Th ank you for the opportunity to submit this proposal for the Multipurpose Fields at Boys Home development. It has been a great pleasure working with South Fayette in the past, and we are very grateful to have the opportunity to work with the Township again.

J.T. Sauer & Associates, LLC or JTSA Sports has worked very diligently over the past 11 years to develop a fi rm which specializes in sports and recreation. It is our experience which separates us from the other fi rms in the region. Our projects and experience have ranged from work with professional sports organizations such as NFL to large NCAA Division I sports parks such as then new Mountaineer Stadium. At the same time we continue our work with the local communities bringing higher level fi elds and sports master planning such as our recent work with South Fayette.

We are very familiar with the South Fayette recreation system, the community, and the great need for sports fi elds. During our recent work on the Treveskyn Master plan for South Fayette, we reviewed the surrounding sports fi elds and their use. We conducted many meetings with focus groups and the public to develop an understanding of the importance of sports and recreation to this community. In recent days we have walked the proposed site to gather a lay of the land and understand how this site can be developed.

Our team has taken the time during this proposal process to conduct a preliminary feasibility review of the site in order to be able to start our work in an expedited design process. However, we are committed to excellent design and results. To create a park and with high quality fi elds , which function as designed, and is a bright point to the community; our drawings and permits must be correct and very accurate to assure the smoothest possible construction. Scope of work:

OVERVIEW: Th e following scope of work is for the landscape architecture and engineering services for the development of the South Fayette Township Soccer and Sports Complex located along Th omas Run and Oakdale Road. Our proposed services shall be for the review of existing conditions, the additional site survey of the property to provided accurate topographic information, drilling and analysis of soils to determine the limitations for development, the design of sports fi elds and associated roads and parking, the permitting of the development process through the local conservation district, and fi nally the aid in the bidding and construction observation of the fi elds for use by the community.

EXISTING CONDITIONS: Th e total property is 160.93 acres of which the development of the soccer complex will focus on the use of approximately 20 acres of this area located in the northeast portion of the property. Th e current site is rolling agricultural farmland with a high tension power line and easement bisecting the property from the rest of the land. Th e ground cover is primarily grasses from past agricultural use. Th e slopes roll from the ridge line of the property abutting the residential property owners toward the center of the site through the power line easement. Natural channels exist through the site which divert water to the middle valley and from the property. Th ese channels must be reviewed by a wetland specialist to insure this development will not impact any upland wetlands or seasonal wetland waterways. Th is is also required as part of the NOI forms during the PA DEP review process.

Th e power easement will need reviewed with its owner to determine the level of impact of which can occur in and around this easement. General easement restrict the building of any vertical structures and limit the amount of fi ll placement within the easement. Th erefore the amount of which the site can be maximized via cut/fi ll earthwork will be pending the impact and fi ll which can be placed in the power easement.

Geo-technical Testing Provisions: 1. Drilling of 6 boring into ground with drilling machine.

2. Four of 6 bores shall be to 50 feet into mine.

3. Review on site soil conditions properties and horizons and report.

4. Prepare a report on fi ndings providing recommendations for cut/fi ll and compaction.

Geo-technical Report Our team will core drill up to 6 bore holes into the site at the approximate locations show below to determine the composition of the existing soils and the suitability of this soil for the proposed cut and fi ll development.

Th ought the site has no proposed structures, the soils must perform and hold stable through the soil excavation process and the many years for which this site will be used as a sports facility. Th e soil depths will be bored to projected cut depths which shall be between 8 to 15 feet into ridge and extend into the possible mine cavity below(refer to mine section for total depth). Th e soils at the toe of the slopes will be bored to shallower depth as the review of these soils is for their ability to hold the proposed compacted fi ll and project the impact of settling on these soils.

A report shall be prepared by a Pa licensed Geo-technical engineer which provides recommendations for development and outlines site limitations.

