence (GBAD) systems.

A highlight of the Super Puma’s participation in XWB 17 was the Super Puma Door Gun (SPDG) firing, which was executed by the Air Crew Specialist (ACS) Gunners. The SPDG is a fully automatic weapon used to provide suppressive fire on enemy forces during troop lifts. Due to the lack of appropriate firing ranges in Singapore, live-firing of the SPDG can only be carried out in large designated training areas such as SWBTA, which is why XWB is the ideal environment to maximise Air Gunner training.

3SG Aaron Tiong from 126 SQN said, “Getting an Air Gunner tab as an NSF ACS really meant a lot to me and it definitely feels good as it is not a chance that comes by easily. I am honoured to be able to take part in such a large-scale exercise that has the participation of all three Services, in my role as an Air Gunner.” The C-130 transport aircraft also participated in XWB, and was tasked with conducting round the clock tactical airdrops involving heavy equipment and Container Delivery System loads, as well as para jump operations in support of Special Operations and Tactical Support Centre training missions. The SQN, 122 SQN, also trained in Tactical Arrival and Departures as well as Threat Reaction manoeuvres against simulated GBAD threats and employed live flares to enhance the survivability of the aircraft. The SQN also achieved realistic high-end low-level navigation flight training which was made possible by SWBTA’s available low-flight terrain.

In addition to overseeing pragmatic airspace management, the Air-Land Tactical Control Centre (ALTaCC) also communicated intelligence and instructions to the various GBAD systems when such threats were observed. SWBTA’s expansive operating area also challenged the GBAD systems to maintain situational awareness over larger airspace. Supporting the land campaign was the GBAD’s V200A Armoured Fighting Vehicle (AFV), with the mounted RBS-70 GBAD system. The GBAD deployments worked in close coordination with the Army’s Infantry forces to detect and engage aerial threats.

During the visit, Mr Ong was briefed on the RSAF ’s training programme and partici- pated in a mission flight on board an Apache attack heli- copter. He then witnessed an integrated live-firing involv- ing the Apache attack helicopters and the LSVs.

Around 100 personnel and six F-16C/D fighter aircraft from 143 SQN were deployed in Kalaikunda for JMT 17 from 6 Nov to 14 Dec 17, to train with the IAF’s SU-30MKI fighter aircraft. The RSAF Detachment Commander, LTC Tan Wuen Bin, said of the exercise, “The training allows us to hone our flying skills as well as operational readiness of all our aircrew. We value the training opportunity here and we are looking forward to all the joint military training exercises over the years.”

Reaffirming the strong and long-standing defence relations between the two air forces, Air Officer Commanding-in-Chief Eastern Air Command, Air Marshal Anil Khosla said,

“The RSAF is a professional Air Force and a valued partner to the IAF. It is important for the RSAF and IAF to continue to build interoperability and foster mutual understanding through the high-end training missions in JMT.”

As with the previous editions of JMT, this year also saw the participation of RSAF GCI controllers, who were in-theatre to provide tactical control for the F-16C/D fighter aircraft. Commenting on the value of their participation in JMT, LTA Kiyrthan Ravindran from 200 SQN said, “As a GCI controller, I have been given a great chance to interact with IAF controllers and learn how controlling is done here in India. With this knowledge, I am able to bring back many valuable lessons learnt into my controlling back home.”

The JMT provides the RSAF with regular opportunities to train with the IAF, and it is conducted under the ambit of the Air Force Bilateral Agreement, which was renewed in Jan 17. Aside from training together, the two air forces also interact regularly through visits, cross-attendance of courses and other professional exchanges.

Operated by Air Warfare Officers (Command, Control and Communications) and Air Operations and Systems Experts, the ALTaCC plays a crucial role in managing airspace in the area of operations, and the real-time control of air and Ground-Based Air Defence (GBAD) assets for all participation missions.

