Delivering Quality First in Scotland DELIVERING QUALITY FIRST IN SCOTLAND EXECUTIVE SUMMARY The BBC is the most trusted broadcaster in Scotland and a core part of the life of the nation. It unites the audience in enjoyment of the most popular TV, radio and online services, while also championing the diversity of the interests, cultures and languages of this nation of islands and regions. It is valued for upholding the highest standards of quality. The BBC’s commitment to Scotland is to offer a range and depth of programming which is both widely relevant and uniquely distinctive. As the only broadcaster which has invested in covering the whole country across all platforms, it is well-placed to do this. The BBC’s ambition in Scotland is to serve as a national forum, connecting the people of Scotland to each other, to the wider UK and to the rest of the world. As a public service broadcaster which has secure funding and global reach, the BBC is well-placed to achieve this. The BBC provides value to audiences in Scotland in two main ways: through programmes and services which are made in and for Scotland specifically; and through programmes and services which are broadcast across the whole UK. In Scotland, the audience rates the BBC as the leading provider of both Scottish news and non-news programming. Reporting Scotland has the highest reach of any news bulletin; TV opt-out programming1 reaches 44% of the audience every week and is highly appreciated; BBC Radio Scotland is second in popularity only to BBC Radio Two; BBC Scotland’s online portfolio has 3.7m weekly UK unique browsers2; and BBC ALBA attracts half a million English-speaking viewers to its Gaelic TV channel every week. -

Ofcom review of ITV public service broadcasting requirements By Michael Moore MP and Jeremy Purvis MSP Introduction This submission to the Ofcom review of ITV public service broadcasting requirements is made by Michael Moore, Member of Parliament for Berwickshire, Roxburgh and Selkirk, and Jeremy Purvis, Member of the Scottish Parliament for Tweeddale, Ettrick and Lauderdale. As constituency parliamentarians, we represent in total a region of some 110,000 people in the south of Scotland who, in the main, receive their channel 3 programmes from ITV Border, based in Carlisle. We believe there are serious issues affecting the future of regional public service broadcasting, which have now been brought into sharp focus by ITV plc’s plans to make severe cuts to the regional news operations including those of ITV Border. We set out below our concerns and our hopes for this review. Importance of ITV Border ITV Border, and its independent predecessor, Border Television plc, have provided regional news and other programming to the north of England and the south of Scotland for decades. The particular engineering challenges of broadcasting to a vast rural area with limited population have co-existed with the unique historic, cultural and political differences defined (but also sometimes blurred) by the border between Scotland and England. ITV Border has, over the years, risen to the challenge very successfully. There have, of course, been issues that have arisen over time relating to Scottish sport and other Scottish programmes, but, by and large, ITV Border has served our region well. As technology has developed over the years, innovations have been introduced which have allowed ITV Border to be central to the news agenda in the south of Scotland. -

2 Television and audio-visual content 2 2.1 Recent developments in Scotland BBC Alba BBC Alba’s drama series, Bannan, returned in 2016 for a new series, having been re- commissioned for a further ten episodes in 2015, and it received a nomination in the drama series category at the Celtic Media Festival 2015. In March 2016 the Scottish Government announced £1m of funding for MG Alba for 2016/17. The UK Government withdrew £1m of funding, not renewing the annual grant from the Department of Culture, Media & Sport. In April 2016 MG Alba welcomed the commitment to Gaelic broadcasting in the BBC White Paper, which stated that the BBC should maintain its partnership with MG Alba. MG Alba moved from channel 8 to channel 7 on the Freeview EPG, following BBC Three’s move to an online platform. BBC Scotland BBC Scotland’s coverage of the 2015 General Election included results broadcast live from every count across the country, while Reporting Scotland remained the most-watched news programme in Scotland. The Investigations team covered a range of issues including fracking, and doping in sport, and Catch Me If You Can received the Sport Story of the Year Award at the 2015 British Journalism Awards. STV In March 2016 STV launched an enhanced digital news service tailored for Scottish viewers, including a mobile app, featuring bite-sized video reports on local, international, UK and other news from a Scottish viewpoint. Local TV STV Edinburgh and STV Glasgow joined forces to cover the Edinburgh Festival 2015 in a live one-hour show transmitting each weekday evening; this was shared with local TV stations across the UK. -

Channel 4 and British Film: An Assessment of Industrial and Cultural Impact, 1982-1998 Laura Mayne This thesis is submitted in partial fulfilment of the requirements for the award of the degree of Doctor of Philosophy of the University of Portsmouth. September 2014 i Abstract This thesis is an historical investigation of Channel 4’s influence on the British film industry and on British film culture between 1982 and 1998. Combining archival research with interview testimony and secondary literature, this thesis presents the history of a broadcaster’s involvement in British film production, while also examining the cultural and industrial impact of this involvement over time. This study of the interdependence of film and television will aim to bring together aspects of what have hitherto been separate disciplinary fields, and as such will make an important contribution to film and television studies. In order to better understand this interdependence, this thesis will offer some original ideas about the relationship between film and television, examining the ways in which Channel 4’s funding methods led to new production practices. Aside from the important part the Channel played in funding (predominantly low-budget) films during periods when the industry was in decline and film finance was scarce, this partnership had profound effects on British cinema in the 1980s and 1990s. In exploring these effects, this thesis will look at the ways in which the film funding practices of the Channel changed the landscape of the film industry, offered opportunities to emerging new talent, altered perceptions of British film culture at home and abroad, fostered innovative aesthetic practices and brought new images of Britain to cinema and television screens. -

Running head: SPORTS COVERAGE ON BBC ALBA 1 Sports Coverage on BBC ALBA: Content, Value and Position in the Scottish Broadcasting Landscape Xavier Ramon Vegas and Richard Haynes Published Online First: Communication and Sport 29 January 2018 Abstract Through a mixed-method approach, we examine the sports programming offered by BBC ALBA between 2008 and 2016 and identify the value that the channel creates in Scotland through its diverse sports portfolio. In an increasingly cluttered and complex scenario where pay TV giants Sky and BT hold a plethora of top-tier rights and BBC Scotland and STV cannot fit more sport into their schedules, BBC ALBA serves Gaelic-speaking and national audiences with a regular diet of quality sports programming. Beyond being instrumental to filling schedules, sports content has been a gateway for Gaelic, a key driver of BBC ALBA’s investment in the creative sector and a contributor to the development of grassroots sport in Scotland. However, the financial situation under which the channel operates makes it very difficult to sustain and improve its current position. This case study demonstrates that sport broadcasting offers genuine opportunities to maintain linguistic and cultural diversity in small nations, even in a context characterized by escalating competition, dwindling resources and the proliferation of multiple viewing portals. The four Councils – serving Scotland, Northern Ireland, England and Wales – are supported by the Trust to provide an independent assessment of audience expectations and issues. A strong year for the BBC in Scotland saw the launch of BBC ALBA (in partnership with MG Alba), a pledge to make more network television in Scotland, and some improvement in network news about the devolved nations. Programme highlights included coverage of the economic crisis, and the multimedia Scotland’s History. We consulted audiences, advising the Trust accordingly. Key issues included the BBC’s plans to improve local coverage, and the debate on the future of public service broadcasting. Audiences in Scotland tell us they want more content reflecting their interests and concerns, while retaining the strengths of the BBC networks.