Geo-technical Report - Mine Assessment Mapping indicates that the site location has been undermined. Due to this information, our geo- technical excavation will drill 1 hole into the projected layer of coal on site to determine the risk for settlement. From this information the geo-technical engineer will be able to determine limitations and recommendations for earthwork to work. (Our drilling is anticipated to reach depths of 50 feet. (Depth beyond that will be additional to the contract. )

Th e site has been preliminary reviewed for landslide prone soils based off of Allegheny County Landslide Prone Areas Map shown in Figure 1.4. However preliminary review of the soils for Library silty clay state a high run off rate combined with potential for moderate water storage in the soils create soils which have the potential to slump and move. Th e geo-technical report will provide recommendations for the cut/fi ll and compaction of the materials excavated and placed upon.

Figure 1.6 Drainage Channels in site On-Site Wetland Review -Environmental Th ough the site is on a farm fi eld with minor slope across the site, the site soil survey from the USDA still list the majority of the soils to be Library Silt Loam which are classifi ed under the Allegheny County Conservation District list as soils with the potential for hydric inclusions. In standard English this means: Th ese soils may have drainage ditches which due to time and saturation may be a host to a minor wetland. Th e PA DEP takes very seriously the impact of even seasonal wetlands, therefore this project requires that our team conduct a walk-through of the site with a PA registered wetland specialist to located and defi ne boundaries of wetlands if any exist on-site. If said wetland exist our expert will take boundary location notes and provide a preliminary review of the wetlands.

Provision

1. Excavation of up to 2 to 4 test pits at locations of storm ponds.

2. Conduct fi eld testing of soils for infi ltration.

3. Develop qualitative storm water design and pond for DEP qualitative management requirements.

Environmental Review- Soil Infi ltration Testing Th e soil samples will determine the depth of topsoil of which must be harvested and stockpiled for the use in the ball fi elds. Our team will then conduct infi ltration review and testing at up to 2 to 4 locations to conduct infi ltration study rates on the soils to determine the fl ow rate for ground water recharge. PA Department of Environmental Protection requires the capture of 2 year storm event for purposes of ground water recharge and qualitative management. Th is study will determine not only what the projected compaction can be achieved but if we can utilize the soils for the infi ltration of water within our collection trenches. South Fayette will provide the equipment and operator for the excavation of the trenches for work to be performed.

SURVEYING

Field Surveying Services Th e accuracy of the construction documents and the elevations which are projected in the construction documents for a earth movement project of this nature rely on accurate survey contouring and spot elevations for the contractor to project the proposed project budget. Th e accuracy of the PA State GIS survey information is, from the information JTSA Sports has gathered, not highly accurate and within an error rate which should have proof checking of the site contours and site coordinate locations.

Th is doesn’t mean we start from scratch. We will utilize the topographic information provided by South Fayette and conduct supplementary fi eld surveying to verify and “tighten” the accuracy of the topographic information. Our team will verify the signifi cant site features and their coordinates.

Our team will prepare a base map to be used for design with contours, available utility records and fi eld survey information gathered.

Survey Services provide:

1. Field Work a. Obtain existing and topographic information from township and insert into computer system. b. Conduct supplementary survey in fi eld to create accurate topographic survey. c. Locate signifi cant site features. d. Create base map for construction purposes with contouring, site features, availably utility records. e. Locate existing ground surface utility structures, including top and fl ow line elevations of storm structures adjacent to the site f. Perform a fi eld check of the plan for verifi cation of obtained information

Field Design- DESIGN DEVELOPMENT

Th e fi rst step of our scope of work will be to quickly develop a design development sketch with your team, which meets your needs while working with a reasonable cut/fi ll balance on site. Th e near balance of earth material will be very important in order to create a sports facility within a reasonable budget.

Below in Figure 1.7 is a very preliminary sketch of which was developed to review the overall scope of work for your project. Th e design locates the fi elds in an anticipated spacing to permit grouping onto independent plateau with associated parking for each plateau. Th e site will be limited by the power easement which runs adjacent to the proposed area. Th e vertical height between ground and wires will most certainly be a factor, therefore the limitation of fi ll height close to the power easement is anticipated at this point. Th is results in a greater distance between the fi elds and the power easements than shown on the sketch given to JTSA by South Fayette. Th e water table for the LcB and LcC soils as well as balancing cut fi ll also come into consideration as the fi eld layout will try and minimize large over excavations and create local areas of the cut/fi ll. It is anticipated that the fi elds will required some separation to provide adequate room for manageable slopes between fi elds.