Air-Land Common Operating Picture: The ALTaCC creates a common air-land operating picture by tracking both air and land forces. This common operating picture is shared with command headquarters to improve shared situational awareness, so as to enable commanders to make a swift, decisive and synergised response. With the fusing of information from the Air Force’s sensors and the Army’s command and control information systems, locations of friendly assets can be known while controlling the aircraft. Ground units can then move to engage in a strike mission without fear of being mistaken for enemy troops by friendly aircraft.

The United Nations Refugee Agency reported that to Bangladesh more than 620,000 people have fled Myanmar since 25 Aug 17. Bangladesh is struggling to manage the massive 10-11 October 2017 influx, with most of the refugees facing shortages of food, water and shelter in the resource-strapped district of Cox’s Bazar in Southern Bangladesh.

On behalf of the Singapore Government, the Ministry of Defence and the (SAF) donated approximately $270,000 worth of humanitarian relief supplies to Bangladesh for the communities affected by the ongoing humanitarian crisis in the Rakhine state. The RSAF airlifted humanitarian relief supplies on a KC- 135 transport aircraft to Bangladesh, with the first wave taking place on 10 Nov 17 and the second wave on 11 Nov 17. The relief package, comprising tents, blankets, food, medical supplies, and lamps were donated by both the SAF and Mercy Relief.

Senior Minister of State for Defence, Dr Mohamad Maliki Bin Osman was present in Bangladesh to witness the handing over of supplies from the SAF to the government of Bangladesh. COMD APGC, BG Gan Siow Huang, shared her thoughts on being one of the key figures in the organisation of this event. Once again, our personnel from the four air bases and HQ APGC came together for a common purpose and demonstrated our strength in unity. n 27 Oct 17, Paya Lebar Air Base (PLAB) held an SAF School Partnership Programme (SSPP) for 160 Ostudents from Temasek Junior College and 75 personnel from Air Force Service Term, to educate them about the various operations and assets within the base. A Community Outreach Programme (COP) was also held on 28 Oct 17. The event was attended by 749 people, including residents from Hougang, Punggol West and Punggol North constituency, as well as RSAF personnel from 7 Air Engineering and Logistics Group and 507 SQN, and their families. COMD PLAB, COL Ho Yung Peng, graced the event.

During the COP, PLAB engaged the visitors with interactive display booths manned by SQN personnel. Attendees were introduced to the C-130 transport aircraft and F-15SG fighter aircraft to have a feel of the operations of the Air Base. Other displays included the K9 dog unit, fire engines and Cardiovascular Pulmonary Resuscitation demonstrations.

Servicemen and women from PLAB were also present as ambassadors to enhance the interaction with the residents and students. The emphasis for both days was to raise the awareness of the attendees on the various noise-mitigating measures that have been put in place by the RSAF to allow the residents to have a better understanding about the RSAF’s operations.

Speaking at the ceremony, Dr Ng emphasized the importance of having good leaders for the SAF. National Day Awards Investiture 17 November 2017

“In my early years as an Officer, I was told that what we do is important, as it forms a part of the SAF’s overall mission in the defence of Singapore. That piece of advice from my then Unit Commander has guided me in my actions since, and I believe this played a part in me receiving this award,” shared LTC Peter Chiam, an RSAF pilot from 121 SQN and Branch Head in HQ RSAF.

A recipient of the Commendation Medal, LTC Chiam was one of the 646 MINDEF and SAF personnel recognised for their exemplary performance and service at the National Day Awards Investiture held on 17 Nov 17 at the MINDEF Auditorium.

12 Commendation Medals, 27 Efficiency Medals and 98 Long Service Medals were awarded to both military and non-military personnel from the RSAF.

The investiture was officiated by Minister of Defence, Dr Ng Eng Hen; and Second Minister for Defence, Mr Ong Ye Kung. National Day Awards are presented to deserving MINDEF and SAF personnel in recognition of their exceptional contributions to the SAF.