Additional parking and walkways will be needed to meet ADA accessibility and fl ow and function of the site. In Figure 1.7 , the parking lots are grouped to separate traffi c fl ow from parking fl ow and allow for adjacent stormwater collection, including rain gardens. All traffi c patterns shown have been kept to the rear of the site to reduce impact between children and vehicles. Fencing along the roadway with possible berms will be required to separate the sports park and residences from the access drive lanes.

Our team will provide the following during design development: 1. Up to 3 preliminary site sketches of layout. With revision for fi nal option. 2. Preliminary grading concept sketch of fi nal option. 3. Color rendering of fi nal option. 4. Estimate of probable cost for fi nal option.

Construction Documents

Our team will prepare a comprehensive set of construction documents for the renovations of Multipurpose Fields at Boys Home which has an anticipated construction budget of 1 million dollars. Th e construction document package will be for the following:

Th e following is the anticipated site program elements to be constructed. 1.1 Access Roadway into site. Low volume. Low traffi c Speed. 1.2 Minor low volume driveway into site from state road. No Penn DOT HOP. No Traffi c Signal. 1.3. 2 to 3 parking lots with numbers to service soccer fi elds. 1.4. Natural Grass soccer fi elds with underdrainage system. 1.5. Storm ponds with infi ltration rain gardens or separate rain gardens to manage new impervious. 1.6. Landscaping and buff ering for beauty and separation of site from residential units. 1.7. Up to 4 to 5 high school,possible college, size soccer fi elds pending available space. 1.8. Work within limits and area shown on this proposal.

Stormwater and Permitting

• Our team shall prepare a written stormwater management report as part of the PA DEP post construction stormwater management plan. Th e report shall include the study of existing conditions and impact of the proposed fi eld and parking regarding storm water.

J.T. Sauer & Associates, LLC will provide the construction observation services at a time and material rate and scheduled agreed upon by JTSA and South Fayette. Our anticipated CO schedule would be as follows; • Our team will attend pre-bid meeting.

• Our team will attend biweekly construction meetings with South Fayette for up to 12 total meetings. (Anticipated 5.5 month construction process)

No environmental clean up assessments or design has been included. 7. No buildings or structures have been included. 8. No construction management or clerk of works services provided. 9. South Fayette must follow the guidelines of the PA DEP. 10. No sanitary, water, or electric design services provided. 11. South Fayette Township shall provide port a-johns to meet restroom requirements. 12. No construction services provided. JTSA and its sub-consultants are not general contractors. 13. No construction stakeout has been provided. Th is service shall be by contractor. 14. No as-built provided. Th is service shall be provided by contractor. 15. No retaining walls. 16. No property line survey work. 17. No underground utility location. 18. No analysis of existing utilities or sewers. 19. South Fayette will provide payment for all applications and permit fees. 20. In 2008-2010, our team was contracted to create a series park master plans and development feasibility studies for Brentwood Borough Park. Since the park facility is the only park in the Borough of Brentwood the master plan more closely resembled a parks and recreation comprehensive plan. Our team began the process by creating a detailed inventory and analysis of the park and over a number of meetings with the steering committee started to put together a plan that resembled the needs of the community. Th e fi nal plan refl ected the necessary physical, fi nancial, and management changes needed to the park to meet the needs of the community.

Upon completion of the master plan, our team designed and construction managed phase I, II, and III of the Sports Park Brentwood Park Master Plan complex between the period of April 2013 to September 2014. Brentwood, Pennsylvania

In 2013, our team prepared the design for the Wheeling Jesuit University sports stadium. Th e project was a total renovation of the existing with a demo of the existing fi eld, track, and stands and a full renovation. Th e goal was to provide a facility to host football, rugby, lacrosse, and soccer.

Th e project was broken into two phases with our team providing the design and engineering for both phases. Phase one completed winter of 2013. Phase two is scheduled to begin in winter of 2014.

Wheeling Jesuit University Stadium Master Plan

In 2009, our team was contracted to create a master plan for a soccer-based sports and fi tness complex at Settler’s Cabin Park. Th e master plan included a soccer stadium. Th e stadium complex was designed to include; sports and physical therapy medical offi ces, restaurant, sports training center, and sports-related retail. Th e complex will also include 3 additional regulation-size soccer fi elds and an outdoor training fi eld. Th e project site will also include bike and walking trails that connect to a regional trail network. Currently, the project is fund raising for phase I construction of the 3 regulation soccer fi elds.

In the spring of 2014 our team was contracted to create a master plan for the Slippery Rock Stadium revision prior to commencement of construction documents. Th e master plan was to demonstrate the ideas developed during the design committee meetings. Th is plan was ultimately approved and constructed during the summer of 2014. Th e master plan provided a fi rst person view of the stadium and fi eld and allowed the community to understand the proposed improvements.

Rocket Stadium Slippery Rock, PA

In the 2009, our team prepared a master plan for the Pine Richland Booster Association and AstroTurf for the development of their proposed baseball facility. Th e rendering are being used to generate the funding for the new baseball fi eld development.

Our team worked with the boosters to develop a style which matched the existing facilities and blended the fi eld in with the current campus.

Our team was contracted in 2012 to develop a sports complex feasibility study for the Penn State University- Fayette Campus. Th e design was based off of NCAA regulations and proposed two stadium style facilities for Soft ball and Baseball. Th is project was completed in April 2012. Th e report provided by us has since been used to gain fi nancial support for this project. Penn State University is currently fi nalizing funding to begin the construction documents to construct this facility. Penn State University- Fayette Campus Uniontown, Pennsylvania

Our team was contracted in 2012 to develop a sports complex feasibility study for the Penn State University- Allegheny Campus. Th is project was done in a similar fashion to the Fayette report. Aft er the positive feedback and support of the Fayette report, Penn State University wanted to review the potential for an NCAA baseball and soft ball fi eld at their Allegheny Campus. Th is report outlined the cost of development, existing conditions limitations and constraints and incorporation of new facility into the existing design and feel of the current campus. Th is project was completed in November of 2012. Penn State University- Greater Allegheny Campus McKeesport, Pennsylvania

La Ley Sports contracted our team to review an existing stadium and develop a baseball complex around the existing stadium. Th is was originally built for the Cleveland Indians as a Spring Training home. Once the Indians decided on another location for their spring training, La Ley Sports took control of the property. Our team developed a marketing presentation booklet to help generate funding for this complex. Th is project was completed in 2010 and La Ley Sports are currently still generating the funding to move this project into construction.

Our team was contracted in 2011 to develop a Comprehensive Recreation and Open Space Master Plan for Gettysburg Borough. We reviewed all the existing conditions of the park system and surrounding parks. We also reviewed all of the funding and revenue for the Gettysburg Borough’s parks system. Once all of the information was gathered we developed four master plan design options. We presented all options to the Borough and Community members for comment. Once comments and suggestions were received, Our team developed the fi nal Master Plan shown on the left . Th e fi nal bound report provided a breakdown of cost and explanation of the design options as well as a strategic plan for Gettysburg Borough to generate revenue and have their parks system operate at Gettysburg Borough Master Plan a profi t not a loss. Th is project was completed in December Gettysburg, Pennsylvania 2012.

Our team was contracted in 2011 to develop a Comprehensive Recreation and Open Space Master Plan for all parks and recreation facilities within Robinson Township. Our team reviewed all three parks in the Township totalling over 115 of park and open space. We developed master plans for each of the three parks as well as fi nancial reviews of all park operations. Th ese master plans were broken down to aide the Township in determining what and when items should be renovated. All of the park master plans were broken down into immediate, intermediate, and long term planning. Th e fi nal Robinson Township Parks, Recreation report will act as a 10 year overall plan to maintain and increase and Open Space Report the parks amenities to the community they serve. Th is project was completed in 2012. Robinson Township, Pennsylvania

In 2008, our team was hired to create a phased master plan for the city of Pittsburgh’s Arlington Park in the Mt. Oliver neighborhood. Th e master plan was primarily created to design a spray park to replace a condemned community pool. Th e master plan located the proposed spray park adjacent to an existing large playground and converted the pool site into an open passive recreation area with pavilions and seating which was lacking in a relatively paved park. Th e plan also created new plaza entrances with landscaping to create a visually-cohesive park between the diff erent features. Th e master plan was revised aft er numerous community meetings and was fi nally adapted to include the addition of a deck hockey court in place of existing tennis courts as well as modifi cations to an existing baseball fi eld which would include a multipurpose soccer fi eld. A walking trail was also designed around the perimeter of the park to include fi tness Arlington Park Master Plan stations for senior citizens. Buckhannon-Upshur School District contracted our team in 2013 to develop a Master Site Plan for their new High School and Surrounding Athletic Fields. Our team prepared three master plan options to present to the school district. Once the school district decided on their favorite options our team completed the overall Master Plan as shown on the left . Th is project is currently being completed with a feasibility study report outlining the site constraints and future development opportunities for the site. In 2010, our team was contracted by Cypress Wesleyan Church to produce a master site plan for the development of a sports complex. Th e site was limited due to the existing wetlands on-site, however, our team incorporated these wetlands into the design to create natural storm ponds and expand wetland areas. Th ese areas will be used as a nature viewing destination within the sports complex. Th e design was broken down into phasing plans to provide a smooth transition from one phase to another. In 2010, our team was contracted to complete a site master plan and feasibility study for a sports complex in Belle Vernon, Pennsylvania. Th e plan included an IAAF double bend 400m track with artifi cial turf soccer fi eld, parking, tennis and basketball courts, and two natural grass soccer fi elds. Our team also compiled a report detailing the limits and constraints of the site for traffi c access and bus circulation. Th e report will be used to gain public support as well as donors for this project. Cedar Creek Park Sports Complex Master Plan Belle Vernon, Pennsylvania

In 2005-2006, our team prepared a master plan and feasibility study for the Westmoreland County Department of Parks and Recreation for the Twin Lakes Park expansion project. Th e master plan study focused on a 69.95-acre parcel of land adjacent to its existing Twin Lakes Park. We worked with the Westmoreland County Parks Department and the Recreation Council to gather input to develop a plan that met the needs of the community. We were hired in 2007 to create construction documents and provide construction observation of phase I. A plan update was completed in 2008 aft er the construction of phase I and JTSA was hired to provide construction documents for phase II and III. Currently phase II has been constructed Twin Lakes Park Master Plan and phase III is currently being designed for construction in the Greensburg, Pennsylvania Spring of 2014.

South Fayette Township contracted our team in 2010 to complete a site development master plan for newly-acquired land in the township. We conducted reviews of all existing parks (374 acres) within and surrounding the township to provide a park which fi ts the current needs of the township. Th e site was formally a 80 yard football/baseball multipurpose fi eld synthetic turf fi eld utilizing Th ree Rivers Stadium turf which was over 20 years in age . Th is renovations took the fi eld back to its original natural grass. Th e fi eld was later renamed to Offi cer Paul J. Sciullo II Memorial Field to honor the fallen City of Pittsburgh Police Offi cer.

Th e renovations of the high school baseball fi eld were completed to improve the overall play and performance of the fi eld. Th e current drainage and irrigation system allow for little to no delays due to weather, which is excellent for a natural grass fi eld.

Owner: Baltimore City Schools Project: City Springs Elementary School Field

NFL/Local Initiatives Support Coalition (LISC) Grassroots Program

Responsibilities: Design/Engineering/Construction Observation. Field and Track were a unique design which were scaled to the size of the elementary school player. Th e track maintained radius similar to 400 meters but overall scale matched the strides of the smaller child. Th e same for the football fi eld. Th e design was reviewed by the NFL and indorsed allowing it to receive grants from the Baltimore Ravens.

Responsibilities: Design/Engineering/Construction Observation. Our team lead the design and construction observation for the renovations of the historic Frederick Douglas High School Stadium. Th e renovations included new fi eld, track, practice areas, and improvements to the stadium and site drainage. Th e Mighty Ducks of Frederick Douglas played on one of the oldest fi elds in Baltimore.

Riverview Soccer fi eld was an environmental clean-up project which took a former City dump site and converted it to a new park for the . Th e project took over 5 years to complete in order to meet the environmental clean up needs.
